The i~itial 1950 meeting of the Boynton Beach City Commission
was held 7:30 P.M. Tuesday, January 3rd at City Hall.
Mayor Purinton presided. Present were:

Commissioner Hood moved and Commissioner Shook seconded, that
retired bonds be cremated. Treasurers' report showed $t0,000 in
the city till. Commissioners Woolbright and Shook reported the
two bills (queried from last month until further investigation).
Both reports were the same "bills are high, but should be paid".
Mayor Purinton thanked the outgoing Commissioners, Ross and
Woolbright - who then retired leaving their seats for incoming in-
cumbents, Merkel and Province.
City Clerk administered oaths of office to both, simultaneously,
after which they were officially welcomed by the Mayor and then took
their official seats at the Commission table.
The new Commissioners beamed t~eir acceptance speeches to the
large audience, as well as to their fellow Commissioners. Both
thanked their constituents for the "vote of confidence" and promised
to represent the best interests of the city to the best of their
ability.
Commissioner Hood moved, Commissioner Province seconded, the
name of the oresent Mayor, F.L. Purinton, to succeed himself. This
oassed by acclamation and was received with aoplause from the audience.
Mayor Purinton thanked the assemblage for their obvious good
wishes, and thanked his fellow Commissioners for his re-election. He
said in part, "We are the steering wheel. We, the Commissioners, are
working as a body, for your interests as a whole. This is YOUR city
hall. TOUR business, YOUR books. Without your support, opinions

and advice we cannot do the type Job we want to do. Come to the
meetings and exoress yourselves. Even criticism - Just criticism-
is constructive~ for our city is going through the stage of growing
pains - ROADS ARE THE INITIAL PROJECT FOR I950~ BUT, we need money.
We have a water works valued at $100,000.00. Enough for a town of
30,000. This should be our best income... We hope, soon~ to be
equally proud of our roads."
Bids from John Klep on new Venetian blinds for the City Hall
were tabled when Commissioner Shook said wood is preferable to metal
· providing one can get the right kind of wood."
City ~ttorney Griffith offered to ascertain the efficacy of the
League of Nunicipalities and whether a membership is worthwhile.
Mayor Purinton announced a new ruling - Hereafter none but
sealed bids will be entertained~ the bids to be opened at Commission
meeting time. 0nly emergency jobs are without this ruling.
Mrs MarJorie Gardner of South Federal Highway complained of
high-velocity traffic past her place and asked if it could be slowed.
Police Chief ~.C. Carver explained out far-flung city limits make
some motorists feel they have left the city - with its restricting
speed - while still within the city limits. He and Mayor Purinton
asked, "How rigi~ shoud we be with tourists?" Chief Carver ex-
plained his "War~ing File" and how it works. Nothing definite came
of the discussion.
Marvin Harris asked about street markings and house numbering.
Mayer Purinton.~pointed Ann Barrett, Executive Secretary of the
Chamber of Commerce~ to work on this with other members the Mayor
would appoint later. Commissioners Merkel and Shook suggested plans
for the city to make its own cement guide posts with names of street
~nd number of block impregnated in the cement.
Mayor issued a proclamation setting aside January 6 to 1~ as
Band Booster week for Seacrest High School of Boynton and Delray Beaches.
Commissioner Merket announced his first official project was to
try and make the Commission proceedings completely audible to the
audience. Mayor Purinton said that would be done - even if microphones
had to be used. Meantime all the Commissioners promised to "speak up."
City Clerk gave the final reading of Ordinance #215
AN ORDINANCE MAKING IT UNLAWFUL FOR ANY TRUCK I¢ITR SlX
(6) WHEELS OR MORE~ OR ANY TRUCK OF MORE THAN ONE AND ONE
HALF (1~) TON RATING~ FROM USING AUSTRALIAN BOULEVARD,
PINE, PALM BENSON~ K};UTH & POWELL STREETS, AND OCEAN AVE.
DUE WEST OF GREEN STREET; REPEALING ALL ORDINANCES OR
PARTS OF ORDINANCES IN CONFLICT WITH SUCH ORDINANCE;
AND DECLARING AN EMERGENCY.
A motion was made by Co~missioner Hood, seconded by Commissioner
Shook and unaminously carried that the following resolution be adppted
as re~d:
_RESOLUTION
RESOLVED~ That the Florida Bank& Trust Company at ~est
Palm Beach~ Florida~ is hereby appointed exchange agent by the
City of Boynton Beach~ Florida~ for the purpose of exchanging
$~8,9~0~85 Refunding Bonds~ issue of 19~9~ d~ted July l~ 1959,
maturing July l~ 19?l, bearing interest reoresented by coupons
payable semi-annually on January I and July i at the rate of l~
per ao_uum from the date of the bond to July l, 1951, thereafter
at the rate of 24 oer ann~n to July l~ 19~4~ thereafter at the
rate of 2.~ per annum to July l~ 19~6~ thereafter at the rate of
3% oer annum to July l~ 1961, and at the rate of ~ per annum
thereafter~ all having January l~ 19~0~ and subsequent coupons
attached. Said bonds are numbered one to fifty-nine~ incluslve~
and each are in the denomination of $1~000.O0 exceot one bond
which is in the denomination of $9~0.8~o For the bonds just above
described~ the Florida Bank & Trust Company ~t ~est Palm Beach
shall receive Town of Boynton Beach imorovement certificates of
indebtedness, ~ssue of May l, 1928~ having a total oar value of
principal and interest accrued to July l~ 1949, of $~8~950.8~.
IT IS F-tVRT_HER RESOLINED that the City Clerk of the City
of Boynton Beach is hereby authorized to notify the said Florida
Bank & Trust Co, shy at West Palm Beach~ Florida~ of its appointment
as such exchange agent~ and said City Clerk is further authorized to
request said bank to cancel by perforation the certificate of indebt-
edness and coupons received and to return same to the City of
Boynton Beach. Any and all expenses incurred by said bank in connec-
tion with this exchange sre to be oaid by Thom~ M. Cook & Company.
IT IS FURT~R RESOLVED that when said certificates are
returned to the City Clerk of the City of Boynton Beach, said
certificates and coupons attached thereto are to be cremated as
orovided by law..

bought in out of surplus funds are to be cancelled im-
mediately. We are particularly concerned to know the
date the bonds were cancelled and the nUmbers taken off

In adjourning the meeting the Mayor, again, thanked the
assemblage for its fine turn-out, Thanked them too, for their
confidence and voiced the opinion
