Item 4. Communications and Announcements A. City Centennial Celebration—Discuss options for contributing to event. B. Constitution Week September 17th—23 d—Event and the City Commission's plan to proclaim it at its Tuesday meeting is being acknowledged for general awareness. C. Special meeting before Oct 1st per CLG requirements —A special (second) meeting of the Board is recommended to be held this month to satisfy minimum requirements of the State for a CLG (to hold a minimum of 4 meetings per year). First option is September 21st, and the second option is September 17th, contingent on member availability. Item 5.A. Boynton High School(125 E. Ocean Ave.) The rehabilitation and adaptive reuse of the City's Historic High School is nearing completion. In accordance with a temporary certificate of occupancy,portions of the building are now being occupied as intended for staff offices, as well as to facilitate an impromptu education program for children of employees in connection with the impact of the virus pandemic on school operations. Ultimate regular programming for city purposes may be a factor of health-related mandates. Item 5.B. Woman's Club of Boynton Beach As the Board is aware, the major renovations started last year are finished, including a complete reroof of this nationally-registered, 1926 Woman's Club. Future improvements are planned to include bathroom renovations and an upgrade to the elevator. A plan is currently being implemented to convey ownership of the property to the City, with use and programming of the building to be coordinated between the City and CRA. Parking has always been a constraint on the use of the property and the city is considering options for gaining safe access to the parking resources located at the Senior Center on the opposite side US-1. Item 5.C. Downtown Historic Trail Markers The 1 t/2 mile-long Downtown Heritage Trail is a self-guided route extending along Ocean Avenue between Seacrest Boulevard and the Intracoastal Waterway. The route features 30 sites that are associated with the City's history, of which nine (9) of the sites were originally given an information board (or small kiosk)that contains specific information on the property and a link to the City's website resource for further information. The link uses a Quick Response (QR code) for easy access using a smart phone with a QR reader. The QR codes have been de-activated, and many of the kiosks have been damaged and removed. As previously reported to the Board, the City is in the process of inventorying the damaged and missing boards and planning for the ultimate replacement and if warranted,possible design improvements to make them more durable to the elements. Item 5.D. Historic Plaques for Designated Properties A historic property plaque program is intended to provide identification for the registered historic properties within the City, while simultaneously promoting the City's preservation efforts. Various materials and designs have been discussed by the Board, and some coordination with foundries has generated rough cost estimates and information on options for achieving the intended design. Logically, a more detailed design presents challenges in the design and manufacturing process, and greater cost. The Board has also discussed possibly excluding the property date which facilitates uniform production and cost savings through bulk ordering. The Board has also discussed a design that could accommodate a second and subordinate plaque containing the respective property date. The property owner would have the option of purchasing the additional date plaque. There is currently no funding secured for this program; however, the local Historical Society has shown interest in providing some funding. Design options and samples are included within the exhibit to this report. Staff requests current consensus and direction from the Board. Item 5.E. Website Resource The historic preservation program websites are in need of continued enhancement and/or updating. Needed improvements include, in part, descriptions and photos of all featured sites on the trail map including reference numbers (there is a list of historic sites but not a reference connection to the trail map). Additional enhancement should include updated notations of demolitions, current photos featured properties where relevant, activity status of the QR codes on trail kiosks, updated maps to reflect town square, as well as an increase in the user-friendliness of the websites via more bulleted or summarized information on the program and benefits.
