Chadwell, May or Martin Durkin, Vice Mayor Mort Partin Harvey Oyer Junes J. Mahoney. City Clerk D.V.Wiiliams Zell Taylor. ~ '~ ' City Attorney. Robert w. Grl~f~th, Jr., The Mayor called the meeting to order at 7.30 P.~. The minutes of the previous regular meeting of October 20 wer~ read. Regarding beach ropes M~. ~ahoney ~shed it to be in the records that he thought the City employes cSuld perform that duty; also that he had v~ted 'No~ on the ~adios as he could see no ~ar reason for them and was n6t convinced that they were necessary on the t~ucks at this ti~e; also regarding the $23,000,00 for renewal or replacement of equipment to be again created out ~f uuappropriated surplus, he hsd voted as he thought this a_uunjus~ use of unappropriated funds and because in the new Budget ~8,000.00 is allowed for t~his purpose, and ~7,500 for the past year; the total value given on the propert~ of the Street Department is approximately ~45,000.00, anm ~e~ tr~usfer of this $23,000.00 wzl~ bring it up to ~,~O~ and if we have a sufficient amount of equipment that wilt not be replaced in the coming year h~ saw no reason for the transfer. Mr. Oyer said the ~2~,000.00 was for renewal or replacement Lu case auy major piece of equipment h~d to be replace~ or Mr. Mahoney moved that with the mbove additions tlme minutes be accepted. ~. Oyer seconded. Mo~ion carried. a bid Nr. Grifffth said he had not received~o~ sewerage certificates from Mr. Field and said it would be better to postpone openiug of the bids for a period of ~hree or four days. ~ir. Over moved the oortion of the ~ meet~ng for the purpose of receiv~g bids on sewerage bonds be post~poned until noon, Friday, Nove~oer 7- M~. Durkin seconded. Motion carried. Mr. Vaug~aa~ suggested the ballot for ~he referendum on the ten-year audit be so worded th=~ a vote is sufficient. M_~. Du~xin moved it be advertised in la~ge Type in bhe local paper that the registration books will be open in City Hall until 9 P.M. Friday, No~ember ?th~ and Monday, the 10th. Mr, Partin seconded~ Motic~ carried. A letter dated October 20 was read from t~e Electrical Board regarding pumps and swi~ing pools, ~nd recomr~ending the followip, g ~men~ent to tlne Electrical Code: "It will be necessary for alt p~ps and pool installation companies to have a per'mit for electrical work om same, and ~o be taken out by a ~_~se~ master electrician before a building om a well permit will be issued to install same. This shall-not effect the provisions of Sec.XVIII of the Electrical Code of Boynton Beach. ~ ~, ~arki~ moved that this, rec~wndation of ~he Electrical Bo~.a~ be adopted. Mm$iO~emms~Be~ded. Motion carried, A second letter was mead from the Electrical Board ~ · rec~ending an ~mend~e~t ~o the E~_ectr~cai Code reEarding I~. >Iahone~ moved this amendment 0e m~e ~o the Electrical Code. Mr. P~r~in seconded. Motion c~ried. T~? Building Report for the month of October was read ~mouutzug to $619,4~7.00. A letter was read from the Seacrest Realty, dated October 28, signed by Mm. Charles Boos, cancelling flat the binder on City Hall. Mr. Gri£fith ~efez~ed to a telephone conversation he had had with Mr. Wm£1ms, State ~udm~or, regarding the letter w~ttten to him on October 6, and read a letter f~om Mr. Willis, dated October 31, 1958, acknowledging a copy el the City audit. Mm. ~rkin moved the City Attorney be instructed to draft a refere~d~ for a bond issue to be placed on the ballot for Decesbe~ 2nd, the profits of such bond mss~e to pay the co~to8ft~heg~niRit of the books of Boynton Beach for the %asr ~yea~s, or for any other period thought advisable in the opinion pf the auditor. ~. 0yet seconded. Motion oamried. Mr. Mahoney expmesse~ h~self as cor~letely in accord for a mefez~ndum and does not feel there is ~ny justi£i- ca~ion for thinking the ~nount mentioned in the letter will be incre~a~ed; he feels it has no particular bearing on the ~et~t~on wi~h ?00 signatures; he did not thiuk the Florida Statute can be superseded. Motion carried. The Mayor pointed out that at the time tl-~ Budget was being made up he suggested putting the sum of ~0,000.00 in it for the audit. M~. Mahoney said he had objected t~is as, at the time~ no reply had been received from the -G~vernor and no definite amount was kno~a~. Dr. Kitching was Dresent tO represent the Little League and said l~J Cassell,' their President, did no~t think proposed lease acceptable, mhd had ~et~a~ned it to Mr. Griffith. Mr. Griffith asked tha~ Mr. Cassell's letter be ~ead by Mrs. ~Yilliams, an~ pointed out ttmt ~he land does not belong to the City} except fo~ municipal purposes, but to the bounty. ]~. Mr. Dual-in seconded. Motion carried. Mm. Griffith reau 0r~/inance 316 covering ~eco_~m~endations ma~e by =he Xon~no Board at its meeting of October 21st. ~. Partin moves the Council accept the ~ecommendations of the Zoning Bosmd, cove~ed by Ordinance 316. ~arkin seconded. Motion camried. M~. Durkin moved ~he City Clerk be authorised to buy 200 chairs identical with those already purchased. .M~honey ~econded. Motion carr~e~. M~. Oyer moved that' Venetian blinds be purchased for the Bouth windows on the ground floo~ of City Hall~. M~. .~:ahoney seconded. Motion ca~ried. Er. Mahoney moved a Beer and W'ine License be issued to $~ ~o~berg, 206 N,E, 10th Avenue subject to the approval of the State and County officials. }L~. M~, Griffith m~ved t~e City ~o~orney be authorised to draw up ~n 0r~inance prohibiting a c~e~at~rin~ in any part of the City of Boynton Beach.
