R92-~-- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO EXECUTE A HIGHWAY BEAUTIFICATION GRANT PROGRAM MEMORANDUM OF AGREEMENT AND A MAINTENANCE MEMORANDUM OF AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) FOR ~MPROVEMENTS TO CERTAIN FDOT MEDIANS ALONG BOYNTON BEACH BOULEVARD WITHIN THE CITY OF BOYNTON BEACH, MORE PARTICULARLY DESCRIBED HEREIN. WHEREAS, within/abutting rights-of-way landscaped; and many roadside areas and median strips Florida Department of Transportation (FDOT) areas must be maintained and attractively WHEREAS, FDOT has monies available to provide matching grants to City's for landscaping and improvement of new and existing medians within/abutting FDOT rights-of-way; and WHEREAS, the Mayor and City Commission desire that the City of Boynton Beach beautify and improve various FDOT median strips along Boynton Beach Boulevard within the City of Boynton Beach by construction and landscaping; and WHEREAS, the City Commission of the City of Boynton Beach desires to auLhorize the Mayor and City Clerk, at the appropriate time to enter into a Highway Beautification Grant Program Memorandum of Agreement and a Maintenance Memorandum of Agreement (Agreements) between the City of Boynton Beach and FDOT for the road median strip landscaping improvements along Boynton Beach Boulevard within the City of Boynton Beach more particularly described in Exhibit "A" attached hereto and made a part hereof, provided, however, the City's obligation to maintain the improved median strigs is contingent upon receipt of funds from FDOT as contemplated in the Agreements. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA. Section 1. Each Whereas clause set forth above is true and correct and incorporated herein by this reference. Section 2. Volusia Dada, Monroe Hernando, Hillsborough, Pasco, Pinellas In October of 1988, a plan was completed for the City that addressed Boynton Beach Boulevard a~ th? major vehicle gateway into the City Central Business District (CBD) area (Boynton Beach Boulevard Urban ~Design Guidelines). The purpose o~ the plan was to devise an image for the area that was functional, orderly, and aesthetically pleasing. An image that was positive, memorable and pedestrian oriented. The plan not only addressed the arrangement of space along the Boulevard as far as buildings and parking, bt also addressed elements such as trees, paving, signs and street furniture. The s~reetscape and greenbelt would not , serve as a catalyst the Bou also complement to efforts redevelopment in the community Redevelopment Area (CRA) and the City's efforts to revitalize the CBD. In order to address the economic feasibility of implementing the plan and in an effort to initiate some development along the Boulevard, the City conducted an in-house analysis of the plan and developed a proposal that was: 1. Economically feasible for the City to implement. 2. Incorporated existing conditions into a new and improved greenscape program without causing displacement of existing businesses and without causing disruption in the pattern and flow of traffic on the Boulevard. 3. Feasible for the City to implement with property owners along the Boulevard. implementation of the plan to beautify Boynton Beach Boulevard accomplishes many of the goals and objectives as set forth in the Boynton Beach Boulevard Urban Design Guidelines; encourages the participation of property and business owners along the Boulevard; begins to set in motion the lush greenbelt areas; creates a noticeable introduction and gateway to Boynton Beach as you exist from 1-95; creates a gateway of landscape to the CBD and also complements the existing median landscaping on Federal Highway. 1. Landscaping of Right-Of-Ways (R.O.W.) (I-95 to Seacrest Boulevard). Landscaping of one (1) large existing R.O.W. area on Boynton Beach Boulevard west of Holiday Inn. Two small triangle areas north and south of Boynton Beach Boulevard (R.O.W.) also landscaped. 