Minutes 12-03-47MINUTES OF REGULAR MELTING OF THE CITY CO~LM!SSION OF THE CITY OF BOYNTON BEACH~ HELD AT CITY PL&LL ON THE THIRD DAY .OF DECEMBER, 1957 The City Commission convened at their regular meeting on the third day of December~ 1947 at 2:00 P.~o, which meeting had been postponed to this 3rd day of December~ 19~7 because Election Day fell on the regular meeting day. Those oresent were: F. L. Purinton~ Mayor B. V. Tattersall~ Vice M~or Clarence Benson, City Clerk The meeting was called to'order by the Mayor and the minutes of the re~Glar meeting of November ~th and ~pecial meeting of No~ember 19th were read. A motion was made by Mr. Tattersall and secended by Mr. Benson that the minutes be accepted as read. The motion was carried. The following bills were approved for payment: General Fund Hardie R. S. Heaton apoeared before the Commission asking them to authorize that a letter be written to the Security Abstrac~ and Insurance Company in West Palm Beach stating that steos will be taken immediately to ab&ndon the plat of Gardendale S/D of Property of N. S. Boynton Estate Corp, Township $5 S Range $3 E, Section 33 which is completely out of date but still was part of the record. This plat was holding up Mr. Heaton's obtaining insurance on property owned by him. Such letter was authorized by the Commission to be written. Mr. Ocie Lunsford, through Mr. Heaton, asked that credit be extended him for the amount of building~ electrical and plumbing permits due the City for a home he is building. Such credit was authorized by the Commission to be set up for payment at some future time. opening of the Mayor Purinton then ordered the/ballot box and ~he contents were then examined by the Commission. The following report of the Election Board at the Election of ~nember 27 19~7 was read in full: STATE OF FLORIDA COUNTY OF PALM BEACH : ss CITY OF BOYNTON BEACH : TO THE HONORABLE MAYOR AND COMMISSIOR~RS OF THE CITY OF BOYNTON BEACH, ~TLA. W~, the undersigned Inspectors and Clerk of the regular election held on the 2nd day of December, A.D. 19~7 for the purpose of electing two Councilmen, do hereby certify that at such regular election the total votes cast were of which C. H. Hood received 289 votes R. L. Owen " 26 " Ralph D. Ross" 296 " WoT.(Sam) Woo!bright received 291 votes There were one (i) spoiled ballots our do declare the above and foregoing regular election. And we, such Inspectors and Clerk, do make the foregoing as return to you of the results of such regular election~ and we to be the result of such (SIGNED) Bertha M. Tatum Clerk Mr. Tattersall made a motion to accept the report of the Election Board, which motion was seconded by Mr. Ben son and carried by the Commission. Thereupon~ according to the new City Charter Messrs. Ralph D. Boss and W.T. (Sam)Woolbright will take the oath of office at the first meeting in January~ or J~uuary 5th~ i9~8. ~nthority was given by the Commission to the Deputy Clerk to pay the Election Board for their services on the 18th day of November and' 2n~ day of December~ 19~7 including meals. The City Commission held up payment pending further investigation the bill of the East Coast Salvage and ~Suarehousing Company. Mrs. Ella Adams requested that the City assume the cost of surveydng City property in Section 33 for which she had submitted an offer to buy for a client. The Commission ruled that the ourchaser would have to stand this expense. ~ representative from the Florida East Coast Railway's Tax Department came in asking that their valuation be decreased at least to 7g% which is what they are willing to pay. It is now lO0~ or the amount furnished us by the State Comptroller. This matter was held up pending investigation after receipt of a letter to be sent to the Commission from Florida East Coast Railway. 19~7 Tax Ro!l were authorized The following additions to the by the Commission: Personal prooerty - Inlet Villag~ Bar and Package Store~ &~° Buildings on Lots I and 2~ Lake Addition, Block l~ House to be added lots 114,115 Lakeside Gardens~ ~.30 Lot 104, Block B Boynton Hills to be added. ~ '° The following adjustments were authorized te be made due to errors on the 19~T tax roll: Homestead allowed Hazel & Henry Benham on Receipt ~ll9. Building valuation on wrong lot of Margaret Garittee - Receipt ~348~ House apoeared on tax roll which had been burned - property owned by Lonnie and Lucilte Jerkens - receiot ~+22. County showed two buildings on lot of Wylma S!avens - roll corrected and recorded - receipt #403. A letter was authorized to be written to Himes & Himes that beginning with the fiscal year 19,7-19 8, all that will be required · ~rom them is an a~dit of cash receiots and disbursements and quarterly statements of cash receints and disbursements. It was-suggested by- Mr. Tattersall that before the two new councilmen ~a~e their oath of office, there should be st least two or three meetings - with the five councilmen present - to acquaint the two new coucilmen with the new charter~ its operation, along with the operation of the municioality so that they will hav~ a better uuderstanding of what is ex~ecte~d of them. This suggestion met with the approval of all the Commissioners. Mr. Moore, ~ttorney from Delray Beach~ asked that the Commission instruct the City Attorney to sign pacers to be drawn up by Mr. Moore withdrawin~ from foreclosure suit of ~/17/33 Lot ! and E 1/2 of Lot 2 Block 37 Original Town of Boynton as this property was included in error in this suit. The Commission agreed to so notify Mr. McCoy. It was sgreed by the Commission that the matter of the collection of certain monies owed the City by Mr. Peterson be out into an attorney's hands immediately.
