UT-1C-01 WITH 6 CAROLLO ENGINEERS,INC.,IN ACCORDANCE WITH RFQ NO. 7 046-2821-17/TP, GENERAL CONSULTING SERVICES, FOR GIS 8 WORK IN CONNECTION WITH UTILITY INFRASTRUCTURE 9 MANAGEMENT NOT TO EXCEED $189,135.00; AND PROVIDING 10 AN EFFECTIVE DATE. 11 12 WHEREAS, Carollo Engineers was awarded a General Consulting Services Contract, 13 Scope C, on August 7, 2018 in accordance with RFQ No. 046-2821-17/TP; and 14 WHEREAS, Carollo Engineering and their sub-consultant, Florida Technical 15 Consultants (FTC) have been working on the City Utility Infrastructure base map in order to 16 prepare hydraulic models and assist with management of the Utility Systems; 17 WHEREAS, this Task Order will provide staff with assistance updating the base map 18 and enable improved research of field conditions while additionally, FTC will migrate the date 19 into the City/Utility SQL server which will facilitate the use of other existing software systems; 20 and 21 WHEREAS, staff is recommending that the City Commission approve Task Order No. 22 UT-1C-01 with Carollo Engineers, Inc., for GIS work in connection with Utility Infrastructure 23 Management in an amount not to exceed$189,135.00 utilizing the City's existing contract RFQ 24 046-2821-17/TP "GENERAL CONSULTING SERVICES". 25 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF 26 THE CITY OF BOYNTON BEACH, FLORIDA, THAT: 27 Section 1. There are several initiatives to be supported by GIS_ The following work plan addresses the priority work items identified by the City. Each task will have a deliverable which can be measured and reported. The priorities are: • Data Migration into City Water System • Additional Applications and Data to support Operations Task 1:Migrate Background Layers The systems have been updated by staff. The Water system has been implemented for Hydrants. The base data has to be migrated into the server and converted to background serves used by(Water. As additional information is updated by field crews,this data will be entered into GIS,validated and loaded. FTC will support this growth through development of applications specific to maintenance and train staff on their use. Applications will be built according to the priorities of the City and may include: • As-Built Tracker Linking as-built drawings to the mapped points • Emergency / Disaster Response: Specific to teams reporting damage and tracking repairs for emergency operations including hurricanes. • Civic Engagement I Call Center. Tracking customer calls and issues, mapping the locations and recording the same information presently recorded. This tool will allow everyone in the organization to review the status and location of calls. • Sanitary Manhole Inspection: Sanitary teams will inspect manholes, take photos and provide rapid condition assessments. • Project Status Tracker.mapping CIP and Developer Projects found i eBuikier and allowing everyone to review the status. • Water Support:As additional systems are added to Water,FTC will support the form development. • Dashboards:Management will be able to track key metrics on all system contents. Data Updates and Development The Potable Water System has been updated for pressure modeling. There are over 10,000 system valves that need to be added. FTC will work with staff to identify, map and catalog the system valves. These will be loaded into Water in advance of the valve crew maintenance. FTC will work with staff to: • Identify areas where valves are missing • Research records to find valves • Field verify locations • Map valves • Snap water lines • Enable valve isolation FTC will continually work with staff to update GIS Data based on • Information from field data collection. • Historical as-builts in paper scanned format(non-CAD) • Internal construction projects • Internal maintenance operations Training:FTC will provide an extensive training program to utilities staff including but not limited to: • GIS Desktop:General training to create maps,edit data and perform analysis • ArcGIS Online:General training on data viewing and editing. UT-1C-01 SCOPE OF SERVICES Background The City of Boynton Beach (City)wants to enhance the use of their GIS through standardization of data management and increase in usage by City staff. Scope of Work This work will be done by Florida Technical Consultants as detailed in the attached pages. Fee The method of payment for this project will be the hourly billing rates plus reimbursables plus a subconsultant markup of 10 percent by Carollo. Total cost not to exceed $189,135.
