R92-/~/ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT BETWEEN THE CITY OF BOYNTON BEACH AND PALM BEACH COUNTY FOR THE PURPOSE OF SERVICE AS HOST AGENCY FOR SENIOR AIDES UNDER TITLE V OF THE OLDER AMERICANS ACT; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Boynton Beach, Florida, has determined it to be in the best interest of the citizens and residents of the City of Boynton Beach to execute an Agreement between the City of Boynton Beach and Palm Beach County for the purpose of service as Host Agency for Senior Aides under Title V of the Older Americans Act, which Agreement is attached hereto as Exhibit "A"; NOW, THEREFORE,, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA THAT: Section 1. The Mayor and City Clerk are hereby directed to execute the Agreement between the City of Boynton Beach and Palm Beach County, attached hereto as Exhibit A. Section 2. This immediately upon passage. The HOST AGENCY agrees: To provide adequate supervisi~_,n to enable the 'S~nic~r AIDE to perform as a ~roductive and effective worker. To provide orientation, instruct-ion, and training concer~ing the Host Agency, its activities, and the Settlor AIDES day to day responsibilities. To ensure that the Senior AIDE'S activities will: (I) Not result in the partial or total displace- ment of currently ~mployed workers~ (e) Not impair existing Contracts or result in the substitution of Federal funds ~or other funde in connection ~ith work that would otherwise be done, (3) Not to be used as a reolacement for a position from which another ~erson has been la,id off~ (4) one and ONL'~ ONE TITLE V CONTRACTOR will serve this aglency. To ~rovide the Sponsor Agency with time and attendance records as designated by the Sponsor Agency~ activity reports, and evaluations (when requested)~ and accurate in-kind contributions records as required by the Sponsor Agency. To assure that the Senior AIDE(S) work only the total number of hours authorized by the Sponsor Agency. Volunteer c.r overtime hours are not permitted, unless, the Host Agency agrees to pay the enrollee for the overtime hours. To make no significant changes in a Senior AIDE'S work schedule, hours~ job duties~ supervisor~ place of work, or status within the Agency without notification/approval of the Sponsor Agency. -2- To advise appropriate staff at the Sponeor Agency if significant ~roblems develop in the Senior AIDE'S work situation and consult with them on personnel procedure~ to be followed. To consider the Senior AIDE for regular job openings within the Host Agency when vacancies occur and to give the Senior AIDE consideration if and when funds become available for the position in which he/she serves or one having similar duties. 3.
