A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA, TO ESTABLISH
A RECYCLED PRODUCT PROCUREMENT POLICY
WHEREAS, the cost of municipal solid waste disposed of by
~he City of Boynton Beach has been increasing annually;and
WHEREAS, sanitary landfill space is at a premium and it is
becoming increasingly difficult to site new landfills; and
WHEREAS, the City of Boynton Beach's participation in and
)romotion of recycling programs can significantly reduce the
~olume of material entering the waste stream thereby maximizing
conservation and reducing expenses; and
WHEREAS, for recycling programs to be effective, markets
~ust be developed for products that incorporate postconsumer
laterials in their manufacture, are reusable, or are designed to

NOW, THEREFORE BE
CITY OF BOYNTON BEACH,
Section 1. The
IT RESOLVED BY THE CITY COMMISSION OF THE
FLORIDA THAT:
Purchasing Agent of
the City of Boynton
Beach shall conduct a review of products which are regularly
~cquired by the City to determine whether the specifications for
those products either require or exclude the use of recycled
)roducts, reusable products, or products designed to be recycled.
Section 2. In the event that such specifications exclude
the use of recycled products or require the use of virgin
~aterials, then such exclusions or requirements shall be
sliminated unless the pertinent department or entity can
demonstrate to the satisfaction of the Purchasing Agent that
these recycled products would not achieve a necessary performance
standard.
Section 3. All City departments and agencies shall:
(1) recontmend changes to the Purchasing Agent to ensure
that performance standards for products used by their departments
can be met and that specifications are not overly stringent, and
(2) to recommend changes to ensure that specifications will
incorporate a requirement for the use of recycled materials,
reusable products, and products designed to be recycled to the
maximum extent practicable, provided the use of such recycled
products will not negatively impact health, safety or operational
efficiency.
Section 4. Outside contractors bidding to provide products
or services to the City, including printing services, must
demonstrate that they will comply with the specifications
described in paragraph 3o
Section 5. Recycled paper, of the appropriate grade (e.g.
xerographic grade for xerographic equipment), shall be purchased
and used in all currently owned copiers, printers, and offset
equipment that will accept it when deemed to be cost-effective.
