Call to Order Chair North called the meeting to order at 6:08 p.m. Roll call revealed a quorum was present. II. Pledge of Allegiance The members recited the Pledge of Allegiance to the Flag. III. Approval of Agenda Motion Mr. Murphy moved to approve the agenda as presented. Ms. Colebrooks seconded the motion. The motion unanimously passed. IV. Announcements/Presentations/Correspondence Lori Wilkinson commented her daughter, former Board Member Kathleen Wilkinson sent her regards and advised she paid her rent for the first month with the Borovy Award funds she received. V. Public Audience None. Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida September 26, 2019 VI. New Business A. Approval of Minutes of May 23, 2019 Motion Mr. Murphy moved to approve the May minutes. Ms. Wilkinson seconded the motion. The motion unanimously passed. B. Election of Chair Ms.Wilkinson asked if Dr. North would continue to be the Chair if nominated and learned she would. Ms.Wilkinson nominated Dr. North to serve as Chair. There were no other nominations. Motion Mr. Murphy so moved. Vice Chair Nevin seconded the motion. The motion unanimously passed. Election of Vice Chair Vice Chair Nevin announced she will be moving to Delray Beach. She will participate but cannot be a member. Mr. Murphy nominated himself as Vice Chair. There were no other nominations. Motion Mr. Murphy so moved. Chair North seconded the motion. The motion unanimously passed. There was agreement the members would each give a short introduction. Ms. Nevin advised she works for FAIL She has served on the Board for about six years and her experience serving has been wonderful. She was very happy with the supportive environment. She views issues through the lens of higher education. Lori Wilkinson explained she has been a resident since 1999 and served on the Board nearly since she became a resident. She loves the Board and advised it is the best Board there is. She is a former teacher. She works for aa Charter School and teaches ASL on the side. Kathleen Wilkinson, a former Board Member is her oldest daughter. 2 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida September 26, 2019 Chevette Gadson announced she recently transitioned from being a 15-year guidance counselor to the Department of Extended Learning dealing with after school programs for elementary and middle school students. She had decided two years ago to become more involved with the City. She was on the City website, submitted her application and was appointed. Shaquira Young advised she works,for the Palm Beach County School District. She has worked in education for 22 years and is a Transition Program Planner working with special needs students aged 14 to 22. She is involved with ensuring the student's IEPs are in compliance, attends attorney meetings, and serves as a liaison between the school and parents. She now lives in Boynton Beach and completed an internship in Educational Leadership, She attended Lake Worth Youth Advisory Board meetings. She also submitted her application and was appointed to the Board. She was excited to be a member. Greg Murphy advised he works in Environmental Health Services and is very involved in supporting alternate educational sites. He has lived in Boynton Beach all his life and he just enrolled in his PE Program. Keven Duterval, announced he is in finance and accounting. He was glad to be appointed to the Board. Dr. Tiffany North explained she is an 11-year resident. She was a former Charter School Principal. She develops programs for a private therapeutic services corporation. Carla Colebrooks is a teacher working at Freedom Shores and she has worked in education for 17 years. She has lived in Boynton Beach all her life and served on the Board for a while. She has two sons, four granddaughters and a Goddaughter. Sherri Claude, Board Liaison, pointed out Ethics Training is required every two years. New members have 60 days to complete the training. C. Changes to Code of Ordinances Ms. Claude announced in 2015, the City conducted a survey of all the advisory boards and made recommendations. The City recommended two changes to the Education and Youth Advisory Board regarding the Board's duties. The first minor,change removed the word "advocacy" and the -second change deleted Section 2.117(9) pertaining to coordinating with the Police Department and safety improvements. Ms. Claude advised because the changes were not put on the City Commission agenda at the time, those changes were not officially made. If the Board thinks the changes should be made, they should let her know. There had also been.previous discussion about the definition of a student. 3 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida September 26, 2019 Chair North inquired what was the rationale was regarding coordination with the Police Department. Ms. Claude explained at the time, that was the recommendation made. The Board did not focus on it, but reaffirmation, they would try and work for collaboration with the Department and the community. Ms. Wilkinson noted the Police have the Explorer program and had no objection to working on the item. Ms. Claude explained this Board was formed as a result of a merger with the Education Advisory Board and the Children and Youth Advisory Board. The Education Advisory Board was dissolved and merged and the name was changed to the Education and Youth Advisory Board. It was explained the Board had not done so in the past, but they could make efforts to do so as the Board does seek to advocate and empower youth in the community. Discussion followed if the wording was not in the Ordinance, the Board could still engage with the Police Department or forget it completely. There was also concern if the language remained, and coordination did not occur, the Board may be derelict in its duties. Ms. Claude reiterated this was the recommendation to the City Commission.The Advisory Board Chair received a survey. The survey was discussed at a meeting with input from all the members at that time. There was further discussion to remove, in the same section, the words "before" and "after school" programs. Chair North thought it imparted more collaboration with the different entities, how to