R92- ~/ A RESOLUTION OF THE CiTY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, ADOPTING THE JOB DESCRIPTION OF PURCHASING AGENT/~ND THE JOB DESCRIPTION OF RISK MANAGER; MAKING THESE POSITIONS PART OF THE PAY PLAN; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Boynton Beach, Florida, upon recommendation of staff, hereby adopts 5he job description of Purchasing Agent and the job description of Risk Manager and adding these positions to 5he pay plan at Grade 34 and 39, respectivley. Des 5/01/92 PURCHASING AGENT NATURE OF WORK Performs difficult professional and intermediate administrative work, purchasing and contracting for services, supplies, materials and equipment. Work includes, but is not limited to, researching, analyzing, developing, finalizing, and administrating a centralized purchasing system. Work is reviewed through conferences, oral and written reports, and results achieved in completing programs and projects. Works under the general supervision of the Finance Director. ILLUSTRATIVE TASKS (Note: These examples are intended only as illustra- tions of the various types of work performed in this classi- fication. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment for this position.) Develops efficient plans to meet the "short" and "long" term purchasing and contract requirements for the City. Has input on the direction, thrust and procedures to be used in purchasing. Prepares and uses statistical analysis of market conditions to determine necessary modification or changes to departmental strategy. Gathers information, prepares reports and makes recom- mendations to the Finance Director. Signs purchase orders, requisitions, contracts, etc. Supervises and schedules clerical and or departmental subordinate employees. Consults with department directors concerning current and future purchasing and contracting needs, procurement concerns and problems. Oversees the opening and public reading of bids. Exercises%discretion and independent judgement and has the authority to make important decisions; works under only general supervision using specialized and technical purchasing knOWledge; ability to execute special assignments under general Supervision. Prepares specifications and establishes standards of various conditions used by the City. Designs and makes improvements in the record keeping system of the department. Superviseslandevaluates employees performance. performs related work as required. PURCHASING AGENT - cont. KNOWLEDGE~ ABILITIES AND SKILLS Knowledge of Federal and State governmental rules and regulations concerning administration of purchasing con- tracts. Knowledge of effective administrative management, principles, production and methods. Ability to conduct research and analyze studies, plans, specifications and other technical material. Ability to prepare administrative and technical re- ports, papers, specifications and to present them both orally and in writing. Knowledge of all purchasing methods and procedures and of the laws, rules and regulations effective in the City governing the purchase of commodities and services. Knowledge of basic bookkeeping methods and the keeping of accurate and systematic records. Ability to establish and maintain effective working relationships with the general public and co-workers. ~IONS An A.A. Degree in Business Administration or related field is required plus two (2) years experience in a munici- pal purchasing department or five (5) years of administra- tion work in a municipal purchasing department or a combina- tion of education and experience may be considered. Determines the adequacy of excess liability and Worker's Compensation Insurance limits and makes recommendations for changes, if necessary, to the City Manger. Analyzes the effectiveness of different methods of financing and funding of property and liability risks. Supervises and approves the audit and accounting distribution of all insurance premium'billings. With management and subordinates and makes final ~ to the City Manager on major problems and serious related to emplOyee safety and risk management. St~di~s governmental regulations, laws and decisions concerning insurance and employee safety, analyzes their impact on the City and its programs and implements appropriate action to stay in compliance. Reviews loss prevention reports from insurance company and City departments to keep informed about serious loss potentials and to i~sure compliance with recommendations for minimizing or eliminating such losses. Pro~des~ technical~ assistance to the Legal Department regarding icontrac~s and lease agreements, the drafting of contract amendments, etc., and makes recommendations to the City Ma~ge~. Coordinates and supervises all claims brought against~e City - PerfOrms the following executive type duties: interviews~, selects and trains employees, directs work assignment; maintains production records for use in superVisi~ of control; appralses productivity and efficienc~ for the purpose of recommending promotions or other Cha~ges in status; handles complaints and grievances, plans work and provides for safety of employees. KNOWLEDGE~ ABILITIES AND SKILLS Sound knowledge of principals and practices of public administration. Extensive knowledge of the principals and application of the modern risk management and risk financing techniques. Good knowledge of all lines of insurance; tort law, Workers' Compensation Law, indemnification agreements. Knowledge of modern safety practices. Ability to prepare statistical reports for top management. Ability to plan, assign, supervise and evaluate the work of subordinates. Ability to plan, organize and implement a wide range of special projects. RISK MANAGER NATURE OF WORK This is highly responsible professional, technical and administrative work in the operations of the Deparrnnent of Risk Management. This employee is responsible for the planning, technical direction and coordination of all areas of Risk Management including general insurance procurement~ safety loss control and risk analysis and special projects as assigned by the City Manager. Implements administrative policies and procedures. Negotiates with insurance brokers/agents and insurance companies with respect to premiums, terms and conditions of all property and liability insurance contract renewals and modifications as needed to transfer those insurable risks which are not retained by the City. Makes use of the various risk management "tools" for the discovery of exposures to loss, including financial statements, leases and other contracts; discussions with various management personnel, personal interviews and inspections, review of loss records and analysis of policies and procedures. Confers with department and administrative management and provides technical advice and information regarding insurance and employee safety matters. Is designated as the Emergency Preparedness Coordinator in connection with the Emergency/Disaster Management Plan. Evaluates the financial impact upon the entity of various risks which cannot be eliminated and selects the most economical method for treating such risks. ~eveilops a~d maintains systems of self insurance or self fun~ing for risks that are retained.
