ON THE 16TH OF JANUARY 1950
The City Council convened at the regular meeting at the
City Hall, at 7:30 P.M., January 16th, 1950.

The meeting was called to order by the Mayor.
In the absence of City Clerk Dorothy Williams, minutes of the
previous meetinE were read by City Attorney Robert L. Griffith.
They were accepted as read on motion of Commissioner Hood~ seconded
by Commissioner Province.

Mayor Purinton accepted Co~missioner' Province suggestion that
the Commission take official recognition of the City Clerk's illness.
He said~ however~ Mrs. Williams was too sick to want letters or
flowers at this time. By acclamation, then it was decided to write
her and send flowers when she was sufficiently far along in her
convalescence to enjoy them.
City Attorney Griffity reported the League of Municipalities
seemed worth the $30 fee since ~t maintains a Tallahassee lobby and
keeps member-cities apprised of pertinent legislation. The bill for
this membership was then okayed By the Mayor.
The consensus of the Commission was the check to Mr. Whipple,
the sign man, be held up until signs are accepted by committee.
All agreed the signs tack the eye-appeal needed tourist attention.
City Attorney Griffith also reported the State is willing to put up
speed signs as needed in Boynton. Mayor Purinto~ suggested ear-
marking certain millage for roads, next year. A letter was read
from the Boynton Chamber of Commerce asking the Commission sponsor
a project to get crossing-gates on Seaboard Railroad crossings.
All agreed lights would be more realistic a request and suggested
a letter to the Seaboard Railway asking for these. This brought
up the request from Florida East Coast for a reduct$on of taxes.
After thoughtful discussion this request was vetoed by acclamation
and a letter directed to F.E.C. to that effect.
At the suggestion of Commissioner Shook Chief Carver was asked
to verify the cost to the city for tests on drunken driving.
The Mayor ~ccepted three sealed bids for work on the new dog
leg read needed to join two roads which now terminate at the rail-
road tracks. ~fter'reading the bids, privately, the job was
a~ar~d the lowest bidder, The State Construction Company with an
estimate of $1,608.04. The other bids were, Jack E. Carver
$1,70B,21 and W.J. Snow $2,067.10. The acceptance of this bid is
to be verified in writing.
Commissioner Merkel reported Charles Post is starting a develop-
ment South of Ocean Ridge. This development of bO houses ~ and
bO houses later isr contingent upon a continuity of adequate water
supply. Much discussion led to the suggestion by Commissioner Shook
for a "call Meeting" with Ocean Ridge and Briney Breezes to decide
on ways and means to bring about this project.
Commissioner Shook reported Mrs. Walter Williams wants a taxi~
stand license and curbing allocated in front of her son's shoe reoair
shop, so she may start taxi service for Boynton. All were in favor
of this.
The remainder of the meeting was given over to traffic problems
in general and the post-office block, in particular. Paul Tappen,
Mrs. Tappen and Mrs. Ann Barrett were among the visitors who partici-
pated in the discussion. Out of it came these possibilities: 1,
Parking Meters - 2, Delegate it as a one-way street , West - and
3, Oblong oarking on both sides from Dixie to Palmetto.
After much spirited, but amicable differing of opinions the
majority ruled to accept the middle suggestion, a one way street
seven days a week, with one hour parking between the hours of nine
to six except before the host office where courtesy parking of ten
minutes wou~d prevail. T~e angle of parking will, also, be changed
slightly with a view to lessening the hazard of backing out. The
width of the parking units will, also, be changed slightly upon
suggestion of Commissioner Hood who asked the block be measured off-
then marked proportionately.
All this was put in a motion (which was moved by Commissioner
Province and seconded by Commissioner Shook) to draw up an emergency
ordinance immediately and read~ directly it was completed. This
is to allow the new ruling to go into effect January BOth.

THIS AREA; REPEALING ALL ORDINANCES OR PARTS OF
ORDINANCES IN CONFLICT WITH SUCH ORDINANCES:
DECLARING AN EMERGENCY.
The vote on this ordinance was carried by majority of
Commissioners, Hood, Province and Shook. (Mayor Purinton does
not vote unless needed to break a tie).
John Raulerson, Superintendent of Public Works, was delegated
to take charge of the signs needed to advertise the new traffic rule.
It was, also, decided by majority to have the old cross walk
midway in this post office block be remarked.
Commissioner Shook moved, Commissioner Hood seconded, the
markings for Mrs~ Williams Hypothetical taxi stand be made at
this same tiem. This stand ~ill consist of the width of two
reguler parking soaces under the new measurements.
Ann Barrett reported there might be a chance to get a Boynton
Beach mao at far lower rates than first suggested. She asked if the
City and~ the Chamber of Commerce might combine on this project.
Commissioner Province is to report next meeting on his meeting
with a map man in West Palm Beach.
Becuase all agree this map must await the naming 8f streets and
numbering of houses~ Mayor Purinton suggested the entire project be
turned over to a committee of six; two each from the Chamber~ the
Commission and the Zoning Board. The Mayor appointed Commissioners
Merkel and Hood to represent the City~ reminded Mrs. Barrett he had
asked her to reDresent the Chamber ~nd promised to get two Zoning
Board members who would advance this work. Miss Barrett was asked
to appoint ~ co-worker from the Chamber

adjourned.
