After discussion, N~. Shhok made a motion, seconded By Mr. Hood, that the ~pplication of Mr. Fr_~uk D.Smith for a beer and wine license be granted. Motion passed. A letter was read from Mrs. Frances Fountain, Secretary of the ~hlldren s Playgromnd Association, thanking the Com missioners for their coopersti?n in connection with the circus held in the City for the benefit of the ~. ~ A letter was read from Mr. Senio~ pointing out ~hat i't had been found necessary to increase retainer dues for firemen from $1~00 to $1.50 per month. The ~a¥or thought that any recommendation made by Mr. Senior in connection with the Fire Departmant should be com- plied with, that the increase will amount to about $16.00 a me,th, and recommended gr~ting it. Mr. Hood made e motion, seconded by Mr.Merkel, that Mr. Senior'S mrecommendationregarding the increase of firemea's dues from $1.00 to $1.50 ~ month befollowed. Motion passed. A letter was read from Mr. Joe D. Hatless d~awing atten- tion to the unsightly condition ef lots Owned i~ the Laurel Hills Addition by Mrs.Roush, sayimg that many residents of the Addition had compl~a~W~ed about them and had elected him their spokesman. Mr. Griffiths, asked for his opinion, said that the ~vners could ~ot he forced to clean up ~h2 lots, that ~he only thing the City has'a right to do is ~o order them cleaned up if, owing to thickness ef the underbrush, there is danger from fire or snakes, or on the grounds el. health and sanitation. The ~ayor suggested that Mr. J~hnny Bell appr©achMr. Roush in a friemdly way asking him to cooperate in cleaning up the place, amd that anything that Mr. Reush wants moved off, the City will do it for him. Mr. Bell was asked to look it over and report om the matter. During a discussion en insnrance, the City Clerk said the local agents had examined the policies but had, so far, sent in no offers. all The Mayor reported a saving ef $120 in premiums on the Workmem's Cempensatiom policy. The City Clerk read a list of bills 0'Kayed for payment this evening. The Police report from February 5 to date was read. Mr. Hood said Mr. Boyd amd Johnny Prince want to knew if any of the Commissioners cam meet them at the City Hall tomorrow to discuss the straightenimg out ef W. Be~aton Road in the contem- plated construction of the~State read directly into Lake Avenue. 11.00 A.~. tomorrow was fixed for the meeting. A plat of Sea Way Terrace was examined by the Commissioners and there was a long discussion ~s to wl~ether it could be ac- cepted, or net. Mr. Griffith said there seemed to be no objection to sign- ing the plat, but he was asked to sxamine ituand report tomorrow. The Mayor said that representatives of the State Beard ef Health had very kindly offered to, come domm te talk at the meeting, and asked Mr. ~enes to introduce Mr. ~.S.Telfair, ~r., Regiena& Engineer of the Beard. Mr. Telfair introduced, in turn, the Chief Sanitary Engineer of the State Board ef Health. Mr. Telfair congratulated the City on having brought ihs problem to the attention of the Board before having its attamtion called to it. He said his firm of engineers was licensed to operate in Florida to advise en water supply and se~age disposal. He had examined the sewer system of the City which dated from about 19~ and had found it similar to any ordimary septic ta~, an~ quite crude. It was not satisfactory from a modern sewage dzsposal system viewpoint, and has ne treatment er pnri- ficatien device of amy kimd; the pumps and tank are. being by- passed and the sewage is bl~cked. Any attempt to rehabilitate the present equipment would simply be continuing the present unsanitary c~nditions. He did met mean that the present equip- ment is an entire loss, but the ~Health Department would recommend that i~stead of this being the time to fix it up, or patch it up, it is a time to take sto~k and study what to do now and later in order to continue servic~ fo~ disposal of all sewerage in the most satisfactory and sanitary manner. Boynton shows evi- dence of greatly increasing in size, he said, a~d a thorough change-ever from the present system is stremgly recommsmded. The Mayor asked what could be done to improve or correct present conditions before going into an ever-all new set-up. Mr. Telfair said that a great deal could ~et ben, done with a eno-man sewer department; that it is a major Job to re- construct a sewer; that the City's is a 2~" sewer with an extremely bad foundation; it was put on weeder piles which should last indefinitely iR a saturated condition; that it would met get a~ny better but ca~ get a great deal worse. He recommended that ~ investigation be begun mew a~d that there are any number ef different processes available, it de- pends en just what the needs of the cemm,~nit¥ would be; that it is sm engineering problem, and the .solution lies in the em- ployment of sa e~gineer to serve the Czty~ hut that this does net cut cut the services of the Health people entirely. The Mayer said he had asked how much aid could be expected from the Federal Government and the reply had been a big round Mr. Telfair said whether er not an application to the Federal Government was intended, the selection of an engineer would be the first step to prepare am estimate of the situation, and to rough out a design of the ~ele picture, ef the quantity and volume of sewerage te be treated, water, etc., in order t~ be able to make an estimate of the probable cost. He said the plant is met a great investment, it is the pipe line. He mentioned a figure of $~0 per person as capital investment, hut not for upkeep. He read a paragraph from Pmblic Law No.