The Mayor called the meeting to order at 7.30
The kmnmtes of the last regular meeting of February i?
were read.
Mr. Oyer moved the adoption of the minutes as read~ Mr.
~ahoney seconded. Motion passed.
Mr. Chadwel! said the Consolidated D~velopment Comply should
be thanked by letter for their offer of l~d for a~children~s
playground and be told the City does not have at present the money
which would be:'nece$'sary to expend on it~
A letter was read from the Boat C~ab asking for a date For
the small boat ramp to be built.
Mr. Hu~uter, who was present, said he wondered what aetion
should be taken.
Mr. ~rkin said a new suit had been brought against tb~ City
by ~r. Busiello to restrain the City from using the land as pro-
posed by the Boat Club, saying it was rmver a public road.
Mr. Griffith said his opinion is that the !5~ road is a public
street ar~ the City can use as a R/W.
~r. Durkin moved the City authorise the construction of 15'
of roadway into the City l~d~ work to be started i~mediately upon
receipt of a written opinion from the City Attorney~ ~r. Partin
seconded. ~otion carried.
A petition was presented signed by several property owners of
Laurel~Hills who have agreed to pay cash as soon as the streets
are put in.
Mr. Durkin moved this petition be tabled and ~ut on file
until more information frem other property ownars had been

The Building Inspector's report for the month of Pe%ruary
was read amounting to
A letter was read from Wilbur F. Devine & Co., signed by Mr.
Gerald L. Hawkins, regarding an audit~ saying the cost would be
FrOm $4~000 to ~4,800 and would take at least two months to
compl~ e.
Nr~ Mahoney said he did not consider the letter covered
all the points which Er~ Hawkins had promised verbally.
After long discussion, Mr. Dtt~kin moved Mr. Ha~£~ins be
instructed to make a complete detailed audit for the fiscal year
beginning November l, 1956, and ending October l, 1987o That
he be further instructed~ if in th~ course of that audit, he
finds anything which calls for a further investigations he
infoEn the Council so that they can instruct him to make a
further audit. Mr~ ~artin ~e~onded. ~r. ~ahoney voted ~No,~
~otton carried.
~r. Mahoney moved ~u auen~nent to the motion to instruct
the auditor to confirm all tax records back to 1947, confiEn
receivables and payables back to 194~; examine transactions of
prior ye~s back to 1947, including in this audit an inventory
of all the assets of the City, to include all debts, including
any refundinE agreements as made with any developers within the
City limits, as to the amount of indebtedness involved and the
dates on which they will expire. There was no second.

Mr. Durkin said his motion provides if there is anything
that requires the auditor to go back he will go back at least

A letter was rea~ from Mr. Grummons, Electrical Inspsctor~
regarding antennae~

.The City Cl~rk was instructed to infor~n the Recreation
Board by letter that the rises suggested in the Partin Boulevard
are impracticable at this time.

A letter from the Civil Service Board was read recommending
Drcmotions reS ested by Chief of Police Carver for Jsmes Erwi~
and James W. Butler.
· ~ ~r, M~honey moved both of these recommendations from the
C~vil Servmce Boa~d, promoting Erwin to Sergeant and Butler to
r~gular patrolman,- be accepted. Mr. Durkin seconded~ Notion
carried.
Letters were read from the s-~chitect of the new City Hall
outlin.~ changes two and three in contract specifications which
would ~a~e the net mmount of ccntraet to date ~150,863.00,
~. 0yet moved that changes No.2 and No.3, as outlined,
be allowed. Mr. Partln seconded, Motion carried.
Mr. Grmffmt_~ read Ordinance No.304,- Model Traffic Ordinance
for the City of Boynton Beach,- for the second time.
Mr. 0yet moved Seacrest Road to Woolbright Road to City limite
the speed remain at 45 miles per hour; on West Boynton Ro~d N.W.
to City limits, the speed be 35 miles per hour; from the BOynton
Canal North 35 miles per hour; from Boynton Cana~ to N.Eo4th
and N~E. 2nd, 45 miles per hour. Mr. ~ahoney seconded.

Russell & Axon, having requested a date for a meeting with

was read.

Regarding the outstanding water bill a~ainst Lake City Trailer
Cot~t for $200.00, Mr. 0yet moved the bill ~e abated. Mr. Partin
seconded. Motion carried.
Mr. Durkin said there had baen considerable criticism of the
oars parke8 on both sides of Ocean Avenue in front of the school
during school hotbvs and made several suggestions towards elimina-
ting this potentially dangerous situation. He was asked to carry
out .his proposed program asfar as he could.

February ~6, 1958, Mr. Durkin made a motion, seconded by
Mahoney, that the Mayor's appointments to the Master Plan
Con~nission be approved, Motion carried,

At a regular meeting of the Electrical Board
held February 20, 1958, the subject of the antenna
installation ordinance was brought before the Board.
This was discussed at great length as to workability.
There seemed to be no solution to a sure way to
enforce t~is ordinanc~o Zt was finally decided to
recommend to the City Council to dispense with the
ordinance except on antenna~ 30 Feet from the ground.

A letter directed to the Civil Service Board by Police Chief Carver
recommended ~ne promotion of James Erwin, Jr. to the rank of Sergeant.
A motion was made and passed by ~ue Board at their meeting on FCm~u-
ary 19, recommending t?~s promotion.
A second letter from the Chief of Police asked that the status and
rating of Special Officer James Butler be changed to reguls~ Patrol-
man. M~tion was made and seconded that M~. ~tler be recommended to
sta~s of regular Patrolman with salary of $~25.00 per 'month, smd
motion passed.
