AN ORDINANCE OF THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA
AMENDING CHAPTER 14 MOTOR VEI-HCLES AND
TRAFFIC CREATING A NEW SUBSECTION TO
PROVIDE FOR ALL SIGNAGE TO CONFORM TO
NATIONAL STANDARDS; CREATING A NEW
SECTION PROVIDING FOR TRAFFIC C_~LMING
MEASURES; PROVIDE FOR CONFLICTS,
SEVERABILITY, CODIFICATION AND AN
EFFECTiVE DATE.
WHEREAS, staff has conducted extensive research regarding regulatory traffic
control and traffic calming and has concluded that traffic engineers throughout the
country utilize two basic tools for the control of traffic, especially in local neighborhoods,
which are traffic control devises and traffic calming measures; and
WHEREAS, both tools, when property used, can significantly enhance safety in
local residential neighborhoods; and
WHEREAS, upon recommendation of staff, the City Commission has
determined that the City should follow the procedure set forth in the Manual on Uniform
Traffic Control Devices (MUTCD) for all traffic control devices, as well as utilize the
form of traffic control known as traffic calming in certain neighborhoods;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION
OF THE CITY OF BOYNTON BEACH, FLORIDA, THAT:
Section 1 The foregoing whereas clauses are true and correct and are
-atified and confirmed by the City Commission.
Section 2. That Chapter 14 Motor Vehicles and Traffic shall be amended by
adding the words and figures in underlined type, as follows:...
14.1 Regulatory Traffic Control
A. All signs, srnpin~, and traffic signals established by direction of the City
Commission and/or ciw staff shall conform to the extent possible, to
~mplement the relevant regulations To the current national Manual on
Uniform Traffic Control Devices for streets and highways in effect at the
time of the establishment of the said si~sxs, striping and traffic signals.
When authorized sims are replaced, the new signs shall conform to the
national Manual on Uniform Traffic Control Devices for streets and

highways in effect at the time of replacement.
Traffic Calming Measures
The City shall consider placement of traffic calming measures only upon
completion of an initial traffic study. Traffic calming shall be considered
only on those local streets with average daffy traffic volume greater than
500 veMcles per day and only when the 85th percentile speed is greater
than 30 MPH for those streets posted at 25 MPH, or is greater than 35
MPH for those streets posted at 30 MPH.
Sj?nqng, striping and other devices identifying traffic calming measures
shall conform to the current Manual on Uniform Traffic Control Devices.
Section 2. Each and every other provision of Chapter 14 of the Code of
Ordinances of the City of Boynton Beach not herein specifically amended, shall remain in
full force and effect as originally adopted.
Section 3. All laws and ordinances applying to the City of Boynton Beach in
conflict ~vith any provisions of this ordinance are hereby repealed.
Section 4. Should any section or provision of this Ordinance or any portion
thereof be declared by a court of competent jurisdiction to be invalid, such decision shall
not affect the remainder of this Ordinance.
Section 5. Authority is hereby given to codify this Ordinance/
Section 6. This Ordinance shall become effective immediately.
