An employee in this class is responsible for planning, budgeting, organizing, directing and coordinating the seizing, maintaining and disposal of property confiscated by the Police Department. Under general direction of the Special Operations Division, employee' is required to exercise extensive initiative andindepen- dent judgem~nt in investigating, negotiating and formulation of forfeiture cases. Empl~oye.e supervises vendors assigned or contracted to main- Work is evaluated in conferences with received from other agencies, and by examination of resULts achieved. ILLUSTRATIVE TASKS (Note: These examples are intended only as illustrations of the types of work performed in this classification. Acts as an assistant to the Special Operations Division, investigates and formulates forfeiture cases for court filing. Implements.programs for the storage and care of confiscated property. Coordinates the depositing of confiscated monies. Directs and reviews work of contractors hired to maintain and store seized vesse~ls, planes and other property. At the direction and under the supervision of the Special Operations Division Commander, negotiates settlements with Iienholders, attorneys and the general public. Serves as consultant and liaison to Police Department person- nel on matters pemtaining to forfeiture; develops techniques for implementation of Dew procedures and methods in the areas of records, reports, seizures, storage and disposal of awarded property. Conducts conf~erences with Purchasing Department, Risk Manager and others with an interest in confiscated property. Controls and directs the support Police personnel of the forfeiture unit, ~eveloping schedules, making assignments and reviewing work of iPolice personnel. MUst maintain property that is seized. Example of this is you may have to jump start a vehicle awaiting forfeiture. Performs related work as required. POLICE FORFEITURE SPECIALIST - Cont. Page 2 KNOWLEDGEr ABILITIES AND SKILLS Extensive knowledge of the organization, methods, practices, procedures and of laws governing forfeiture. Thorough knowledge of the sources and availability of re- search material, and the ability to effectively conduct research assignments. Extensive knowledge of investigative procedures, both in criminal and civil law. Ability to communicate effectively both orally and in writ- ing. Ability to analyze cost of maintaining confiscated property and develop cost effective methods to meet changing needs. Ability to analyze the costs and economic feasibility of forfeiture cases. Ability to establish and maintain effective working relation- ships with City officials, employees, representatives and other agencies, attorneys and the general public. Ability to supervise others in a manner conducive to high morale and production. DESIRABLE TRAINING AND EXPERIENCE Have some experience in criminal investigation. Have some experience in work involving public contact, and graduation from a standard high school. Possession of current valid applicable Florida motor vehicle driver's license. Physical strength and agility, good general intelligence and aptitude for police work. POLFORSP.JD Res. 90- PIPE LAYER NATURE OF WORK This is skilled work in performing a variety of tasks in constructing, installing, maintaining and repairing sanitary sewers systems and water mains. Work includes excavation and repair of broken sewer mains and water mains and the operation of dewatering pumps. Work is performed under the supervision of a foreman and is subject to review by observa=ion of work in progress and inspec- tion of completed assignments. ILLUSTRATIVE TASKS (Note: These examples are intended only as illustrations of the types of work performed in this classification. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment for this position.) Installs and makes structural repairs of sanitary sewers, storm sewers, water lines, hydrants and related equipment. Removes, cuts and installs pipe, works in trench or excava- tions, often with water in excavation. Will direct maintenance workers and equipment operator as needed. Performs work in manholes and lift stations. Operates tapping equipment, pipe saw and compaction equip- ment. Performs pressure and leakage test on new water mains and force mains. Performs steralization of new water mains for bacteriological tests. Performs related work as required. KNOWLEDGE~ ABILITIES AND SKILLS Working knowledge of construction tools and equipment uti- lized in sewer and water projects. Ability to understand and follow oral and written instruc- tions. Ability to perform heavy manual labor for extended periods. Ability to recognize safety hazards in the work involved and to take precautionary measures to protect self and others. Thoroughly familiar with OSHA standards on trenching excava- tions. Good physical condition and health; sufficient physical strength and freedom from disabling defects.
