A RESOLUTION OF THE CITY COMMISSION
OF THE CITY OF BOYNTON BEACH, FLORIDA
APPROVING AND ENDORSING DEPARTMENTAL
GOALS AND OBJECTIVES FOR 1990 AS PRE-
PARED BY THE CITY MANAGER'S OFFICE. A
COPY OF WHICH IS ATTACHED HERETO AND
IDENTIFIED AS EXHIBIT "A"; PROVIDING FOR
SEVERABILITY; PROVIDING FOR CONFLICTS;
AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City Manager's Office in conjunction with all
respective city departments have developed a list of departmental
goals and objectives for 1990; and
WHEREAS, said goals and objectives, as defined, comprise an
overall plan that when implemented will benefit the City as a whole;
and
WHEREAS, said goals and objectives as defined, when adopted,
shall hopefully serve as a directional guideline and a management tool
for the City of Boynton Beach, Florida, to strive for and work towards
in 1990.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA, THAT:
Section 1. The City Commission of the City of Boynton Beach,
Florida,.does hereby approve and endorse the departmental goals and
objectives for 1990 as attached hereto and identified on Exhibit "A"
as a mission statement for the City of Boynton Beach, Florida, to
endeavor towards completion and implementation.
Section 2. If any clause, section, or other part of this
Resolution shall be held by any Court of competent jurisdiction to be
unconstitutional or invalid, such unconstitutional or invalid part
shall be eliminated and in no way affecting the validity of the other
provisions of this Resolution.
Section 3. All Resolutions or parts of Resolutions in
conflict herewith are hereby repealed to the extent of such conflict.
Section 4. This Resolution shall become effective upon its
passage and adoption.

1. Continue to upgrade the level of service at the Municipal Golf Course to
the golfing community, and to improve the playability of the golf course.
2. Complete construction of the Northwest Fire Substation {Minor Road and
fireCongress operation. Avenue) and equip and man to become an independent self-sustaining

by the Fire Chief's Association of Palm Beach County, to provide a unified
approach to emergency scene management.

the needs of all municipal departments, including the advanced training
{hardware and software} of all support personnel on the AS/400 and micro-
computers.
6. Investigate the development of enhancements to the computer system in the
Police and Fire Departments {Computer Aid Dispatch-CAD) to provide for
departmental expansion for cost effective operation and efficiency.
7. Review, refine and develop new utility billing, payroll and general ledger
systems to enhance the internal controls; establish a pension benefits com-
puter system; and set-up investment policies and procedures.
8. Develop a long-term bond financing plan for funding {1) Tradewinds
Settlement {to include refunding the short-term BAN} and {2) the West Water
TreatmentimprovementPlantproject.Construction project and the Wastewater Treatment Plant
9. To update the East Water Treatment Plant through processes requiring modi-
fications to the softening basins, filters and chlorine storage/handling
facility; general renovations to the plant facility; and rehabilitating
wells.
To commence construction of a membrane softening water treatment plant at

16. Increase housing rehabilitation and reduce the number of substandard
housing units within the City through paint-up/fix-up and home improvement
programs, and thru the razing of vacant, structurally unsound houses.

{including affordable housing) through programs as the City's infill
construction program.

To pursue the acquisition of innovative financing sources to utilize for
housing rehabilitation and development through CDBG funding and grant
applications to other state, federal or private entities.
Beautify the Boynton Beach Boulevard corridor from 1-95 to US 1 (Federal
Highway) and US 1 north to the canal and south to SE 6th Avenue, with
landscaped right-of-ways and medians, lighting, sidewalk treatment, and
building architectural design treatment in the con~nercial and central
business district area.
20. Adopt design guidelines for Boynton Beach Boulevard; and review and revise
the Central Business District guidelines.
21. Develop and adopt an Equal Opportunity/Affirmative Action Program to
supplement the City's recruitment and selection policy.
22. To update the City's Civil Service Rules and Regulations to bring the docu-
ment up to today's standards and policies.
23. To increase and expand the City's recycling program to a larger number of
single-family home developments, and to condominiums and apartment
complexes.

Finalize the content of the City's Comprehensive Plan and initiate imple-
mentation of the Plan; including resolving all outstanding issues to attain
formal compliance of the Plan.
Adopt applicable regulations required pursuant to the 1989 Comprehensive
Plan, including zoning, map amendments, necessary zoning text amendments,
environmental regulations, impact fee, land development regulations, and
others as warranted by the Plan.

Establish a concurrency management system to insure that the levels of ser-
vice {traffic, drainage, solid waste, water, sewer and parks/recreation
facility} established in the 1989 Comprehensive Plan are being met.
Improve the efficiency of the development review process through amendment
to Chapter 19 and the preparation of a development handbook/guide.
Commence development and construction of the Congress Avenue Community
Park, Hester Park and Rolling Green Elementary Park.
Develop master plans for four (4) undeveloped park sites in northwest
Boynton to serve new residential areas - Boynton Lakes, Meadows 1 & 2, and
Quantum.
Promote and complete landscape and beautification projects throughout the
community with emphasis placed on conservation of natural resources.
Address social concerns of youth crime and drug use through greater empha
sis on youth programming. _
To continue improved programming for youth in the City; to continue empha-
sis on teen interest programming; and to expand opportunities for youth in
athletic programs.
To increase and enhance overall Library service to the public in the areas

42. To implement a multi-discipline inspection team under the City Manager's
office to address various code violations in the field.
43. Implement Crime Prevention Through Environmental Design (CPTED) principles
and methods in all plan reviews by the TRB.
44. The development and implementation of an employee incentive/suggestion
program to encourage pride and efficiency in delivery of service.
