R92-124RESOLUTION NO. 92-124 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, REQUESTING ALL MUNICIPALITIES WITHIN PALM BEACH COUNTY TO SUPPORT PLACING A NEW AND REVISED PALM BEACH COUNTY COMMISSION DISTRICT ELECTION PLAN BEFORE THE ELECTORS OF PALM BEACH COUNTY DURING THE 1992 NOVEMBER GENERAL ELECTION. WHEREAS, the voters of Palm Beach County approved the Seven 7) Single Member District Referendum in November of 1988; and WHEREAS, the Palm Beach County Board of Commissioners dopted new precinct legal descriptions and precinct boundary ~hanges (Revised Map Plan 5B) for the Seven (7) Single Member )istrict Election Plan in October of 1989; and WHEREAS, the Seven (7) Single Member District Election Plan livided the County into seven (7) different districts with each ~istrict having a population of about 118,735 based on an April 1988 total County population estimate; and ' WHEREAS, the Commission Districts established at that time ~omplied with the policies and criteria se~ by the County ~ommission in June of 1989; and WHEREAS, the Seven (7) "Single Member" District Election ~lan provides for members of the Board of Commissioners to be ~lected by the registered voters of each district only, rather than be elected "At-large" County-wide; and WHEREAS, since the implementation of the Seven (7) Single 4ember District Pla~, (which included revised County Commission )istricts), the citizens of Palm Beach County have some concerns ~s to whether this Election Pl~an offers the greatest opportunity ~or responsive and responsible County government; and WHEREAS, in addition, irregular boundary lines were drawn ~nd established in 1989 for County Commission Districts (Revised ~ap Plan 5B) that fail to provide clear and identifiable ~istricts for County constituents, i.e. Districts 2, 3, 6, and 7. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE ~ITY OF BOYNTON BEACH, FLORIDA~ THAT: Section 1. A request be made to the Board of County Io~missioners to prepare alternate representative plans isingle-member, at-large or a mix) for the Palm Beach County lommission Districts that can be discussed at public forums and ~equest that adequate public notice of dates and times of those forums be made available to all county residents. Section 2. A request be made to the Board of County lommissioners to prepare the appropriate ordinances and provide ~ublic hearings for the selected Election Plan that will be laced before the electors in Palm Beach County. Section 3. A Request be made to the Board of County ~ommissioners to consider revising the Commission District ~oundary Lines based on the most current data available relative to population figures, restoring the integrity of municipal ooundaries, major residential subdivisions, minority communities ~nd western communities that wi~ll provide improved representation Eot County residents. Section 4. The City Commission and residents of the City )f Boynton Beach, Florida request all municipalities within Palm ~each County to support placingl s new and revised Palm Beach ounty Commission District Election Plan before the electors of ~alm Beach County during the 1992 November General Election. Section 5. The City Clerk is hereby directed to send ~opies of this Resolution to all municipalities within Palm Beach ~ounty and to the Seven (7) elected members of the Board of ~ounty Commissioners.
