Joel Barsky Eugene Fagan Charles Kanter James Jenkins GUESTS: None I. Call to Order Chair Mondello called the meeting to order at 6:32 p.m. II. Pledge of Allegiance III. Roll Call Roll was called and a quorum was present. IV. Agenda Approval —August 23, 2021 Motion duly made and seconded for the August 23, 2021, agenda approval. In a voice vote, the motion passed unanimously (6-0). V. Approval of Minutes — July 26, 2021 Motion duly made and seconded for the July 26, 2021, meeting. In a voice vote, the motion passed unanimously (6-0). VI. Unfinished Business — This item was heard under New Business. VII. New Business a. Department Administrative Manual Mr. Young presented the draft department manual to the board and explained that as required by their accreditation process, the manual was reviewed and updated every five Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida August 23, 2021 years. Mr. Young asked if the board had any questions or comments relating to the manual and there were none. b. MILK, "I Have a Dream" Event Chair Mondello noted that the event was being held this coming weekend with a reception on Friday night beginning at 5:30 p.m. where student artwork would be displayed in the Arts and Cultural Center. Mr. Jenkins asked why the event was being held now and who planned the event. Mr. Young explained that the event was scheduled to be held back in January but was delayed due to the COVID 19 pandemic. He added that the new date marked the anniversary of Dr. King's "I have a Dream" speech and that the event had been planned by the Dr. Martin Luther King Committee. Mr. Young asked if there would be another event in January 2022 and if this current event was advertised. Chair Mondello responded to Mr. Jenkins' concerns about publicity and turnout and discussion ensued about the various avenues taken to advertise and the invitations that were sent. Mr. Young provided further details. c. Jumpstart Tutoring Program Mr. Young explained the ideas for and planning steps for the tutoring program. It is a free program that was offered to 30 students that were moving from fourth to fifth grade. d. Funfare — 2021 Fall Mr. Young shared a copy of the recent issue of the City's Funfare magazine. He explained that the magazine is available in print and online and covers all the Recreation and Parks programs and summarizes the upcoming events. e. Needs Assessment Report (moved from VI. Unfinished Business) Mr. Young explained that the City's consultant, Dr. Meecham, had a scheduling conflict with tonight's meeting but was hoping to attend remotely if possible. Mr. Young noted that he had not yet heard from Dr. Meecham and did not see him online. Mr. Young summarized that Dr. Meecham had interviewed all board members and stakeholders in early 2020 as well as held community meetings to gather information for the overall assessment. He noted that a random survey had been conducted online. Dr. Meecham's job was to collect and assess all the data and report the findings. He noted that there 2 Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida August 23, 2021 had not been a lot of feedback, so he was looking for better ways to connect with the community. Mr. Young stated that the limited feedback received showed that there was a heavy desire for aquatics and health and fitness. He was pleased that the feedback showed that residents felt safe in the City's facilities. Discussion ensued amongst the board members. Mr. Young added that the consultant will make a final report with all of the findings and recommendations, and it will be made accessible to the public. VIII. Public Audience — None. IX. Items for the City Manager's Attention — None. Mr. Jenkins asked for the City Manager to consider holding a carnival event that would help raise money for City events. He mentioned a carnival he attends annually at the All- Saints Catholic School located in the City of Sunrise. Mr. Fagan suggested combining the carnival with the annual Pirates Fest event. Mr. Jenkins noted that the City needs to have a "home-coming" type of event to help all residents feel welcome. Mr. Fagan stated that 1200 trees were being delivered to Quantum Park and wanted direction on where to place the trees within the park. X. Future Agenda Items a. Arts and cultural Center Update — September 27. 2021 Mr. Young announced the upcoming event and noted that Diane Valentini will give a future update after the event. XI.
