Counci~men present: Mr.F.L.Purinton Mr. Clifford Province. Mr. Alva Shook, Mr. Henry Merkel, Jr. The Mayor called the meeting to order. Dorothy ¥.Williams, City Clerk, read the minutes of the last regular meeting of the Council held on July 2, 1951. Mr. Shook made a motion, seconded by Mr.Province, that the minutes be accepted as read. Motion passed unanimously. Geo.S.Brockway 308.3& - The Mayor ~ai~ he had spoken to Mr. Joe Moss at Briny Breezes about organisation. Mr. Moss said it was a diffi- cult crowd to deal with and he found it hard to do anything with them, although he was willing to do anything he could. The Mayor said nothing seems to be being done with the %~er matter at Briny Breezes at the moment, and the connec- tions are going to cos~ about three times as muc$ as ordinary connections. The Mayor also said that a representative of the meter comp~uy had told him that at the present time for every 100 meters previously made they are only being allowed to m~ce sixty now, so they will be glad ~o take any surplus ones off our hands. ~. Griffith referred to the McDermott property which was involved in a suit filed in Ch~mcery Court, and said the suit still exists with a lien against it. Records show that ~ settlement was made in 19&5. The City has no further claim. The Mayor asked ~.Brockway whether something could not be done regarding sand which was dfift~ing into the new P~D~s which are being installed, as many complaints had been ceived about it. Mr. Brockway promised to look into the matter. Mr. Brockway produced a rough draft of a plat: for a pro- ~osed negro subdivision, north of the Boynton Canal, on land owned by Mr. Rosen, who is willing to allot a certain area for a park. The ~ayor said he particularly wished that the subdivis- ion should not be too near the highway, and that the plat could not be accepted until this was assured. ~. Nerkel SUggested that the new subdivision be arranged to tie in with the present colored town~ Mr. Brockway was requested to take up the matter of the p~rk with the developer of the subdivision. He asked what would be done with the land nearer ~o the highway. -4- He suggested the possibility of~the section adjoining the highway being made into an industrial area, and added tha~ this section is not owned by Mt.Rosen. The Mayor suggested the subdivision being put back a couple of hundred feet from the highway, and said that colored town should be covered by the building code in the sams way as the rest of the City. Mr. Province thought there should be a setback-all along the highway. l~r. Shook Suggested zoning 300 feet back from the high- way which would give a chance for landscaping, etc. Mr. Griffith said that unreasonable restrictive zoning canno~ be enforced. The Mayor suggested a joint meeting with the Zoning Board to settle the matter. Mr. Merkel remarked that the North entrance to the City lacked attraction compared with the South entrance. The City ~lBrk said that insurance on the City,s vehicles expired on July 17 (tomorrow), and a discussion on the bill for this insurance followed. Two bids h~d been reaeived, one from~vers and one from Weaver. ~r. Griffith said that rates are being increased Slightly on commercial vehicles and 30% on private vehicles, He Suggested that M~. Myers be asked wha~ his bid covered, to see if it really mean~ a saving of $165.00. The City Clerk read a request from J.D.Clements for the transfer of the Continental Club liqaor license from his name mo those of E;J.Bing and Gene Lang; also Mr. L.J. Barnette requested that the license now in the name of Baldy,s Place be transferred to him. Mr. Shook made a motion, seconded by Mr.Province, that both licenses he transferred as requested Motion passed Unanimously. · In a discussion on insurance of City employees it was stated that Mt.Marshall would receive approximately $22 a week, which is the top payment granted by the insurance company for accidents while on duty. -5- There was a discussion on the request of the Thomas Cook Company for the audit of the City books by a certified public accountant, itbe~ng~ generally considered an ~nnecessary expense as the City had the services of Mr. ~ohn McNames, who is a qualified auditor and who had a~ready saved the City about $2,500.00 over last year,s audit by a firm f£ed accountants, of certi- The matter was tabled for f~rther discussion.
