A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF BOYNTON BEACH, FLORIDA, APPROVING AND
ENDORSING DEPARTMENTAL GOALS AND OBJECTIVES FOR
lggl AS PREPARED BY THE CITY MANAGER'S OFFICE.
A COPY OF WHICH IS ATTACHED HERETO AND IDENTIFIED
AS EXHIBIT "A"; PROVIDING FOR SEVERABILITY; PRO-
VIDING FOR CONFLICTS; AND PROVIDING FOR AN
EFFECTIVE DATE.
WI~ER~AS, the City Manager's Office in conjunction with all
respective City departments have developed a list of departmental goals
and objectives for 1991; and
WI~EREAS, said goals and objectives, as defined, comprise an
overall plan that when implemented will benefit the City as a whole; and
WltEI~A~, said goals and objectives as defined, when adopted,
shall hopefully serv~ as a d~rectional guideline and a management tool
for the City o~Boyn~on Beach, Florida, to strive for and work towards
in 1991.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY ~J)MMISSIOW OF THE
CITY OF BO~T~ B~CH, FLORIDA, THM:
Section 1, The City Co~ission of the City of Boynton Beach,
Florida, does hereby approve and endorse the depaKtmentat goals and objec-
tives for 199~ as ~ttached hereto and identified on Exhibit "A" as a
mission stat~en% f~ the City of Boynton Beach, Florida, to endeavor
towards c~ple~ion and implementation.
Section Z, If any clause, section, or other part of this
Resolution shall Dehetd by any court of competent jurisdiction to be
unconstitutional or invalid, such unconstitutional or invalid part shall
be eliminated and i~ no way affecting the validity of the other provisions
of this Resolution.
S~CttOm ~, All Resolutions or parts of Resolutions in conflict
herewith are ~reby repealed to the extent of such conflict.
Section 4, This Resolution shall become effective upon its
passage and adoption.

Continue to upgrade the level of service at the Municipal Golf Course to
the golfing community, and to improve the playability of the golf course.
To undertake a two (2) year program to renovate and replant 20 putting
greens with 11 scheduled for May-September 1992 and 9 scheduled for May-
September 1993.
To develop a long-term bond financing plan for re-funding the 1984 "Golf
Course" Bond Issue to provide capital dollars for the renovation of the
golf course putting greens.
Further develop, broaden and enhance the services of fire prevention and
emergency medical to the community.
Continue to upgrade the computer system and information systems to serve
the needs of all municipal departments, including (1) the implementation of
various program systems {ie. work order, false alarm tracting, purchase
order, personnel data), and {2) the advanced training {hardware and soft-
ware) of all support personnel on the AS/400 and microcomputers.
To complete the update of the East Water Treatment Plant through processes
requiring~modifications to the softening basins, filters and chlorine
storage/handling facility; general renovations to the plant facility; and
rehabilitating wells~
To commence construction of a membrane softening water treatment plant at
the west site of the water service area to produce 4 mgd of capacity to the
system.
To implement the process of aquifer storage and recovery {ASR) well and
utilize water from this well to complement the City's raw water supply.
Increase the reliability of the water distribution system by replacement of
substandard water mains with new, larger iron mains {DIP); work to be
completed by City crews.
To continue surveillance and spot repairs on the sewer collection system to
maintain or reduce infiltration/inflow and to re-build or re-model several
old lift stations; work to be completed by City crews, or by outside
contractor.
To participate jointly with the City of Delray Beach to complete construc-
tion improvements to the Regional Wastewater Treatment Plant in the area of
odor control and effluent pump station enhancements,
Develop a stormwater management plan; and initiate a feasibility deter-
mination study for the development of a storm water utility fee as a source
of revenue to finance stormwater collection facilities {construction and
maintenance}, stomwater pretreatment, and stormwater discharges to waters.

