Mr. Shook did not see how the City could ~ub~idise the bus service although he t~Ought it would grow into a big business as bhings are go~ng~ ~r. Weaver also did not see how the City c~uld pay even such a small subsidy, although the bus service would be most popular. Mr. Hood, i~ reply to l~tr.~cIntyre's, request for a soecial bus terminal~ suggestea he turn around at the Shuffle- b~ard Court, and said the Council would like to see the fran- chise before a~ decision regarding thc bus servi0e is made. Howard Smith, Executive Secretary of the East Coast Highways Association, described in detail a pictorial folder called "~%%ere to Stay and ~Yhat 5o See", zo be used in connection with publlcls~ng all East %Q%~o'~ms, He sazd that ~t, f55.00 will purchase 20,000 copie~i~four complete p~ges of ad- vsrtiming for Bo~nton Beach~ and suggested that $350.00 be allocated bY the City to the Chamber of Co~nerce immediately, to start the thing off, and that the balance could be raised later; that ~ir. F.C.Birthisel, hi~ representative, has been appointed to solicit funds, ail of which wz~l be handled and disbursed through the Chamber of Commerce. He added, that the cost of the folders is so low. because their.overnea~ is very small. ~. Griffith, speaking ss President of the CDmmber of Co~merce, said he had bee~ on the.Board.for three y~ars and had foUnd it was not possible for individuals tc r~ise the money. The Chamber had had mar~y..reques~S f?r p~bmtieations on Boynton and he had: been embarrassed at b$i~g Unable to provide these, that he had only ~e~n Able~t0 supply'folders -3- put out by individual business people, a%d he wished the. City would use some of the .O~ mills - say 20% - for advertising as he would like to see the City go on record as helping in this necessary advertising. lf~. A letter was read from the Ford ~otor Company of Delray requesting pa~nnent of a biYl for repairs tb the Ford car amounting to $43.10~ which was more than the amount agreed upon ¥~n t~'~r. DaRner. ~&r. Shook made a motion, seconded by IvY. WeaCer, that a check for the amount ~ich Mr. Hood and ~Mr. Donner had agreed upon be sent to the Ford ~gotor Company of Delray. Motion passed unanimously. The Bu~ld~ng Inspector's reoort for April was read. Police ~.~ Carver report for April was also read. A !ett~r was read from ~. John i~ici~ames, dated April ~o, tendering his resignation as City Auditor. After some discussion, during which it was stated that ~ NcNames had done no work this year, and ~ro Griffith had said that 5~. ~cNames had been appointed-at $75°00 a month and must therefore be paid whether he worked or not, Mr. Meaver moved and Mr. Shook seconded that Nr. John McNames~ resignation as City Auditor be accepted~ ~otion passed unanimously. A letter was read from Mary McKee requesting a light near home and complaining of 5he water. Van Wagner was asked to checE on these matters. D~. Mr. Hood suggested checking to see if he had done m job in town, if he has he cannot have his money.returned. P~. Shook made ~ motion, seconded by !~ir. Wea~er, that the City accept the two sites in Laurel Hills offered by Er. H~rless for a park. Motzon passed unmuimously. Um% Waskow, the new owner.of the Club Continental, said he did not know the exact complaint against him; that the club was in a business section of colored town and it was mufortunate that people sho~id live so near. He asked for tolerance and did not think his license should be revoked on the complaint of one citizen. ~. Weaver referred to, the motion made at the last meet- ing asking that the o~vnars of the Clmb Continental and of Wade's place appear before the Comucil, s~ving he thought the wording Was umfort-~m_ate. However, he does think some- thing should be done~ tb minimise the noise nuisance. Air conditioning might help. He does not thi~ the noise in the street shoui~ come under the control of the owner of the club, as there is a colored policeman there now who should be able to keep the noise do~vn. The problem comes from mix- ing commercial and residential areas and its solution should be ~ matter of co-operation and tolerance. Mr. Get~ said[.the nuisance had been g~ing on for five or six years and hedzd not think any one citizen should ~ist~rb the peace of another, regardless of the amount of taxes paid by each. He :said the d~uces at the Continental attract all the undesirable you~.g colored people along the East coast, our ov~ c~tizens.being well behaved. He insisted that some- thing ~ust be done. ~. Waskow objected to ~gr. Getz' remark about the 'undesir- able' element at his dances, mnd Polioe Chief Carver confirmed that the place was being run properly. ~. Waskow promised to keep the windows closed nearest to ~r. Getz~ he,se. ~. Griffith read the law covering the matter, both as ~o a_o~btic nuisance and to ~ comolaint_ from a private person, ~d said it seemed to him that this is a private nuisance, in which case the Council has not the right to revoke the license, and the matter should he brought before the Court for' decision. He added that the nuisance could be limited as to time not in its entirety. After further discussion itwas agreed that there should be a trial period to see if the colored policeman can do something about the noise in the Street outside the club, while t.he owner could do something about air-conditioning or keeping the win~ows in ithe dance hall closed. Mr. i~askow stated that while he had the dance licenses he did not have the City one, that this would be granted. State and County and was assured There was a long discussion on fire and storm insurance following the reading of a letter from the Wea~er Insurmuce Agency. ?Mr. ~aitsr DeutSch, as associate of ~oseph Gallo, spoke of the va&ua of thee Gity property having been reduced from $75,000 to $50,000 last year. and }~_~ Gallo statedthmt the City would save 35% by r~new~ng thei~ polic~ with him. The matter was tabled. -.~. Griffith said the most effective way to give ~. and Mrs. ~pes title to the alley through their property is by 0rdin- ante, and he read Ordinance No.231. Mr~ ~ea~er moved and ~.Shook seconded that this be accept@d as the first reading of Ordinance 231. ~otion passed nnanimously. ~. Hood s~id ~ Bedford gones hss condemned two out- side toilets in~co~ored town and that Queenie Stevens, owner of the two homes, should be given ten days in which to start work on putting in t~o flush toilets, the work to b~ completed in 30 days. He added that the City is making ~ drive to clean up colored ~o~n. Mr. Griffith referred to the acreage sold by the City to the Boynton Land Corporation as having a defect in the title, and asked the Council to authorise him to start a suit for title. ~. ~eaver made a motion, City Attorney be instructed to passed unanimously. seconded by Mr. Shook, start suit for title, that the Motion ~Ar. Baiius Cline voiced a complaint regarding the ~lagra~_t violation of the building coda in'the building going up next ~o the fire station, in which he said there were no fire cuts -6- and ceiling joists were not a~chOred. He said that the Build- lng InspeCtor had informed him that he had not inspected the building since it had been commenced. He detailed the viola- tions, adding that if the building code is not enforced there is going to be~ro~ble in' the next hurricane. ~r.~Shook asked the builder, Chartie Hight, whether the ~uzld~ng Inspector had inspected the buildin~ a~d ~= ~= ~ oezng y~s, sazd he had great confzdence l~ ~gr. A.F.Cottrill of the American Legion asked that a Proclan~tion be issued for ~emori~l Day. ~. ~eaver, speaking as Chairman of Nemorial ~ Committee, said they were going to suggest that business men close their stores from l0 to llo~O d~ring the period of the celebrations. It waa agreed than the platform from the Post Office should be moved to the cemetery for the day. ~r. NahlmeisDer reported that the Electrical Board had held its first meeting on Friday and had new forms, examination papers, e~c~, necessary for use in conjunction with the new code~ ~s, Adams referred to the possibility of a South County hospital and thought Boynton should make an effort to get it.
