Minutes 03-05-51.MINUTES OF THE REGULAR ~EETING OF THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORY~A, AT THE CITY HALL ON MARCH 5, 1951. The City Councii~L~nvened at the City Hall en March 1951, at 7.30 P.M, Councilmen present: F.LoPurinton, C.H.Hood, Alva Shook, Clifford Province Re~ry Merkel. Mr. George S.Bro~k~ay was also present. City Clerk Dorothy V.~Yilliams read the minutes of the last regular meeting of the Council held on February 19, 1951. Mr. Province made a motion, seconded by Mr. Hood, that the minu~es of the previous meeting be accepted as read. Motion passed. The City Clerk then read the minu~es of a special meeting of the Commissioners held on Ma~h~2y 1951. Mr. Province made a motion, seconded by Mr. Hood that the minutes of the special meeting be accepted as read. Motion passed. G,Greenwood 156.80 7.50 Mr. J~hn~.$ell reported that he had spoken te Mr. Roush re- EArding his lot in Laurel Rills, but that Mr. Roush did not seem to want to move his boat, a~d that Mr. Rarless had suggested moving it to the back of the lot where it would be less ob- j e~ti cna b lc. The Mayor suggested moving the boat with the assistance ef the City. The Mayor asked Mr. Brockway for his opinion and advice regarding the City's sewerage situation as described ~n the minutes of the meeting of February 19. Mr. Brockway suggested a tentativeplan and a decision OE Just what kind of plant the City wants; that it will take a ~ertain time, and that the money could be obtained from the Federal G~vernment if it was certain that the City was going ahead with the plan. He suggested that a Resolution passed by the Commissioners would be sufficient to ~how ~heiE~Eood faith. Mr. Hood asked if the Bond issue already arranged for the water system would ha~e any effect on the Government in an application for s new loan. Mr. Brockway thought not, and.suggested getting the City's name on the record as soon as possmble se that it would be high on the list when new funds become available. In reply to a question he said it wou~d be better for the City to work up the scheme alone, leaving Ocean Ridge to ~ake care of itself, and that they could hook on later if they Wished, and be charged accordingly b~ the City. The Mayor asked regarding the necessary survey and whether the cost of it would ~come under the Government grant. ~r. Brockway said the Government will not loan any money for the preliminary plan, that ~ha~ w~uld be a separate matter far the City to take care of. H~ sa~d the property OWners benefiting from ~hy sewerage extensiem could probably be assessed accordingly. The G~vernment, however will lean money far a final plan and survey, ' There was much discussion as to the best location for the sewerage disposal plant, a great difficulty being that no one would want mt in their neighbourhood, for various reasons, a~d objection would be raised wherever it was located. Mr. Herkel suggested that it could Be made attractive by landscaping, etc. Mr. Brockway said a survey of the land wherever it might be expected to expand would be necessary to be able to decide on the size and Dositien of the plant. The Mayer asked what steps should be taken in order ~o get the scheme started, and said it bails down to whether the City wants to undertake the expense of the preliminary survey. He recommauded it and asked for a motion. ~r. Brockway said the preliminar~ s~rvey would take about six weeks or two months, and would cost about $300 to $500. Mr. Shook~asked as to the extent of the City-owned land around the present tank. The Mayor said t~ue Cit~ did not own much more land than is occupied by the tank, but that the expense would he much higher if the plant is put in another place than where it now is. Mr. Shook suggested that if the sewage was treated there would he no disadvantage~letting it go tea canal. He also thought landscaping woul~m~ less u~attractive, and did no~ see why there should be any objection to D~e plant, Mr. Hood made a motion, seconded by E~ Merkel, that Mr. Brockway. be asked to ge~ the necessary information in order to file au application for a regular survey. Motion passed. The Mayer suggested s survey be made to determine whether Mr. P2iest is not encroaching en City property in digging his canal. Mr. Prev~ce made a motion, seconded by ~r. Merkel, that Mr. Broakway be asked to determine the location of of Coconut Re~ from the Dixie to the canal. Motisn passed. It was reported that Mr. Fuquay, who had agreed to supply maps, had not done so, and h~d ignored registered letters and telephone calls. He had agreed to ~nmmber houses, insert street names, etc., on the maps. Mr. Griffith suggested that probably the man had given an estimate which he later found was too low. Mr. BrockwayY~as asked to make a new street map of the City, with 0¢-ean Avenue as the North-South and Green Street as the East-West dividing lines. Mr. Merkel asked Mr. Broc~way's opinion as te whether the eld sewer system was worth ~atching u~. Mr. Brockway thought that, as laid out, the sewer was well worth repairing and saving, and asked if the City had any sewer-clea~i~g equipment. He recommended ~mechanical cleaners. Mr. Brockway expressed his willingness to help at any ~ime, and the Mayor thanked him for attending the meeting. A long discussion on Cit~ insurance followed. Mr. Merkel suggested inviting all the local agents to attend tha next Commissioners meeting to discuss the City's insurance policies. Mr. Merkel read a report ef Johnny Bell on the colored playground on Green and Wells. Mr. Senior had promised that the land would be burned off this Saturday. Mr. Merkel drew attention to the fact that monthly rental of $6.50 is being paid for a typewriter and suggested the purchase of a machine outright. The Mayor~suggested cmlling up the Typewriter Company for a purchase price. M~. Merkel said the Chamber of Commarce is really trying to work with the City and suggested that Mrs.Bosworth act as a clearing house for publicity. The City Clerk read a list of bills 0'Kayed for payment this evening; and also a list of th~ building permits issued during the month of February which amounted to $92,835. A letter was read from Mr. Lansing, Principal of the School, asking for the use of Pence Park for the school baseball team on certain days. The Mayor said a letter should be written to Mr. Lansing saying that the City would be very happy to comply, so long as the games would not conflict with any of the home dates. Mr. Merkel raised the question of the payment for copies of plats, and thought it was not right that the City should pay for these. The cost was $2°50 for cloth and $1.00 for paper copies. ~. Griffith thought the City should pay for the cloth plat for use in the City Hall. Mr, Shook made s motion, seconded by Nr. Province, that cloth plats, 24 x 35~ as well as paper ones of all new plats be furnished to the C~y Hall, free of charge. Motion ~assed. It was suggested that the bill on which this discussion was based be reDurned to ~roHarless, and that he be informed that these p~iescef~plats cannot be paid for by the City under any 'standing order'~ Mr. Shook thought that Boyn~on should not accept plats wihheut streets, a~though Mr. Griffith said that West Palm Beach have some subdivisions without streets which have been accepted by the City. ~.
