R01-329RESOLUTION NO. ROI- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH. FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE TASK ORDER NO. 28-B AMENDMENT 2, BETWEEN THE CITY OF BOYNTON BEACH AND CH2M HILL IN THE AMOUNT OF $54,037.00 FOR ADDITIONAL ENGINEERING SERVICES FOR MASTER LIFT STATION REHABILITATIONS AT NO. 317; AND PROVIDING AN EFFECTIVE DATE. WHEREAS~ on March 16, 1999, the City Commission approved Task Order 28B the mount of $76,680 for Master Lift Station Rehabilitation at Nos. 316 and 319, and subsequently on September 19, 2000, approved Amendment 1 to include the Lift Station and WHEREAS, Amendment No. 2 is related to additional engineering services t after failure of the two existing large pumps at Lift Station 317, and extension of services; and NOW. THEREFORE. BE IT RESOLVED BY THE CITY COMMISSION THE CITY OF BOYNTON BEACH, FLORIDA, THAT: _Section 1_. The City Comrmssion of the City of Boynton Beach, Florida does authorize and direct the Mayor and City Clerk to approve and execute Task Order 28B, Amendment 2 with CH2M Hill for additional engineering services for Master Station 317, in the amount of $54,037.00. PASSED _kND ADOPTED this 1~5 day of December, 2001. kTTEST: Vice Mayor Commissioner 1201 Task Order 28B Amendment 2 November 6, 2001 Additional Services for Design of Lift Station 316, 317, and 319, and Including Part Time Onsite & Resident Observation During Construction of Lift Stations No. 316, 317, and 319. A. Background The City of Bo.vnton Beach (CITY) has received odor complaints periodically from residents living near some of the lift stations (LS). The CITY would like to install odor control at lift stations 3~[6& 319 as a test to determine their applicability for other lift stations. These odor control systems will also work to reduce corrosion and sulfide attack problems. The CITY has also experienced an eme~;gency with one of their large master lift stations, L$ 317. Lift station 317 has two 88-hp pumps and one 25-hp jockey pump, all of which are Davis-EMU pumps. Construction is currently under way to install a fourth large pump and replace the existing.jockey pump. Recently, both large 88-hp Davis EMU pumps failed, leaving the CITY in a state of emergency. The.CITY has requested CH2M HILL (CONSULTANT) to provide engineering services to install two new large pumps replacing the failed 88~hp Davis-EMU pumps. The CITY also wants a part.time onsite resident inspector at lift stations 316, 317, and 319 during construction. These services axe to be included with the work in progress on Task Order 28B. The services proposed under this task order by the CONSULTANT would be to provide engineering services for design modificationslat ~ift Stations 316, 317, and 319; design of the odor control systems for lift stations 316 and~319; and services during construction for lift stations 316, 317, and 319. B. Scope of Services The specific services to be provided by the CONSULTANT are as follows: Task 1 - Engineering Services Additional engineering services are required to accomplish the following improvements: · At LS 317, size, select and specify two laxge dry-pit submersible pumps to replace the failed 88-bp Davis-EMU pumps. New pump suction and discharge side piping will be included in the design. The system shall be designed around Flygt pumps. * Provide electrical modifications for the two new replacement pumps at LS 317. · Prepare requests for quotations to Widell ICONTKACTOR), review and negotiate those proposals, and issue contract modifications (change orders) for the work described above. · Design modifications to the odor control facilities at LS 316 and 319. DF~003670052/TO 28B AMEND2A.DOC Task 2-- Services During Construction The following engineering services will be provided by CONSULTANT during the const-tuction of LS 316, 317, and 319. The services include additional construction admin- istration, submittal review, site visits, and construction observation, which are described in more detail below: Provide technical interpretations of the drawings, specifications, and Contract Documents, evaluate requested deviations from the approved design or specification, and issue field orders as necessary. Review shop drawings and other data, related to Task 1, that the Contractor is required to submit. These shall be reviewed for general conformance with the design concept of the project and general compliance with the information given in the Contract documents. Review the MWI bypass pumping submittal and provide bypass-pumping recommendations for LS 317. Negotiate, with the CONTRACTOR, contract terms during the sinkhole repai~ at LS 317. Conduct two (2) additional monthly progress meetings, if necessa_ry, and prepare written meeting minutes. Perform resident inspections to observe the progress and quality of the work and to c~etermine, in general, ff the work is proceeding in accordance with the intent of the Contract Documents. Resident will be provided 4 hours per day for 25 days at LS 317 and 4 hours/3 days per week for 13 weeks ending on January 254, 2002 at LS 316 & 319. Make final review of construcfion to determine if work was completed in general conformance of the Contract Documents. C. Additional Services The CONSULTANT will provide additional services beyond the scope as authorized by a separate task order or an amendment to this task order. Additional services may include, but are not limited to, the following: · Any services during construction related to the line item work such as interpretations, shop drawing review, meetings, site visits, inspections, or Record Drawings. · Additional resident observation during construction at $15O/hr. · Claims, litigation or other controversy in connection with this project. D. Assumptions Unless indicated otherwise in this Amendment, all assumptions contained in the parent Task Orders will remain in effect. E. Obligations of the CITY Unless indicated otherwise in this Amendment, all obligations of the CITY in the parent Task Orders will remain in effect. In addition, the CITY will have the following obligations: · Under the terms of this agreement CI-I2MI-ULL m responsible for providing residency 4 hours per day for 25 days at LS 317, and 4 hours/3 days per week for 13 weeks ending DFB/003670052/TO 28B AMEND2A.DOC on January 25~, 2002 at LS 316 & 319. The CITY is responsible for having a resident observer present during all other times when work is underway. F. Compensation Compensation by the CITY to the CONSULTANT will be on a lump sum in accordance with Article 2.A of the Agreemeut. The estimated compensation for the services described in this Task Order is $54,037. Schedule The services to be provided under this Task Order depend upon the progress of the CITY and the CONTRACTOR.
