Minutes 05-15-00MINUTES OF CAPITAL IMPROVEMENT PLANNING (CIP) TOWN MEETING WITH COMMISSIONER CHARLIE FISHER, HELD AT ROLLING GREEN ELEMENTARY SCHOOL, MINER ROAD, BOYNTON BEACH, FLORIDA MONDAY, MAY 15, 2000 AT 6:30 P.M. I, CALL TO ORDER Commissioner Fisher called the meeting to order at 6:40 p.m. and introduced "himself, as well as Commissioner Bruce Black, who was in the audience, and Mr. Quintus Greene, the Director of Development/CRA. Other staff present: Mr. Ken Hudson, Senior Planner Mr. Dan DeCarlo, Neighborhood Project Specialist Commissioner Fisher explained the purpose of tonight's meeting was to gain input into the City's Capital Improvement Plans (CIP). These are items that cost more than $50,000. ClP Citizen Request Forms were distributed, together with a definition of the Capital Improvement Plan to everyone present. Commissioner Fisher encouraged anyone with any ideas for capital improvement to please feel free to bring it forward. A sign in sheet was circulated for everyone present to sign (included with original minutes). Commissioner Fisher informed the audience that Mr. Greene would be explaining the process tonight and how various projects are ranked for priority. Mr. Greene explained that ClP Plans are something that all cities undergo. Mr. Greene pointed out how certain items are funded through a department's normal operating budget and that major items must be planned and budgeted for. He explained that City Departments commonly prepare a wish list of capital projects and then it is presented to the City Manager and/or Commission. However, since there is only so much money available for CIP Projects, the list is reviewed and at some point a line must be drawn. The general public does not usually become involved in this until the municipality holds public hearings for the budget. However, by that time, most of the CIP Projects have been included in the budget. Boynton Beach, however, wants to do it differently, and rather than wait until the end of the process for public input, the City is going out for public input in the beginning of the process, which is the purpose for tonight's meeting. MEETING MINUTES CAPITAL IMPROVEMENT PROJECT (Commissioner Fisher) BOYNTON BEACH, FLORIDA MAY 15, 2000 Examples of capital improvements could be: · Side walks, · Street repairs, · Drainage projects, · Parks, · Community Centers, · And any other projects that cost over $50,000. The City wants to know what the residents feel are needed in their neighborhoods as well as the Community itself and would like them to identify what they feel the community needs. Mr. Greene pointed out that these meetings are taking place throughout the entire month of May and the City's fiscal year begins on October 1st and goes through September 30th. In September the City will adopt the budget for FY2000/2001. It is anticipated that the CIP Plan would be adopted at the same time. A committee will evaluate each and every project, which will be weighted in accordance with the following criteria, of which there are 15, and in the order of their importance: Availability of grant funds; this in effect is a free project. Public sentiment usually obtained through the green cards that are filled out and logged from Commission meetings. Public health, safety and welfare. Federal and State mandates, which are projects required by the Federal or State government. Ongoing operating costs. Revenue generation potential. Quality of life. Consistency with the seven emphasis areas in the Visions 20/20 document as follows: 1. City government, 2. Commercial revitalization, 3. Economic Development, 4. Quality of life, image and character, 5. Education and youth involvement, 6. Neighborhood revitalization, and 7. Public safety and crime prevention. Economic impact, jobs and tax base. Continuation of prior funding. Intergovernmental Cooperation. 2 MEETING MINUTES CAPITAL IMPROVEMENT PROJECT (Commissioner Fisher) BOYNTON BEACH, FLORIDA MAY 15, 2000 Public/private venture potential. dollars. Historic preservation. Disaster prevention projects. Environmental Impact These are projects that will bring in private The first five projects are weighted at 3 points; the second five are weighted at 2 points and the last five are weighted at 1 point. Also, there is an impact scale that ranges from +5 to -5. Each project is looked at and weighted and each project will have a score. Staff and the City will rank all the projects by their scores. The City Commission will then be furnished with a book with all the projects and a spreadsheet ranked by score. Therefore the City Commission will be afforded an objective view of the projects based upon their relative merit against the set of criteria. The City Commission makes the final determination on which projects get funded. Commissioner Fisher introduced Mr. Dick Hudson, the City's Senior Planner, to the audience. If any member of the audience has any recommendations to make for CIP projects, Mr. Hudson will be available to assist in completing the form. Because of the time constraints, Commissioner Fisher pointed out that tonight's meeting was to discuss capital improvements. However, if anyone has any other types of issues, please feel free to call him at his home phone, 364-8717. Mr. Greene gave instructions on the proper method of completing the form and if anyone had any questions, he and Mr. Hudson are here to assist. Ms. Zibelli felt that a great deal of this had already been discussed and questioned if she had already submitted a form, was another one necessary? Mr. Greene stated it was o.k. to repeat the same request and if more than one persons identifies the same problem, this points out the need for this particular project. Mr. Marshall Friedland of Village Royale said that about 5 years ago they spoke to the City Manager regarding the paving of Gateway Boulevard. Also, the City has taken care of the flooding situation between their buildings and there is no more flooding. Mr. Friedland said