engage those entities and the Board's volunteer efforts for before and after school activities. Chair North suggested the members review the information and discuss them at the next meeting. Ms. Wilkinson noted the Board should discuss what the definition of student should be. She thought the student should be a high school student. It was noted new Board Member Kevin Duterval was appointed as a student. It was thought there are exceptions for students. Ms. Colebrooks would like to see high school and college students, not middle school students. Applicants who live in the City of Boynton Beach are eligible and/or a student that does not live in Boynton Beach but goes to school in Boynton Beach is as well. A non-voting student can be non-resident. Ms. Wilkinson suggested tabling the item. The idea is for a student to have a voice. At one point the Board was looking at a teen center, and they wanted input from teenagers. The two students on the Board were helpful for input. It would help students not only for volunteer hours, but they could also say I live in the community and know what's going on in the high school. A suggestion was made to provide a minimum age for the Board. D. Outreach Chair North put outreach in the community on the agenda and thought if members hear of activities or schools wanting them to invite them to the school to let them know. She reminded the school they needed to go approach other entities for fundraising before coming to Board because the Board fundraises and does not have an unlimited budget. Vice Chair Murphy suggested approaching SAC SCEME and others. He agreed to bring information to the next meeting so the Board could formulate a plan. E. November and December Meeting Dates Ms. Claude noted the November meeting falls on Thanksgiving and normally the Board meets early in December and cancels the November meeting. She gave dates in December when they could meet. After brief discussion, there was agreement to meet on December 19th. VII. Old Business A. Purchasing of T-Shirts There was agreement to remove this item as the members have T-shirts. B. Champions of Change Awards/Fundraiser The Board discussed this item should be changed to fundraiser, because Champions of Change was specific to former Board Member Peggy LeGuerre and she did not have the information to continue. Ms. Wilkinson was fine with developing another fundraising opportunity/activity and suggested eliminating item B and keeping item C. C. Fundraising D. Grants Chair North commented Fundraising and Grants is to obtain funding through their events. The last event they held was an exercise class. It started out as a Zumba class, which evolved to a class called Pound for Our Town at the Hester Center and they made$450. They gave gift cards as prizes and will hold another Pound event. Chair North explained they previously held shredding activities, which is now played out as the event is popular. The Board also held a Blue Martini event once and caught some heat because Blue Martini is in Boca as a networking event. The Board has worked at city events selling chips and drinks and it was noted the Christmas parade is coming up. The members walked behind a golf cart selling water and chips at the Parade. They did not make a lot of money, but it publicized the Board. Ms. Claude noted the parade is being organized by a different department and last year the City changed a lot of procedures and security changes. She agreed to ask if they could continue selling the snacks at the parade and advise the Board at the next meeting. 5 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida September 26, 2019 VIII. CONSENTAGENDA 12/15/2015 CITY OF BOYNTON BEACH AGENDA ITEM REQUEST FORM COMMISSION MEETING DATE: 12/15/2015 REQUESTED ACTION BY COMMISSION: Accept staff review of the Education and Youth Advisory Board and approve amendments to the Boynton Beach Code of Ordinances, Chapter 2, Article VII. Education and Youth Advisory Board EXPLANATION OF REQUEST: The recommendation to examine current codes of advisory boards and update the boards to better conform to current needs originally came out of the 2006 American Assembly: Committing to Our Future document. However, the GAP Analysis of that document identified that there was no suggested or introduced mechanism for examining the current codes for Advisory Boards or for establishing clear codes and objectives. As recruitment of Advisory Members still remained a challenge, at the request of the Commission, a Marketing Plan for Advisory Board recruitment was created and implemented in 2009 by the Director of Public Affairs. With no noticeable increase in applications, Lori LaVerriere, then the Assistant City Manager, requested at the April 20, 2010 Commission meeting that staff be allowed to move forward with an overall review of the advisory board program, their purposes and effectiveness as part of an overall objective to increase volunteerism and citizen engagement. It was determined by staff that the best approach was to review each advisory board one at a time which would allow for additional comments and feedback from individual members at their regularly scheduled meetings. The review of the Education and Youth Advisory Board is the fifth (5th) review completed by staff. Staff attended an Education and Youth Advisory Board meeting to present to the board and explain the process. An Advisory Board & Committees Members Questionnaire was provided as a survey to all board members with the request that they complete them and return to staff for analysis. The board requested that they be able to complete the survey as a group and provide a single response. Staff agreed and a copy of the survey is attached. Upon staff review of the survey and 12 months of meeting minutes, it is staff's recommendation that the advisory board remain as is and that the Code of Ordinances be amended to reflect the actual duties and responsibilities currently being carried out by the board. It is also the recommendation of staff that the Education and Youth Advisory participate in the City's Education Initiative as a primary stakeholder, working closely with the staff Education Initiative Committee. HOW WILL THIS AFFECT CITY