Historic Preservation Programming and the local Ordinance — Staff has been reviewing the preservation regulations relative to the subject of tax exemption and exploring the possibility of amendments to increase its applicability. B. Historic Property Designation Reviews/413 NE 12 Avenue—The designation report for the review of this property's addition to the City's Local Registry is nearly complete and ready for the approval stage of the process. C. Historic Woman's Club maintenance — The status of the property maintenance will be discussed with an emphasis on the building's balconies and compliance issue of the railings with current building codes. D. Rosenwald Plaque for Poinciana Elementary School —The marker has been delivered to the City that recognizes the historic event involving the granting of seed money in 1926 from the Rosenwald Fund for the construction of a new elementary school building. Staff will finalize the precise location for the plaque destined for the southwest corner of the N. Seacrest Boulevard/MLK Jr. Boulevard intersection, and coordinate an event for its installation with all involved including the Board. 6. New Business: None 7. Other: Board meeting schedule and staff support for new fiscal period —Staff has discussed the most efficient use of limited resources available for the new fiscal period which is intended to advance the program as well as maintain compliance with the State's criteria for Certified Local Government status. 8. Hey Michael, The balconies at this time will remain closed.The railings were removed from the scope of work because they could not meet code. Not only would the railings have to be raised but the spacing for the pickets would need to be changed. In order to add new railing there will need to be Historical Alteration Approvals. We did have a balcony assessment done for maximum occupancy loads. See attached The contractor has received the permit for this project and has begun work on the bathroom renovations. We are scheduled to be completed by November V. 2022. I am Still waiting on confirmation on the elevator delivery, but I will send any new information I receive. I believe the door and window restoration has been done, I found an asbestos/lead report that was done in 2017. Avenue Boynton Beach, FL. 33435 Re: City of Boynton Beach—Women's Club—Structural evaluation of Balconies Ms. Mootz: We visited the Women's Club site on Friday, November 12`h,2021 to visually inspect/observe the existing balconies. Our findings are as follows: a. The balconies and walls appeared to be in good condition, with no visible cracks in the balcony surfaces or walls. b. No structural deficiencies were observed in the balcony decks or walls. c. The height to the top of the railings was however lower than the Code minimum. Note: Since this building is listed as a historic building, any changes to the exterior of the building will have to be submitted to the applicable Historic Preservation Board for approval prior to making any changes. In this case changes to the existing balcony railings would be construed as a change. d. A few areas were observed where the railing need to be properly secured to existing walls. e. The observations were based on visual inspection only and no destructive or non-destructive tests were conducted to expose hidden structural elements. Based on the lack of available information(existing drawings) regarding the existing balcony support member sizes, spacing and connection details, we are unable to assess the allowable Live load that may be imposed on the balconies, or calculate the actual Dead load of the existing structural components of the balconies. To obtain the necessary information noted above, destructive testing shall be required on the balconies. The required destructive testing shall be as follows: 1. Remove a section of the balcony ceilings at each balcony adjacent to the exterior columns. The sections removed shall be approximately eight feet (8'-0")long by two feet (2'-0") wide, to expose the beams spanning between the building and the exterior balcony columns, as well as the balcony support framing located between the exterior balcony columns. The opening should be centered on the exterior building column and located mid-way between the exterior column and the building. (The eight- foot direction shall be along the length of the balcony). Exact location of opening shall be determined in the field. 2. Remove a 12-inch by 12-inch section of the balcony ceiling to expose each end of one of the support beams located between the exterior support columns to document the support member end connection details. 3. Obtain a three-inch(3") diameter core sample of the balcony top surface to document the balcony surface materials. The core sample shall be taken between the balcony support beams to avoid structural damage to the beams. 4. The architect or engineer shall be given sufficient notice prior to the commencement of selective demolition and shall be present to measure and document the structure exposed during the selective demolition. 5. Additional selective demolition may be requested by the architect/engineer at that time. 6. Areas subjected to selective demolition shall be repaired and restored to their original condition to blend in with the surrounding areas by the contractor, after all necessary data and information has been documented by the architect/engineer Balcony Evaluation Update 6/16/22: On 6/ 10/2022, the Owner had a section of the existing ceiling below the balcony(west side of building) removed for architect/engineer's inspection. Photos and wood member sizes/spacing, dimensions, detail composition and connection methodology information were taken and documented. Field measurements of exposed existing wood beams and span dimensions were made. The species and grade of the existing beams is unknown. An assumption was made, and Southern Pine, Select Structural Grade was selected as the wood species for our analysis purposes. The Code-required Live Load for the balcony, at the time of construction is not known. Current Building Code Live Load requirements for this balcony would be 100 psf. An analysis was performed using 100 psf Live Load. The wood beams failed in bending, and deflection. The load was reduced and the calculations re-run with reduced Live Load until the support beams proved sufficient for the load selected. The wood beams passed analysis when the load Live Load was reduced to 50 psf. The maximum Live Load that may be applied to the balconies is therefore 50 psf. Please see the accompanying calculations at end of document Based on the information collected and the structural analysis conducted, it was determined that the allowable live load that can be imposed on the existing balconies is established at 50 lbs. /sf. (see attached structural calculations). Due to the age of this building(approx. 95 years old) and the inability to confirm the exact condition of every structural members, detail connections and assumptions taken, the occupant load factor for the existing balconies will be established at 15 sf/person. Therefore, based on that criterion, please note the allowable occupant loads determined for each balcony: 1. West Balcony (approx. 482 sf) - 482 sf/ 15sf/person =32 persons 2. South Balcony (approx. 265 Sf) - 265 sf/ 15 sf/person =18 persons 3. East Balcony (approx. 598s sf) - 598 sf/ 15sf/person =40 persons Page 4 of 5 City of Boynton Beach—Women's'Club—Evaluation of balconies. Based on the overall information collected and our analysis, our recommendation is that the maximum number of persons allowed on each respective balcony at any given time shall not exceed the calculated number of persons indicated above. In addition, we recommend that visible signage showing the maximum number of persons allows on each respective balconies be installed. Please let me know if you have any questions.
