Minutes 08-16-54MINUTES OF A REGULAR MEETING OF THE COMMISSI0h~ERS OF BOYNTON BEACH, FLORIDA HELD AT THE CITY HALL, BOYNTON BEACN, AUGUST 16, 1951+. PRESENT: Mayor A. E. Shook Mr. C. Howard Hood Mr. Stanley Weaver Mr. Albert Deen Hr. Joseph DeMarco Mayor Shook called the meeting to order at 7:30 P. M. Mr. Kabler, from Delray Beach, said.he will. su~mit a preliminary set of plans for the approval of the bumlding inspector and the zonihg board. The b~ilding will be approximately 30 x 50 ft. and the estimated cost Will be $15~000 on the new girl scout hut. The contributions that are being donated was also read. Mr~ Weaver made amotion that the water pipe be donated and installed by the city, Mr. Hood seconded, motion carried. Many of the contractors donating their services do not have a waive costs of all permits, Mr. DeMarco seconded the moti°n, passed unanimously. Ers. Hood spoke of the need of a 7th a~d 8th grade school. A tract of Ia~-d owned by the city has been considered by the Realty location for this proposed school. As there is to ard meeting the 20th of A~gus.t, it was decided that the comm&ssioners would go check the land and report on their findings. The school' board has hopes the school can be started immediately and finished by the first of February. Mr. NOtan made the suggestion that a letter of appreciation be sent to Paul Johnsonfor cleaning uD the property newly acquired for enlarging the park across from the school. Two bids on a surface spreader were read and considered. ~s the two bids were so cloSe in price and specifications, Mr. DeMarco and Mr. Christiansen will look at the two models and decide which is the best to purchase for the city. City Clerk, Dorothy V. Williams, read the minutes of the lest regular meeting of the Council of ~ugust 2, 195~+. ~Mr. ;~eaver suggested that the title of 0rdinsnce #259 be insezted on the first page, tenth paragraph. Mr. Weaver made the motion the minutes be accepted, Mr. Hood seconded the motion. Motion carried. ~ letter from Mr. Hochmuth, plumbing inspector, to the city commissioners was read amending our plumbing code. Mayor Shook said our plumbing board should be supported as it is to the benefit of all. Mr. Hood made a motion that the ~mendments to our plumbing code be passed. Mr. Weaver seconded the motion. Carried unanimously. Er. DeMarco made a motion, seconded by Mr. be donated towards the Emergency Polio Drive. unanimously. Weaver that $2~.00 ~ll in favor, passed En application for electrical inspector was resd from Mr. Leon Grummons. On September 16, 1955 M~. Grummons wil~ be interviewed before the electrical board. There were five letters of application for building insoector and each applicant will be notified to appear for an interview on Tuesday, September i~, !95~ at 7:30 E. M. in the city hall. read The building report for the month of Eugust was read totalling $97,650.00. The re-zoning of six lots on Green Street for commercial use will be cohsidered by the bosrd. ~n excerpt from the Planning Board was read about a proposed park~ way f?r the city. Mr. Allen Nyquist will go to the state road depart- ment in Ft. Lauderdsle and check into this matter. Mayor Shook said it is worth trying. Er. Weaver made a motion that depending on reply from the State road department in Ft. Lauderdale, the city council re~est county commissioners by resolution to acquire 120 ft. right of way through the length of our city so that when highway is widened a parkway can be built with cut in left turns'at intersections. Requests for transfer of licenses came up and Mr. Hood made a motion that ~. Zompa be issued license for beer and wine.(Carry out ohly)o Mr. Weaver seconded the motion~ all in favor. Mr. Hood made a motion to grant license to Mr. Lombardo's new location for beer and wine. (Carry out only) Ell in favor. ~ motion was made by Mr. Hood that Coral Ridge lease be cancelled out. Mr. ~eaver seconded the motion, all in favor. Mr. Griffith will notify Coral Ridge o~rners of this decision° Mr. Christiansen said the city had been very fortunate in getting the services of Jerry Hassel~ a University of Florida student~ who compiled into ~ book drawings of water connections in the city in alphabetical order. It will save a lot of time in looking for connections when water pipes have to be repaired. The commission agreed to go ahead with plans for improving streets by le~_ assessments and notify owners of property that they are assessed. The Boy Scouts are cleariHg land on ~1~ on city owned property for a picnic area and they are plar~ning on having tables and benches. Mayor ghook comolimented the Boy Scouts on their work and interest in this project. The raising of the parking area 3 ft. will be a big improve- ment at the Casino~ Mayor Shook said. Motion made by Mr. DeMarco that Pence Park be the temporary Helio~ port until a more oermanent site is found in the city. Mr. Hood seconded the motion; all in favor. Passed unanimously. There have been many complaints on the noise and racket coming from South Speed Shop onPalmetto Street. Ordinance 23~ is being violated and should be enforced. Pictures were shown of the section in question as doing business when only a garage for orivate use was 0. K.~d on the building permit. Police Chief Carver-was instructed to abate the nuisance. Emergency Ordinance 261 amending Occupational License Ordinance 2S~ was read for the first time and Mr. Weaver made a motion that it be adopted. Mr. Hood seconded the motion; all in favor and passed unanimousl Mater refunding agreements with Rolling Green Ridge, Mission Hill and Boynton Development Improvement Corp. were presented for signature and delivery. Twenty-two street lights north to canal on the Federal Highway has been approved by the council for $?00.00 per year. Mr. Deenmade the motion that this be accepted. Mr. Hood seconded the motion, all in favor° Budget Ordinance 262 for 1955 was read by the city clerk. Mr. ~eaver made a motion first reading be adopted. Mr. DeMarco seconded the motion~ all in favor. There being no further business the Mayor adjourned the meeting. City Clerk