~32, passed ~y Congress in October, 19~9, regarding the advances from the Federal Government for Public Works, such ffmads as are g~sated ~e be refunded as and when construction is under way, Any application for a lean must include a statement that is intended te begin the work within four years. Mr. Telfair stated that as all available funds for this purpose have been allocated for the current fiscal year, no more could be obtained until the new Fiscal year beginning July l, 1951. He added that most Cities have found that they cannot raise their millage sufficiently to pay for the l~aR. He cited a decisie~ of the Supreme Court ia a Miami case that the sewage must be considered a part of the water system, which consists of two parts,- that which delivers water and that which returns it for further disposal. He added that most Cities have a minimum and alSo a maximum water charge, the latter having ~othing to do with the amount of sewage. He stated that Palm Beach Co~ntyis the only County in Florida without a modern sewage disposal system, and BoyntoR might lead the way b~ being the first in the County. -6 Mr. Merkel asked whether the good septic tanks now being provided for new houses should be scrapped and attached to a sewage system. Mr. Tetfair replied that as an area is built up the ground becomes saturated at certain periods, ~mch as heavy rains, etc. and tha~a septic tank becomes unsatisfactory after a time; that the replacement ei septic tanks at a reasonable charge is a good investment, and that a sewer~systemweuld not cost much more. Mr. ~t~kel recommended that Mr. Brockway be asEed to attend the next meeting of the Commissioners on March 5, and give his advice. The Mayor said Mr. Brockway has a young man who is an e~pert on sewers, and that it is not too early to get something lined up en the Government gFant, saying that something should ~e done as soon as possible zn order to get things started as ~nything would take a long time, and that Mr. Brockway's maps a~d plans should prove mast useful. Mr. Griffith w2s asked to get information regarding a planniag grant. Mr. Telfair pointed ou~ that the Beynton area h~d been condemned several years ago as a place from which te get oysters, and that it was time to have the place cleaned up from a health point of view, also that the sooner it is started the easier it will be to get.the necessary materials. He thought it would lead tea great deal ef publicity for Boynton on the part of the Health Department. He said a preliminary survey of the whole picture is needed, h~t not necessarily exact or complete, just to find out what the l~bable c~st of the work would be. The Mayor expressed appreeiatio~ to~the representatives of the State Board of Health for their kindness in attending the meeting, and for the useful information received, Mr. Hoed said that Mr. sign previously objected to; should-be removed, and that he consents to its removal. Motion passed, The Mayor said that Mort Partin ~ad offered land on Wells and Green for a playground and that he had promised the City would help in any way possible, including the loaa efa bull- dozer. The first Step was to let a man from the Fire Depart- ment go up and burn it off. Mr. Bell was asked to go and look it over before anything was done, first asking Mr. Senior's permission to ~se any fire apparatus needed. -- The ~M~er suggested that Mrs. Bosworth .did not w~at the~25.00 contributed monthly by the City was intention was that the City get some publicity, and should be se informed. u~derstand for~ t'~at that she the Mr. Merkel suggested that some one a~tend the next Chamber of Commerce meeting and explain. The Mayor brought te the attention of the Commissioners a questionnairs'obtained by Mrs. Tiers at the Red Cross meeting in Lake worth regarding Civil Defence, saying that every woman in Boymten was supposed to fill one out. The Mayor said the Police Department had been provided with new trousers ~o replace those worn threadbare, and also with new shirts. Reference was made to the frequent recent destruction of mail bags by the railway, and the suggestion was made that the Post Office should notify the suitable authorities as the City has enough troubles of its own. There being no further business, the meeting was adjourned by the Mayor. City Clerk.
