NOTICE OF ELECTION TO VOTE UPON THE QUESTION OF
ISSUING $250, 000.00 MUNICIPAL LIBRARY BONDS OF THE
CITY OF BOYNTON BEACH, FLORIDA
Public notice ishereby given that at the general election to
be held in the City of Boynton Beach, Florida, on the 5th day of December,
1972, there will be submitted to the qualified electors of said City
question of wheifaer or not the City' shall issue $250,000.00 municipal
building bonds for the planning, construction and equipping of a new
Municipal Library Complex in said City in compliance with the Charter of
ihe City of Boynton Beach, Florida, and in accordance with the terms of
the following Ordinances:

AN EMERGENCY ORDINANCE OF THE CITY OF BOYNT(I~
BEACH, FLORIDA, PROVIDING FOR SUBMISSION TO THE
QUALIFIED ELECTORS OF SAID CITY THE QUESTION OF
ISSUING GENERAL OBLIGATION MUNICIPAL BONDS IN
AN AMOUNT NOT EXCEEDING $250, 000.00 FOR THE
PURPOSE OF PLANNING, CONSTRUCTING AI~]D EQUIPPING

PREAMBLE
WHEREAS, the City of Boynton Beach, Florida, presently owns
and operates a certain Municipal library facility, which, due to increase
in popUlation, has proved To be totally inade~qua~e at the present time to
meet the needs and requirements of the inhabitants of the City of Boyn~on
Beach, Florida; and
WHEREAS, it is deemed essential and in the best interest

equipped at the present time zo meet the needs of the public and further that
delay in initiation of this project will result in greatly increased planning
and construction costs; and
WHEREAS, the City Council has heretofore eszimated that the
cost of planning, constructing and equipping the above-described project,
logether with app~r~a~i expenses incidental to ~he issuance of bonds to
finance same shat] not exceed the sum of $250, 000.00; and
W~IEREAS, funds are not presently available for the purpose
of planning, constructing and equipping subjecz library complex project and
it will, therefore, be necessary to borrow money, and in evidence thereof,
issue Genera] Obligation Bonds of the City, and before such bonds can be
issued, same must be submitted To the qualified electors of said City and
approved by a majority of said electc rs voting on said question az an election
called for such purpose, all in accordance with the Charter and existing
Ordinances of the City of Boynzon Beach, Florida; and
WI-IEi~EAS, it is deemed that this Ordinance be passed on an
emergency basis in order to meet necessary publication and other administra-
tive requirements in order that subject proposition can be sub~kitted to the
voters at the Municipal General Election to be held in said City on Tuesday,
December 5, 1972, and further the passage of said Ordinance is deemed
necessary for the imrre diate preservation of the public peace, property and
safety of the inhabitants of the City of Boynton Beach, Florida, and for the
efficient daily operation of its Municipal Library Department.
NOW, THEREFORE, BE IT ORDAINED BY TI-IE CITY
COUNCIL OF THE CITY OF BOYNTON BEACH, FLORIDA:
Section 1: That it is hereby deemed essential and in the best
interest of the inhabitants of the City of Boynton Beach, Florida, that said
City proceed with the planning, construction and equipping of a new enlarged
Municipal library complex on property presently owned by the City of
Boynton Beach, Florida, and for such purpose it will be necessary that the
City borrow money and in evidence thereof, issue General Obligation Bonds
of said City.
Section 2: That there be borrowed by, for and on behalf of the
City of Boynton Beach, Florida, a sum not to exceedtf250, 000.00 for the
purpose of planning, constructing and equipping a new enlarged Muncipal
Library complex upon property presently owned by the City of Boynton
Beach, Florida, and that To evidence said loan, negotiable bonds to be paid
by direct taxation be issued and that said bonds be described as "Municipal
Library Bonds, Series 1972", be fifty (50)in number, numbered ~sl~ 50,
inclusive, be in denominations of $5,000.00 each, maturing on such date or
dates to be hereafter determined bY the City Counci~ and to bear interest

from their date at a rate not to exceed the legal ~uthorized rate, payable

Section 3: Thai the question of issuing said $250, 000.00
Municipal Library Bonds as hereinabove described be submitted to the
qualified eleetors of ~he said City at the general election to be held in said
Cityfor such purpose on the 5th day of December, 1972, between$1ae hours
of 7:00 A.M. and 7:00 P.M. on said date.
Section 4: That the ballot to be used at said election for the
purpose of submiti~ the above proposal to the electors shall be substantiall'

Seetion 5: That the 1V~ayor of the City of Boynton Beach,
Florida, is hereby authorized to draft, execute and publish a proclamation
giving notice of the above election in accordance with the Charter and
existing Ordinates of said City.
Section 6: That this proposal shall take effect upon its
ratification at the general election to be held in the City of Boynton Beach,
Florida, on the 5th day of December, 1972, at the designated polling
places, to-wit: Civic Center, East Ocean Avenue, Boynton Beach, Florida,
and Royal Palm Village Shuffleboard Court, N. E. 22nd Avenue, Boynton
Beach, Florida, all in accordance with the provisions of the Charter and
existing Ordinances of the City of Boynton Beach, Florida, relative conduct
of general ~bligation referendum elections.
Section 7: This Ordinance is deemed to be an emergency
Ordinance and shall take effect i~mmediately upon passage.
