Hood drew attention to the fa~ct that the threeQ%~) m~rabers apoointed to the R.D~B. would attend meetings to- gether and not alternately. ~ir. Hood made a motion, seconded by A~!r. lvlerkal, that with the above exception the minutes be accepted as read. Hot,on passed unanimously. Ifinutes of a special meeting of the Council held on October ~9, 1951, were also read. seconded by ~tr.Hood, that the ~otion passed unanimously. Mr. Shook made a motion, minutes be accepted as read. Paul Stichel 7.50 7~ 5O 7~0 7.5o The Building inspector's repor~ for the month of 0ctooe_ was read, showing a total of new construction eoc., of $16,290. A letter of resignation was read from ~. John Raulerson, Water Department Superintendent, saying that he was resigning to accept a better position. After discussion and the statemanv that the City's pres- ent financial position would not permit of increasong ~. Raulerson's pay, it was decided that his resig~aation be ac- cected with regre~ and that~a letter be written to him thank- ing him for his services. There was a discussion on the difference in the surveys made by differenz surveyors of La~e Addition. It was pointed out that sometimes orefessional surveyors do not agree and that the matzer would have to be settled by arbitration° Police Chief Marshall's report for the month of October was read. There was a long discussion on license fees for auction rooms, and it was suggested that a prohibitive fee be fixed by a special ordinauce in order to discourage such auction rooms from opening up here, as they would ta~e a great deal of money out of the Zown and the local merchants would su¢ffer. Mayor Purinton thought the people as well as the mer- chants ~hou!d be protected. G.~ff~n said unreasonable restrictions canno~ be placed on these places. He was asked to check up on the poss- ibility o£ suc~h an ordinance so that the Co~zaissioners can de~ide what to do abouv the mat~er. YEt. Market reported that a meeting had been held re- garding the new plumbing code for Boynton, and that the adoption of the Delray Plumbing Code had been considered. ~f~. Griffith said he had a copy of the Delray Code and found it fairly similar to Bo~nton's. ~Y~, Merkel said whey were st=~l working on it and would report further ye the Council later. ~f~. Hasbrouck drew attention to the fact that the houses which he is building for ~olored people are not finished on the inside as well as vhose for white people, and he thinks ~6,500 a little cur of line for ~a~mation ~urposes on them. The Mayor said w~t uneoubuealy there v~euld have ye be adjuszmenvs in certain valuations, and in this case Mt.Shook suggested that the men 'who assessed them should give a re- vised opinisn. Mr. Hasbrouck said he could always be reached by teie- phor,_e an~ wou_~.d e~ glad ~o meet anyone who was to inspect the houses anew. The Mayor regretted that there had not heen time since the ~t meeting to look up lots for the colored man who wished ~o swao his 50 x 150 foot loz for one in colored vov~_, but ~sid that this would mosv certainly be done before the nex~ meeting. The City Clerk read Ordinance No.226 for the second time. There being no objection, it was adopted ~uanimously. Ordinance ~o.227 was also read a seccnd time. being no objection~ it was adopted unanimously. There ~Ar. Paul Johp~son and ~r. J. Ross requested information about the Budgev lisbursements and revenues. 5~r. Yob~uson said so many people were ~piaining about u~e increase in taxes because they do nov know the details and wanted an explanation. The Mayor gave tlma figures for the years i926 to 1951 inclusive, and also the amount exoected to be collected in taxes for t922. He said that the-details were always availabEe for inspection by the general oublic at the City Hall. He added that any increase in taxes had been avoided heretofore be- cause of the revenue received from the sale of Cityeowned lots, that this so,roe of revenue had now dried up, with no other new income to take its place, mnd that the increased cost of the City operation could now only be covered by taxation. He said the future cost of the City's operation is more likely co increase than to decrease, and that unless some other source of revenue become~ available, oaxes will have to be in- creased still further, and the increase will fell largely on owners of property not homesteaded. Mr. Merkel suggested that the Badger figures, when pub- tishefl in the local paper, be printed in a form large enough and clear enough to show how the money raised by taxes is spent, something like a bank statement. It was agreed that this would be done. Mr. Griffith asked about the lease of the Casino and was told that it was to run for one year from ganuary 1, 1952, a year~s lease being considered fairer to all ¢~ncerned rather than a longer one. The Mayor again stressed that the Council welcome all re- quests for information, and like to see as many citizens as possible at the meetings,- the more the merrier. The question of garbage collection outside the City limits was brought up and, after discussion, it was agreed unanimously that the City truck would pick up garbage az the Banyan Tree for ~0.00 per month, end a5 the Courtesy Bar for 925.00 per month. ~gr. Hood made e motion, seconded by Mr. Merkel, that the license of the beer and wine license in the name of Herta Rathe be transferred tc Frieda Tiffany, as requested. Motion Serried unanimously.
