R19-087 RESOLUTION R19- ss'3t- A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA ADOPTING A PROPOSED MILLAGE RATE FOR THE CITY'S GENERAL OPERATING FUND FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2019 AND ENDING SEPTEMBER 30, 2020, ANNOUNCING THE PERCENT, IF ANY, THE PROPOSED MILLAGE RATE EXCEEDS THE ROLLED-BACK RATE; ANNOUNCING 1 i THE DATE, TIME AND PLACE OF THE SECOND AND FINAL PUBLIC HEARING ON THE BUDGET AND MILLAGE RATE; PROVIDING FOR SEVERABILITY, 1 CONFLICTS AND PROVIDING AN EFFECTIVE DATE. 1 WHEREAS, a tentative budget has been prepared estimating expenditures and I. revenues of the City of Boynton Beach, Florida, for the ensuing year, with detailed 1 information, including revenues to be derived from sources other than ad valorem levy, and 1 the administrative staff of the City has made recommendations as to the amount necessary 1' to be appropriated for the ensuing year; and 2i WHEREAS, the City Commission has conducted a public hearing and considered 2 the recommendations, the suggested tentative budget, and the proposed millage necessary 2 to be levied to carry on the government of the City for the ensuing year; 2 WHEREAS, the City of Boynton Beach, Florida, has followed the procedures as 2 outlined in Florida Statutes Section 200.065. 2 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF 2+ THE CITY OF BOYNTON BEACH,FLORIDA THAT: 2 Section 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as 2 being true and correct and are hereby made a specific part of this Resolution upon adoption 2 hereof. 31 Section 2. The proposed Millage Rate for the 2019-2020 Fiscal Year shall be 3 7.9000 for the General Fund. 3 Section 3. A copy of the tentative budget shall be published in one issue of a 3 newspaper published in Palm Beach County, Florida, and at the same time the public will be 3- notified of a public hearing to be held on the 17th day of September, 2019, at 6:30 P.M. for 3 the purpose of hearing suggestions, agreements, objections or criticisms of the tentative 3. budget and millage. This meeting is for the purpose of setting a final tax levy and final 3 budget. 3• Section 4. The proposed millage rate is 4.75 % above the computed rolled 3' back rate of 7.5418. 41 Section 5. If any clause, section, or other part of this Resolution shall be held by 4 any Court of competent jurisdiction to be unconstitutional or invalid, such unconstitutional or 4 invalid part shall be considered as eliminated and shall in no way affect the validity of the 4 other provisions of this Resolution. 4, Section 6.
