R92-95RESOLUTION NO. R92-~' A RESOLUTION OF THE CITY CO~R~!SSION OF THE CiTY OF BO~NTON BEACH, FLORIDA, ACKNOWLEDGING THE TREMENDOUS GROWTH IN FLORIDA ~URING THE PAST DECADE; URGING THE UNITED STATES DEPARTMENT OF EDUCATION TO UTILIZE 1990 CENSUS DATA IN CALCULATING STATE FUNDING FOR CHAPTER ONE EDucATiON REVENUES AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the United States Department of Education plans to the 1980 Census data as the official population count for the )urposes of educational appropriations; and WHEREAS, the State of Florida and its 67 school districts [ave experienced tremendous growth, with a population increase of ;2% between 1980 and 1990; and WHEREAS~ the population lisadvantaged students who Education funds; and increase includes many economically would qualify for Chapter One WHEREAS~ the State of Florida could lose approximately $45 nillion dollars ~f the United States Department of Education uses ~980 rather than 1990 Census data to calcu'!ate Chapter One Education funds; and WHEREAS).Chapter One ~ducation funding is very important to )ur schools and Students because it provides needed funds for ~hildren age 5 to 17 where family income is below specified [evels; and WHEREAS, in most Florida school districts :urrently exists and the well being and needs Florida are directly involved; and a fiscal emergency of the children of WHEREAS, the City Co~mission of the City of Boynton Beach is :ommitted to the improvement of the public education system in ?iorida and Palm Beach County; NOW, THEREFORE, BE IT RESOLVED BY THE CI~f COMMISSION OF THE ~ITY OF BOYNTON BEACH, FLORIDA, THAT: Section 1. The City Commission of the City of Boynton ~each, Florida officially opposes the use of 1980 Census data for ~he calculation of current Federal education funding. Section 2. The City Commission of the City of Boynton ~each shall authorize the City Clerk to notify the Florida Iongressional Delegation of its opposition to this inequitable ~unding formula and furnish copies of this resolution to said ~elegation. Section 3. Copies of this resolution shall be forwarded the Palm Beach County School Board, the Palm Beach County ~egislative Delegation, the Florida Education Commissioner, the ~overnor of the State of Florida, the United States Secretary of Education~ and the President of the United States. Section 4.