PROGRAMS OR SERVICES? The Education and Youth Advisory Board is a very active and vibrant board that provides tremendous benefit to the City through year round activities, programs, fundraisers and scholarships. No. 91-18, �§ 2-8, adopted May 7, 1991, enacted provisions pertaining to a children and youth advisory board. Such ordinance did not specify manner of'codification; hence, inclusion as Art. VII, §§2-116-2-122, has been at the editor's discretion. Sec. 2-116. Created. The City Commission, in accordance with the powers vested in it, hereby merges the Children and Youth Advisory Boards and the Education Advisory Board and establishes the Education and Youth Advisory Board. (Ord. No. 91-18, § 2, 5-7-91; Ord. No. 07-001, § 2, 1-16-07) See. 2-117. Duties. The Education and Youth Advisory Board shall act as a fact-finding and advisory board on the following issues and on such other issues as are, from time to time, designated by the City Commission by resolution: (1) Development of programs that promote ongoing relationships with caring adults. (2) Formulation of long and short range programming to benefit the children and youth of the community by involving parents, the business community, civic and neighborhood organizations, including volunteer recruiting for before and after local school programs. (3) Development of incentives and enhancements encourage the development of safe places, including improved playgrounds at or near local schools and structured activities during non-school hours. (4) Identification and dissemination of information on local, county, state and federal programs that provide beneficial services to children and their families. (5) Developing strategies for communicating with the School Board of Palm Beach County and its staff, advising the City Commission as to the activities of the Board, and other federal, state and local legislative bodies which affect the needs of students, within the city. (6) Development of child and youth advaceyjrograms. (7) Contacting community groups and businesses within the geographical boundaries of Boynton Beach for professional skills, materials, financial or education support for the schools and with the purpose of implementing programs at local schools that benefit students from Pre- K through grades 12 and vocational schools. (8) Developing recommendations to the City Commission for forwarding to the School Board of Palm Beach County regarding actions which may be taken in support of schools in Boynton Beach with respect to proposed legislation at the state level. The board shall periodically advise the city commission of its findings with respect to the foregoing issues and shall make recommendations to the city commission on any matter referred to it within thirty (30) days or within such time as prescribed by the city commission by specific resolution. (Ord. No. 91-18, § 4, 5-7-91) Sec. 2-119. Organization. (a) The children and youth advisory board shall comprise seven (7) permanent members, two (2) alternate members and three (3) student members, two (2) to be regular voting members and one (1) alternate, all to be appointed by the city commission. Of the members so appointed, three (3) shall be for a term of three (3) years, two (2) shall be for a term of two (2) years, and two (2) shall be for a term of one (1) year. Their successors shall be appointed for a term of two (2) years. Alternate members, as well as the three (3) student members, shall be appointed for a period of one (1) year. (b) When a member has missed three (3) regular monthly meetings for any reason within one (1) annual board term, that member will be notified that one (1) additional absence will cause his/her board membership to be terminated and a replacement will be appointed at the time of the next absence. (c) Any member of the board may be removed for cause in accordance with state law. The City Commission shall promptly fill any vacancy. (d) At the organizational meeting of the board a chairperson and vice-chairperson shall be selected by majority vote of the board. The chairperson and vice-chairperson shall be selected annually at the May meeting of the board. (Ord. No. 91-18, § 5, 5-7-91; Ord. No. 93-30, § 1, 9-7-93; Ord. No. 09-014, § 2, 2-2-09) Sec. 2-120. Meetings. The board shall meet regularly once a month or more frequently if necessary, for the transaction of business. Its meetings shall be open to the public. The board may establish its own meeting rules and procedures for the conduct of its business. Four (4) members shall constitute a quorum. (Ord. No. 91-18, § 6, 5-7-91) See. 2-121. Qualification. Members of the advisory board on children and youth shall be residents of the city, with the exception of one alternate non-voting member of the student membership, who may reside outside the city limits. Nothing in this article shall be construed as restricting or curtailing any of the powers of the city commission, or as a delegation to the board of any of the authority or discretionary powers vested and imposed by law in the city commission. The city commission declares that public interest, convenience and welfare required the appointment of the board to act in a purely advisory capacity to the city commission for the purposes set forth in this article. Any powers delegated here to the board to adopt rules and regulations shall not be construed as a delegation of legislative authority, but purely of administrative authority. (Ord. No. 91-18, § 8, 5-7-91) Sec. 2-123. Consolidation of Children and Youth Advisory Board and Education Advisory Board; survival of actions. All powers, duties, and responsibilities of the Education Advisory Board shall survive and be deemed merged and consolidated with the powers, duties and responsibilities of the Children and Youth Advisory Board. All previous actions of the Education Advisory Board shall survive this consolidation unless specifically revoked by the Children and Youth Advisory Board. The consolidated board shall be known as the Education and Youth Advisory Board. All current members of the Children and Youth Advisory Board are appointed to the Education and Youth Advisory Board as voting members for the balance of their terms of appointment. (Ord.
