3 A RESOLUTION OF THE CITY OF BOYNTON BEACH, FLORIDA,
4 APPROVING A GRANT ADJUSTMENT MODIFICATION (GAM)
5 FOR THE 2020 EDWARD BYRNE JUSTICE ASSISTANCE
6 GRANT (JAG);AND PROVIDING AN EFFECTIVE DATE.

9 WHEREAS, the 2020 JAG award was previously approved on December 1, 2020 under
10 Resolution R20-131; and
11 WHEREAS, due to restrictions during the COVID pandemic, the victim advocate and
12 officers were not able to obtain the required training needed to implement the previously
13 proposed Empowerment-Based Self-Defense Program; and
14 WHEREAS, the Boynton Beach Police Department submitted a scope change request
15 to the Bureau of Justice Assistance,JAG Program to instead utilize the allotted funding towards
16 the purchase of outer vest carriers for the officers' ballistic vests; and
17 WHEREAS, staff is requesting that the City Commission approve the Grant Adjustment
18 Modification pending approval by the Bureau of Justice Assistance; and
19 WHEREAS, upon recommendation of staff, the City Commission has determined that
20 it is in the best interests of the residents of the City to approve a grant adjustment modification
21 (GAM)for the 2020 Edward Byrne Justice Assistance Grant (JAG).
22 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
23 BOYNTON BEACH, FLORIDA, THAT:
24 Section 1. The foregoing "Whereas" clauses are hereby ratified and confirmed as
25 being true and correct and are hereby made a specific part of this Resolution upon adoption
26 hereof.

27 Section 2. The City Commission of the City of Boynton Beach, Florida does hereby
28 approve a grant adjustment modification (GAM)for the 2020 Edward Byrne Justice Assistance
29 Grant (JAG), a copy of the Grant Adjustment Modification is attached hereto as Exhibit "A".
30 Section 3. This Resolution shall become effective immediately upon passage.

Scope Change
Changing the Scope of the Award. Please indicate which of the following
are applicable to this scope change request. (Check all that apply): For
additional guidance regarding prior approvals for scope changes, see DOJ
Financial Guide Chapter 3.5 Adjustments to Awards, Grant Adjustment Notice
Note: Prior to submitting this request, please review any additional guidance
provided by the Department of Justice office that issued the award. Any
questions should be directed to the grant manager assigned to the award.
Due to the COVID pandemic in the current and past years it has made it difficult to obtain the training
needed to put the original project into action. In addition, once the project would be put into action it
required hands-on and close contact making it a challenge during the pandemic times.
Our agency would like to request a change of scope and utilize the allotted funding to go towards the
purchase of outer vest carriers (carrier only, not the ballistic vest)for the officers' uniforms.
There are several practical advantages that officers will immediately notice when wearing outer vest
carriers. Because the vest is worn outside the uniform, it becomes easier to adjust throughout the
officer's tour of duty. The temperatures in South Florida are extremely hot, officers will be able to get a
little relief while in the station or an equivalent safe and secure area
More importantly. the outer vest carriers are designed to spread out the weight of the gear the officers
are carrying and put less weight and stress on the officer's hips and back: reducing the chance for
injuries The duty belts tend to put all that weight. which can range between 25-50 pounds, in one
place around the hips rather than spreading it around. In the event that an officer is injured, an outer
vest carrier offers several advantages over the more traditional inner vest carrier. First, if the officers
can carry their tourniquet and other first-aid items in their vest they will be much easier to access on
an outer vest carrier_ In case of more serious injuries. an outer vest carrier can be more quickly
removed by responding officers or emergency medical personnel for assessment of the officers
wounds.
Additionally. some smaller framed officers may not have room on their duty belts for all of the
equipment the department allows them to carry.An additional pouch or pocket may allow the officer
to catty vital equipment they previously had no room for on their duty belt to do so.
The outer vest carrier mimics the look of the everyday uniform shirt, making for a more discreet way
to wear the body armor The advantages and options provided by an outer vest carrier are simply too
great to ignore.As technology has evolved, outer vest carriers have become more advanced and
offer even greater protection and functionality.
The Boynton Beach Police Department is NIBRS compliant and currently waiting on the vendor to
supply information to FDLE to obtain the required certification.The original project had the mandatory
3% set-a-side in the budget, the new attached budget does not include the 3% NIBRS set-a-side_ Our
agency will forward the certification once received

The Edward Byrne Memorial Justice Assistance Grant(JAG)Program allows states and units of local
government, including tribes. to support a broad range of activities to prevent and control crime based
on their own state and local needs and conditions. Grant funds can be used for state and local
initiatives,technical assistance. training, personnel, equipment, supplies. contractual support. and
information systems for criminal justice, including for any one or more of the following program areas.
1)law enforcement programs; 2)prosecution and court programs; 3)prevention and education
programs; 4)corrections and community corrections programs. 5)drug treatment and enforcement
programs; 6)planning. evaluation. and technology improvement programs; and 7)crime victim and
witness programs(other than compensation)and 8)mental health programs and related law
enforcement and corrections programs
This JAG award will be used to support criminal justice initiatives that fall under one or more of the
allowable program areas above Funded programs or initiatives may include multijurisdictional drug
and gang task forces, crime prevention and domestic violence programs; courts, corrections.
treatment,justice information sharing initiatives, or other programs aimed at reducing crime and/or
enhancing public/officer safety.
