WHEREAS, the City Council of the City Of Boynton Beach, Florida, recognizes that the cost of providing munie.i'pal services is consta~ntly increasihg; and W~EREAS, the meteoric growth being experienced in the City of Boynton Beach is caBsing and will continue to cause an undue financial burden on the existing taxpaying property o~ers because of those improved properties that are receiving the many munici- pal services, but are not yet placed on the tax roll; and WHEREAS, the City Council has determined that the burden for paying for municipal services .should ibc borne by all properties receiving such municipal services as soon as such services are rendered; and WHEREAS, other set.vices snch as water, sewer and: other utilities are charged for upon occupancy; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA: ~ection l: That real property taxes as presently billed an8 levied are to provide future, not past services. Section 2: That a fee to be knowm as the Facilities Fee" is hereby established.