they were advised that the paving of Gateway Boulevard would take place next year. Mr. Friedland would like to see the street paved in advance, which is a one block area, noting that their community has gone through the "tortures" of a Gateway Boulevard extension which was supposed to have been completed last March. Now the target date is October. Mr. Friedland would like his community to be rewarded for its patience and get this area paved this year. 3 MEETING MINUTES CAPITAL IMPROVEMENT PROJECT (Commissioner Fisher) BOYNTON BEACH, FLORIDA MAY 15, 2000 Ms. Zibelli also pointed out that the residents of Village Royale, when they look out their windows see long-neglected surrounding properties. Some homes are beautiful, while most of the rentals have been neglected for a long time. Commissioner Fisher responded that the paving of Gateway Boulevard has been budgeted for the year 2001. Mr. Greene stated that all cities resurface streets on a schedule and that streets have a certain life cycle. A woman said that there is a boarded up "crack house" on Ocean Boulevard and people are going in and out of the back of the building continually and hanging out along the street. She asked if extra police could be hired to police the area? Also, she would like to find a way to make people clean up their properties. She felt this area was a disgrace to the people who try to keep up their properties. Commissioner Fisher pointed out that this is an operating expense and could be addressed at the upcoming budget hearings. Another woman in the audience stated that this issue cannot wait and the neighborhood needs more policing. Commissioner Fisher suggested that he would schedule a meeting with Chief Marshall Gage to discuss these issues with him, which could be held in this area. Someone requested that the meeting be held at Village Royale. Commissioner Fisher will follow through with this meeting.. A gentleman in the audience noted that medians were installed on Ocean Parkway and that when the City starts a project, they should follow through. The concrete forms were constructed, but the medians in the middle were left unfinished and are now used for dumping trash. Ms. Zibelli noted that the City has been very good about picking up the trash and it is the rentals in this area causing all this trash. Commissioner Fisher introduced Mr. Dan DeCarlo, the City's Neighborhood Specialist to respond to this question. Mr. DeCarlo replied that the City is now in the process of installing irrigation on Ocean Parkway and the trees will be planted as soon as the irrigation has been completed. Mr. DeCarlo described the various types of vegetation that would be planted in the medians and the medians will look very nice once they are completed. Commissioner Fisher announced that two more CIP meetings are scheduled this month and pointed out the City is very fortunate to have experienced planning and development personnel and a new City Manager with fresh ideas. Another project that could be considered would be redoing Seacrest and that there might be matching County funds available for this project. Ms. Zibelli noted that the gates to the Rolling Green Park are now closed and the children have no place to play and asked if anyone from the City has spoken to 4 MEETING MINUTES CAPITAL IMPROVEMENT PROJECT (Commissioner Fisher) BOYNTON BEACH, FLORIDA MAY 15, 2000 Dr. Voss on utilizing the play area after school hours? Commissioner Fisher responded that the Advisory Board on Children and Youth does a neighborhood beautification project every year and this year they are planning a project for Rolling Green Park. Ms. Zibelli said that the City has to get Dr. Voss more involved. Commissioner Fisher suggested contacting the City's Education Advisory Board and asking them to focus on this. A gentleman in the audience noted there was a recent newspaper article in the Palm Beach Post that said people in VRG do not pay taxes and he stated 60% of the VRG residents are snow birds and they all pay taxes and the article made people feel like they were living here for nothing. Commissioner Fisher responded that the previous Commission asked staff to come up different alternatives to increase capital and no one in the City is trying to target VRG. Commissioner Fisher said that he has not seen anything in writing to substantiate this and staff is only looking at other areas to increase capital. Discussion ensued on raising the value of the property in the City. Mr. Greene stated that the administration is very concerned about increasing the City's tax base and raising property values. Mr. Greene noted that single-family rental houses are not the best things for a community. The City wants to encourage single-family home ownership and is looking at a number of programs to encourage home ownership. Therefore, it is important to improve the marketability of a community to make the community a desirable place to purchase a home. Commissioner Fisher said he met with some residents of VRG who showed him two homes in the neighborhood that needed attention. Commissioner Fisher said he inquired about those two homes and the homes had already been cited and are now going through the code violation process. A question was asked if the City is involved with HUD to get money into this area to revitalize the neighborhood? Mr. DeCarlo replied that the City has a very aggressive program of encouraging home ownership and has a qualified staff that does a great deal of work to assist people with home ownership. The City also has fix-up programs to maintain your home. In many cases there is money available, but people are unaware of these programs. Currently, the Code Compliance Department is doing a survey of every street, house-by-house, east of 1-95 in order to perform a complete inventory of every home. Secondly, Commissioner Fisher will speak with Ms. Virginia Farace to schedule a program or meeting with the Education Advisory Board to help with the Rolling Green area.