Increase housing rehabilitation and reduce the number of substandard
housing units within the City through paint-up/fix-up and home improvement
programs, and thru the razing of vacant, structurally unsound houses.
Increase the number of housing units for low and moderate income persons
{including affordable housing) through programs as the City's infill
construction program.
Beautify the Boynton Beach Boulevard corridor from 1-95 to US I (Federal
Highway), with landscaped right-of-ways and medians, sidewalk treatment.

business district area.
Complete the development and adopt an Affirmative Action Document to
supplement the City's recruitment and selection policy.
To complete the update of the City's Civil Service Rules and Regulations to
bring the document to today's standards and policies.
To continue to increase and expand the City's recycling program to a larger
number of single-family home developments, and to condominiums and apart-
ment complexes.
Improve the efficiency of the development review process through revision
of Chapter 19, and subsequently the preparation of a planning/development
handbook/guide.
Continue development and construction of Ezell Hester Park and Rolling
Green School/Park.
Develop park master plans for five (5) undeveloped park sites in Boynton
to serve residential areas and the community at large - Boynton Lakes,
Meadows I & 2, Quantum, and Intracoastal site {10 acres}.
Promote and complete landscape and beautification projects throughout the
community with emphasis placed on conservation of natural resources, ie.
medians, entranceways to the City, adopt-a-tree and adopt-a-park programs,
etc.
Address social concerns of youth crime and drug use through greater empha-
sis on youth programming.
To continue improved programming for youth in the City; to continue empha-
sis on teen interest programming; and to expand opportunities for youth in
athletic programs.
To increase and enhance overall Library service to the public in the areas
of collection {adults and children), circulation, reference, audio-visual
materials and programming.
Continue to implement the City's Capital Improvement Program (CIP) as
adopted by the 198g Comprehensive Plan.

Improve public relatlons in Community Development Departments - Building
(and Code Enforcement), Community Improvement and Planning through
marketing techniques as informational handouts, comprehensive handbooks,
community appearances, workshops, etc.
Establish a community service office at the Community Center facility
at Ezell Hester Park for the Community Police Officer (GPO) program to
operate and headquarter.
To expand and enhance police public relations and service programming to
the community through programs as D.A.R.E., School Resource Office Program,
School Crime Watch Groups, Neighborhood Crime Watch, etc.
Continue the Quality Circle Programs for various employee work groups.
To implement a multi-discipline inspection team under the City Manager's
office to address various code violations in the field.
To complete and approve the Wastewater Master Plan update to develop and
evaluate alternative reclaimed water programs and uses which will utilize
large quantities of reclaimed water thereby reducing the annua~ discharge
of an existing resource to the ocean.
To increase safety training through the use of outside loss control spe-
cialist, in-house safety programs, and the promotion of safety equipment
use.
To conduct, evaluate and desi9n a plan to update Fire Station No. 2 as to
its interior {modernize).
Create a new pay matrix for the employee merit system based on fixed per-
centage variables.
Develop a program and plan for revitalizing the downtown commercial area
{central business district} thru the combined efforts of the downtown busi-
nesses, Chamber of Commerce, civic groups and organizations and the City.
Revise the CBD design guidelines and code standards, and the Community
Redevelopment Plan.
To improve the overall responsiveness of the employees to the residents of
the community through various public relations programs, in-house training
and schooling.
To thoroughly scrutinize departmental operations with a purpose of iden-
tifying any work in non-sensitive areas that can be accomplished by the
utilization of volunteer workers.
To evaluate our current codes and processes to ensure that they continue to
be applicable for the protection of life, health, safety and public welfare
of the citizens of the community, ie. building related codes, subdivision
code {sidewalks, lighting, stomwater, etc), and others.

41. To initiate efforts to annex unincorporated areas of Palm Beach County that
are contiguous to the City of Boynton Beach.

To initiate, review and revise/update the City Code of Ordinances, le.
landscape code, subdivision code, code enforcement related codes, etc. to
bring these regulations into conformance to present day standards, laws,
process and procedures.

To continue to implement applicable elements (goals and objectives) and
provisions required pursuant to the 1989 Comprehensive Plan, including
rezonings, map amendments, necessary zoning text amendments, environmental
regulations, land development regulations, and others as warranted by the
plan.
44. To complete the design and initiate the construction of a new activity
center adjacent to the City's Civic Center {Freedom Hall).
45. To continue to promote water conservation through various media, ie,
brochures, newsletters, utility bills, educational opportunities, etc.
