1. That all water consume_~s w~o have delinquent water bills
must pay at least one-fifth (1/5) of the amount owing as of 0c~obe~

discontinued; pPovided, HOWever, that delinquent bills fo~ wateP
consumed up to August 18, A. D. 1938, may be worked out by the
