on April 16, 1951,

The meeting was called to order by Mayor Purinton.
Dorothy V.Williams, City Clerk, read the minutes of the
previous meeting of the Council h~ld on April 2, 1951.
Mr. Province made a motion, seconded by Mr.Merkel that
the minutes be accepted as read. ~otion passed.

After a long discussion on the proper zoning of Block 3,
Palm Bosch Country Club Estates, as between hydrogpo~ic and
~ure horticultural gardening, Mr. Merkel made a motion, sec-
ond~ed by Mr. Hood, that Block 3 be treated as an exception

The Mayor drew attention ~o the depleted State of the
City's treasury and said economies would have to be made.
For one thing he said the City would have to cu~ out road
repair, after having done wonderful work in that direction.
Mr. Shoo~ said the City,s administration was getting
altogether too costly, that some steps would have to be .taken
to cu~ down expense~, and that a large amount of the expend-
iture is in connection with the Water department.
In the interests of economy, Mr. Johnny Raulerson was
instructed to install a supply of oil for City vehicles, to
save buying piece-meal a~ service s~ations.
Each Commissioner was provided with a copy of the City's
financial Statement as of December 31, 1950, and many of the
items were discussed in great detail.
The City Cierk was instructed to write a letter to Mr.
Pomeroy Dunbar asking that Ocean ~idge pay Boynton Beach the
money due on their Fire Protection Agreement.
The Mayor asked for SUggestiOns tOWards tightening up on
expenses for the next few months saying that everything is
growing except intake. '
Mr. Province suggested a tax on the water bill.
Mr. Shook asked Nr. Sherratt if there had been any re-
action on the part of the public to the reference in his paper
to the SUggestion regarding parking meters. Mr. Sherrat~
said little notice seems to have been taken of it.

The Mayor said that, in any case, the matter was definitely
dropped for the present.
Mr. Hood said that increases in garbage had led to a great
increase in the cost of collection, and wondered whether there
was not some way in which a tax could be imposed to meet this
increased cost. He thought that $1.00 a can, er $1o00 a
house, would help greatly. He said that all business houses
pay an occupation licemse, whereas private residences, pay
nothing. He SUggested adding the tax to the water bill.
The Mayor Said that Such a tax would cause a headache
and that many people wOuld refuse even to buy the necessary
tag t~ put on the garbage can.
Mr. Griffith suggested that if everyone wOuld set their
garbage cans. on the curb on collection days, it Would save
50% Of the t~ma of the collectors, and that then collection
could prebabl~ be made in one day.
The Mayor said this had been suggested some years ago,
but the opposition had been b~o gr'eat. He added that some
streets in the Cities which followed this custom were unsightly
messes eR garbage collection days.

Mr. Merket suggested that the saving which placing the
cans on the curb would make to the City,should be Published,
in order to, make the reason for the change clear, and ha thought
that all citizens should appreciate SUch an effort in the
interests of economy.
The Mayor Suggested ta~i$g one of the men off the
garbage truck next month.
The matter was then tabled.
With reference to the John Ware Beer and Wine License,
the Mayor Said he recommended approval since the Chief of
Police had found no objection.
Mr. Hood made a motion, seconded By Mr. Province, that
the Ware license be granted as a satisfactory investigation

stating that the City had been placed on the mailing list to
receive the "Journal of the Senate,,.
Mr. Griffith brought up the matter of Nr. King,s premises
on t~.e Highway, saying that
Nr. King,s dogs, which complaints had been made that
now number about nineteen, are noisy,
and that the whole place badly needs cleaning up. He said
it was hoped that the dogs could be removed as a nuisance,
and that M~r. King WOuld be prevented from parking his vehicles
over the Sidewalk.

Nr. Shook Said that in view of Nr. Grifflth,s report a

~r. Hood said the State Highway Department might be per-
SUSded to move the obstructions from the right of way.
The Mayor said Mr. King had been spoken to Several times
and had al. ways Promised to reform, but had never done so. He
is a difficult man to deal With, but in view of the complaints
something must now be done.
Mr. Griffith said that if King i$ores a written notice,
after a certain numzber of days he can be arrested and brought
into Court for constituting a nuisance.
~r. Griffith was asked to write a letter t.o Mt. King re-
questing compliance with the City,s Ordinance within seven
days, and to send it by registered mail.
~rs. Boswort~, Secretary of the Chamber of Commerce read
a reply which she had received to a letter written to the
State Roads Department '

thought a re-valuation of all City property should be made.
