R91-117 RESOLUTION NO. R91-//~ A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, AMENDING THE PREVIOUSLY ACCEPTED PROPOSAL OF GEE & JENSON, DATED OCTOBER 30, 1990, FOR DESIGN SERVICES FOR CONSTRUCTION OF A RECREATION BUILDING; AMD FOR AN EFFECTIVE DATE. WHEREAS, the City Commission of the City of Boynton ~each requested the firm of Gee & Jenson to submit a proposal for design services for construction of a ~ecreation building; and WHEREAS, the City Commission of the City of Boynton ~each accepted the proposal of Gee & Jenson, dated October 30, 1990, by Resolution No. R90-168, dated December 4, 1990; ~nd WHEREAS, the City Commision of the City of Boynton ~each has determined that additional services of Gee & 'enson will be needed in order to meet the City Codes and .he water management district's requirements to provide lecessary site improvements on the subject property and to ~ccommodate required parking for the new facility; and WHEREAS, the City Commission of the City of Boynton ~each and Gee & Jenson have reached an agreement regarding the additional scope of services and additional payment in the amount of $5,000.00 for such services. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION )F THE CITY OF BOYNTON BEACH, FLORIDA THAT: Section 1. The "WHEREAS" clauses above are hereby 'atified and confirmed as being true and correct and incorporated herein by reference. Section 2. The City Commission of the City of ~oynton Beach, Florida hereby amends the previously accepted proposal of Gee & Jenson, dated October 30, 1990 and passed Dy Resolution No. R90-168, as outlined in the letter from iiee & Jenson, dated June '21, 1991, iRecreation Department MemorandUm No. 91-269, i~991 and attaChed hereto as Exhibit "A". Section 3. This Resolution shall as amended bY the dated July 5, take effect [mmediately upon passage. Frederick, Director of Recreational& Parks Recreation Activity Center: Request for Additional Architect/Engineering Fees - Gee & Jenson DATE: July 5, 1991 The City Commission has approved additional funding ($77,000) to provide necessary site improvements for the subject project to -accommodate required parking for the new facility per our codes. This is an expense over our original scope of services per the contract with Gee & Jenson. The new scope for this site requires new parking area, new paving, new drainage system and landscaping to meet our codes and the water management district's requirements. Gee & Jenson originally presented a request of additional fees of $9,920 for these services. Through discussion and negotiation, staff has reduced their total request to $5,000. Documents are attached reflecting the actions regarding this request. I am forwarding a copy of this package to the City Attorney so he can prepare the necessary resolution and contract amendment for consideration at the July 16th Commission meeting. If you have any questions or concerns regarding this additional fee, please advise. Otherwise, I recommend the request be approved. The current C.I.P. project account should be able to accommodate this increase. One Harvara C rcle · West Palm Beact' Florida 33409-1923 · 407/683-3301 · FAX 407~686-7446 June 21, 1991 Boynton Beach Recreation Building Additional Services Request Background/History: The scope of the Project increased afteK several schemes offered increased/varying on-site parking culminating in a phased master plan of the site. site plan scenarios Phased Master Site Plan The original project intent and basis of our Contract was to do minimal required landscaping and irrigation around the new recreation building and to use and leave the 2 existing parking lots as-is, only seal-coating their surfaces and re-striping the parking spaces. We then would request a variance in the number of parking spaces required based on additional spaces being provided per the phased master plan of the site. The latest site plan concept (dated 5/23/91) shows that we can provide 89 parking spaces without using the existing northeast parking lot thus exceeding the 90 spaces which are required for the recreation building and the biadsen Center combined. This, however, means that our Scope of Services has increased considerably due to the following: Paving, drainage, and water management design must be provided for the entire site of approximately 60,000 SF due to the inclusion of a new parking lot for 89 spaces in lieu of the original scenario which was to use the existing lots with no engineering design required. Previous minimum landscaping and irrigation around the new recreation building must now include the entire 6~,000 SF site area including all requirements within and around the new parking lots. Landscaping now includes physical review of existing on-site landscaping and how to reuse the same in the new landscaping plan wherever possible to reduce costs. Expanded scope of Architect to attend TRB Planning and Commission meetings in lieu of one Commission meeting, as understood at time of Proposal~ ~3EE & Boynton Beach Recreation Building Additional Services Request June 21, 1991 - Page 2 Since the $30,000 A/E fee for design, construction documents and bidding previously had minimal sitework and utilities, paving, drainage, water management design, landscaping and irrigation, the proportional fees for the above were only 10% of the to~al fee, ie. $1,500 for civil/land development (no parking lot civil/drainage design) and $1,500 for landscaping-~rrigation. Due to the increase in scope, as mentioned above, the following is an hourly breakdown of our June i1, 1991 additional services request for $9,920.00 which ~elates to 8% of additional construc- tion costs, which was the basis of the original fee negotiated.
