The meeting was called ~o order by the Mayor.
Dorothy V.Willi?~.s, City Clerk, read the minutes of the
previous r~gular meeting of the Council on May 21, 1951.
Mr. ~erkel made a motion, seconded by ~r. Hood, that the
minutes be accepted as read. Motion passed unanimously.

Mr. Reed of the Tropical Press 5f Fo=t Lauderdale showed
the type of map whichhis company could print from maps of
Boynton supplied by Mr. Brockway. The maps would be 17" x
22" and would cost $165 for 5,000 copies, and $228.80 for
10,000
The City Clerk read the reports for the month of May
of the Building Inspector, the Police Department and the
Water Department.
Mr, John Bell read his report of the Street Department
for the same period,

The City Clerk then read a list of the bills 0'Kayed for
p~yment this evening, and the Mayor asked whether any taxpayer
present had any questions regarding them. There was no reply.
A letter was read from Mrs.Crowley thanking the Comm~ssion-

Mr. Talbot asked about the possibility of putting fluor-
ine in the City,s water to prevent tooth decay.
Mr. Griffith said that ~. Brockway had stated that the
method would cos~ about ten cents a week per person, exclud~
lng the cost of equipment, as of course the whole water supply
would have to be treated, including that for watering yards
etc. ,
The ~ayor Suggested a letter from the City to the County
Hea~h Board asking for their opinion and advice in the matter.
Mr. Griffith was asked to follow up those properties
which taxes had not been paid, the Nayor pointing out that
property c~u be sold for taxes until after two years.

In connection with the cleaning up of Rainbow Gardens by
I~. Talbot, there was a long discussion as to how much trash
the City should be expected to haul away. It was generally
agreed that there should be some limitation on the amount.
Mr. Talbot said the trash in ~he Gardens was an accumu-
lation of several years, but tha~ none had been taken away ~rom
there u~til the last few weeks, and that it could become a fire
hazard.
The Nayor esked for the Commissioners, sentiment on the
matter.
Mr. Shook said there was a great difference between clean-
ing up a large place and cleaning up around a small residence.
Mr. John Bell said that clearing up trash took uo a great
part of the Street Department,s time last month. -
)ir. Merkel pointed ou~ that large places pay more taxes
than the smaller ones, but that the City coulO not undertake
to remove rubbish from a whole lot,
One case was cited where a lot was cleared and it took
several truck loads to carry away the rubbish which was piled
in the street from it.
The Mayor said the City would help Mr. Talbot as much as
possible as he had had such a hard time.
Mr. Merkel suggested furnishing the truck for one load
a month from each property.
Mr. Shook said most homes would not have one truck load
a year.
The matter was tabled for further consideration.
Mr. Schultz brought Mo again the matter of the house which
he sa~d has exceeded the dimensions for which the permit was
~ranted.
The Mayor suggested turning the matter over to the legal
d~partment as it is not up to the Building Inspector to inspect
property lines.
Mr, Griffith says the Ordinance does not require the City
to survey property; that the contractor is the only one ~th
that responsibility, which is bet een the owner and the builder.
The City could not go in gnd ensure that each person was build-
ing on his own lot. In such eases the City does not suffer
damage, and the person ~o does suffer damage is the one to
bring suit, It is a ms tter between the two property owners.
The Mayor suggested an Ordinance requiring that a man
should not be allowed to build a house unless the property has
first been surveyed by a licensed surveyor.
Mr. Griffith Suggested that Mr. Schultz go to au attorney
and ascertain his position as the City cannot be responsible.
The only action the City could take would be to claim a larger
permit fee for a larger building. It is a legal matter to
decide who should sue who.
The City Clerk reed the minutes of a special meeting of
the Zoning Board held on May 9, 1951, regarding the re-zoning
of Block 3 of Palm Beach Country Club Estates.
Police Chief Carver asked-whether anything had been decided
regarding the difference in closing hours of liquor stores in
the white and colored sections.
The Mayor said that at present no agreement Seems possible;
that the County is having difficulty in getting a uniform law,
and that in the meantime each City or community must fix its
own hours,
The Mayor referred to the sale of tickets for the Soar-
boro benefit last Saturday night, which had only resulted in
an amount of $168 having been deposited in the bank. He
said something else must be tried as the money must be
raised.
Mr. Stanley Weaver, representing the American Legion,
asked for the cooperation of the Council in connection with
the July Fourth celebrations.
