Minutes 05-27-47MINUTES OF SPECIAL MEETING OF CITY COPLMISSIONERS OF T-~ CITY OF BOYNTON BEACH~ PALM BEACH COT/NTY~ FLORID~ _HELD AT CITY HALL ON MAY 277 19~? A soecial meeting of the City Commissioners of the City of Boynton ~each was held at City Hall on Tuesday, May 27~ 19~?. Those present were: Paul Mercer~ ~yor B. V. Tattersall _~ Vice Mayor Clarence Benson, City Clerk The City tax situation was the first topic of the meeting with the following requests for adjustments made:~ Her~y ¥. Benham~ having paid a delinquent tax of $36.00 for the year 1955 on May 2~ 19~?~ presented the Deputy Clerk with a statement signed by Dorothy Sh~p~rd~o~ pro~e~y ~escribed as Lots 18~19,22,23, & 2~ in Parker Estates~ wnmcn S~a~emen~ ~msc±osed that all taxes to and including the year 19~5 were paid.· He asked that the $36.00 be refunded. On the basis of this statement, the City Commission ruied that the $36.00 be refunded. After receipt of a delinquent tax tetter~ John C. Burns wrote the Deputy Clerk that these delinquent taxes on Lots 6 & ?~ Block % in Lake Boynton Estates were p~id and ~ave check number and date of letter acknowledging same signed by D. Shepperd. The Commission ruled to accent Mr. Burns, statement and ordered the taxes written off the roll. Authorization was given the Denuty Clerk by the City Commission to return the check of Bishoo Clinton Miller~ sent in for payment of a delinquent tax on Lots ~08 and ~09, Cherry Hills. Inasmuch as this is church property~ authorization was made to exempt taxes on future tax rolls. Authorization was requested to abate the ~920 tax of $%.~0 on Lot 23~ Block I Shepard and Funk Addition because mt was bought at County Tax S~le November 30~ 19~, the City having been reimbursed accordingly and DT #116 did not ~ncluae this $1.~0. Co~mission ruled that this - amount be abated. The delinquent tax situation of Mrs. J. p. Bowen was brought before the. Commission re~arding nro~ertv acres of~NE$ of NE~ of SW~ of SE$~an~ E~ofin SE~Secti°nof SW~20 describedof SE~. TheaS E Commission ruled to settle these taxes on the basis of payment of two years inasmuch as F~s. Bowen is certain her husband settled these although she has no prof. with Wate~ account adjustments were taken up/the City Commission. The first was in the n~e of Claude Ross due to improper meter operation. This necessitated a reduction of $16.0% in March. The second water adjustment was in the name of John Potrekus. He asked that on his nine me~ers:, all of the water consumption be added and billed according to actual ~ater used in total per month. He also asked that the meter deposits be applied against the service charges. The Commiss%on ruled that the above be carried out inasmuch as this is a building program which furthers the growth of the city 6 ac~ The petitions of F. L. Purinton and G. Meltou ~artin~ for candid~¢M in the coming special election of June lOth were ex~mined carefully~ ~nd read in full. Mr. Tattersall made the motion to accept th~ petitions and Rlace the names of the two candidates on the official ballot. This motion was seconded by ~v~. Benson with all Commissioners voting in the affirmative. A letter was received from Dr. W. C. Williams asking for a little time in settling delinquent taxes as he is ill. The Commission ruled to grant him this additional time. A letter was received-fro~ Shangri-La Colonies, Inc. asking the City Commission to buil~ ? road into the Pr0Per~y on w~i~h they propose to build this ~olony. Thms road to extend Green Stree~~ ~o the end of the present power line. Mr. Harless~ who is h~ndling the entire project in this territory~ was requested by the Co~mission to advise Mrs. Houghton~ Secretary of~ ShanEri-La Colonies~ Incl, that the CommissiOn is proposing two suggestion~. The first one requires a deposit of $1200. to show certainty that the project wil~ be completed. With this deposit the City will undertake the construction of the road and will re~nd, the $1200. when the Shangri-La project is complete~. The second proposal is that the Shangri-La Colonies Incl may wish to build such a road with their own contractors provided the cost does not exceed a reasonable amo~ut more than $1200. The Commission will then give the Colony credit in future taxes to equal that amount. Mrs. William Yankee made application on May l?th for a liquor license. The Commission ruled by motion made byMr. Tattersall~ seconded by Mro Benson, with all Commissioners voting i~ the affirmative~ to issue a license but advised that the Deputy Clerk write a letter to ~he County Commission explaining the fact that inasmuch as the application was dated on ~ay 17th, and the City Commission did not meet until the 27th~ the City Commission hooed that the County Commission might act favorably desoite the fact that a lawwas ~assed o~ the 2~th regulating the liquor licenses to one per every 2500 people. Mr. Howard of Inlet Village requested that the Commissioners concur with the State Ho~el Commission that it will not be necessary for him to install sanitary facilities st inlet Village Restaurant until the new Tourist season opens. The Commissioners stated that their order for said installation still held. Mr. V. B. Me!ear requested that the Commission reduce assessment on 19~6 Tax Roll from $200. to $100. to agree with 19W5 roll. This request was granted as 19~6 valuation had been increased without authority. This property is more particularly described as SW~ of Section 20 - Deed Book lOO~ Page 373. The Commission ordered thelabatement of 19~6 tax on Lot 12 Block Central Park Annex as this amount was settled by tax sale December 31~ 19~5 but D.T. ~ll~ covering this settlement omitted this lot from description. A discussion was had regarding the water department's need for a larger water tank. I~ view of this extreme emergency existing due to the unsatisfactory condition of the present tank and the growth of the town, Commissioner Tattersall m~de a motion to ourchase a ~00,000 ~allon elevated water tank at Camp Blending for the purchase price of $12~000. Thms motion was seconded by Mr. Benson with all Commissioners voting-in the affirmative. Authorization was m~de to forward check for $7500 to East Coast,Salvage & W~arehouse Company, upon receipt of formal contract. The balance is to be paid at the time dismantling operations are started. The following bids were received for the dismantling Bls~ding, t~ansportation and re-erection at Boynton Beach gallon elevated water tank, s~me to be turned over to the Beach complete and ready for service. This motion was seconded by Mr. Mercer with all Commissioners voting in the affirmative. Mr. Harbour representing the Sockwell Company, presented the Commission with a proposal, which proposal was signed by Mr. Mercer. Upon receipt of specifications of the tank, bids will be entertained for construction of the necessary foundation. The following bills were authorized for paYment: Boynton Beach News Clinton B.