7 sidewalk Treatment A small accent or flowering tree, 6-8' hr. installed 30'o.c. o.c. in the 1 1/2" R.O.W.'s space. The trees will be placed on the north and south R.O.W. of Boynton Beach Boulevard. Beach Sunflower ground cover will be planted in topsoil back fill in 1 1~2 R.O.W. space. The business owners will maintain the trees and ground cover. Trees will be placed in one-half tree grate with rest of sidewalk section (5'x5') replaced with red color paverblock. (See diagram). Explanation Of Funding Resources It is anticipated that three funding sources will be used to match the cost of landscaping the R.O.W.'s. Funding for the sidewalk treatment and for the landscape treatment for R.O.W.'s will come from the City's Community Redevelopment Agency. The implementation of this beautification project is supported by the Community Redevelopment Agency of the City, the City Commission, and the Greater Boynton Chamber of Commerce. The City is continuing in its efforts to gain 100% of the Participation of the property owners along the Boulevard. The City has already met with and has gained the support of several of the larger property owners along the Boulevard. Landscape Design Criteria The landscape is designed to demonstrate the use of native species of plants blended with other drought-tolerant materials which provide color to the locations. The fundamentals of xeriscape landscaping are used including soil amendments, mulch~ bahia grass areas and groundcover plants. South Florida wildflowers are incorporated to create some "natural" open areas, which assimilate with the landscape R.O.W. The low volume irrigation system will direct water spray to the roots of plants and bubblers are at the base of large trees. These design measures are to reduce or remove water usage as the plant materials become acclimated to the sites. The landscaping will help abate noise from automobile traffic affecting the nearby school and local businesses. The softening aspect of the greenery will add a pleasing aesthetic appearance to the main entrance-way to the City. A:FHBG (Attempt DESIGN ATTRIBUTES to meet all thirteen D.O.T. guidelines) APPROPRIATENESS The trees and plants chosen are all listed in the xeriscape guideline principles established by the S.F.W.M.D. Paurotis palms are noted for having compact root systems developed under low oxygen scil conditions and able to establish themselves under hot, dry, windy environmental conditions. The two species of bushes and tWO other species of groundcover plants are able to add color to the sites while tolerating dry conditions. Silver buttonWood t~ees along the main roadway are noted for staying brightly colored Silver when irrigation is minimal and water has not been planed on the leaves. pLANT USE All plant materials are native except the dwarf is commonly found in south Florida landscape. bouganvilla which FLORIDA 'WILDFLOWERS Our community has worked in conjunction with the Boynton Beach Garden club and FDOT to promote wildftower plantings on two of the three sites. We presently have a wildflower demonstration plot maintained by this City at a public park. We plan to mow the wildflower area when seed heads are ready for dispersal. IRRIGATION DESIGN We plan to use bubblers at the base of all trees, low volume bubblers and spray heads aimed at plant roots to minimize misting, sod areas to be on separate zones from other plants and trees. MAINTENANC~ City is co-maintaining area in conjunction with adjacent business (Holiday Inn). Trees and planted areas to receive separate maintenance cycle from sod. AESTHETICS This landscape pro3ect will provide immediate visual impa~t to motorists entering city off 1-95 and can be seen while driving on 1-95 just passing through to next exit. Color and depth of scale will provide eye-catching effect. ENVIRONMENTAL IMPACt_ This beautification enhancement will visually screen areas presently collecting road trash, papers, bottles and other debris from motorists. Project should provide impetus for adjacent businesses to improve landscaping on their properties. Overall streetscape will provide more trees, cleaner air quality and future canopy for pedestrians. LOCAL FINANCIAL SUPPORT/COMMUNITY SUPPORT City Co~mnunity Improvement and local businesses to contribute labor for maintenance after plantings completed. Corner lot property owners presently under program to add trees, bushes and groundcover under affiliated program. Boynton Beach Garden club to provide additional wildflower planting projects in future, adding new locations along roadways· DESIGN CONCEPTS Concept of following all seven principles of xeriscape design for Iow water usage. Getting local businesses to assume follow-up maintenance and encourage additional beautification with landscaping on private properties near this project site. MINIMAL TRAFFIC IMPACT Mulch and placement of plants to allow maintenance personnel to access locations out of traffic. Businesses can maintain landscape areas immediately adjacent to sidewalk near businesses. BEAUTIFICATION PLAN Discussed earlier in proposal. cOST-EFFECTIVENESS Plant materials chosen from past experience of projects that realize high survivability of these types of vegetation in hot, dry, windy locations.
