A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
BOYNTON BEACH, FLORIDA ADOPTING JOB DESCRIPTIONS
AND MAKING THEIR POSITIONS PART OF THE PAY PLAN.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
BOYNTON BEACH, FLORIDA;
The job descriptions with the duties and responsibili-
ties of the positions of Development Compliance
Administrator in a Pay Grade 32; Landscape/Environmental
Inspector in a Pay Grade 28; and Environmental Impact
Coordinator in a Pay Grade 30; are attached and made a part
hereof and adding them to the Pay Plan.

QUALIFICATIONS
Graduation from an accredited college or university with a Bachelor Degree
in Public Administration, Landscape Architecture, Civil Engineering, Architecture,
Construction Technology, Environmental Studies or related field, or any equivalent
combination of training and experfence which provides the above mentioned
knowledge, skills and abilities. Must have a current valid Florida driver's license.

LANDSCAPE/ENVIRONMENTAL INSPECTOR
This position operates under the Development Compliance Administrator and is
responsible for the review of site plans and the inspection of existing and new
sites for code compliance. The employee also reviews and inspects plans and sites
for consistency with City environmental codes and standards.
ILLUSTRATIVE TASKS

Performs detailed review of plans submitted for Site Plan approval to ensure
compliance with the City codes.
Performs detailed review of plans submitted for Downtown Review Board approval to
ensure compliance with Central Business District Codes and Regulations.
Coordinates landscape and architectural submittals for Community Appearance Board
· hearings.
Performs preliminary and final landscape, architectural, and site--inspections
prior to Certificate of Occupancy issuance.
Prepares reports as directed and attends Community Appearance Board, Technical
Review Board, Environmental Review Committee, and Codes Enforcement Board meetings
when requested. ~
Handles complaints and inquiries'relative to City codes.
KNOWLEDGE, ABILITIES AND SKILLS
Knowledge of landscape design and installation in the South Florida region.
Knowledge of irrigation system design and construction.
Ability to read and interpret ~ite plans and construction documents.
Ability to learn municipal regulations relative to Zoning, Landscape, and
Environmental Codes.

NATURE OF WORK
ENVIRONMENTAL IMPACT COORDINATOR
This is a professional, supervisory position in pollution abatement,
industrial pre-treatment, and environmental protection.
The employee filling this position is responsible for permit application
review, occupational license review, environmental review, and field inspection,
in compliance with applicable rules and ordinances. Trains and supervises field
inspectors as required.

Directs the inspection of grease traps and industrial type back-flow
preventors.
Directs /ndustrial discharge surveys.
Identifies and monitors all sources of industrial pollution.
Reviews and analyzes samples, and investigates noncompliance incidents.
Ensures, through the ERB and occupational license process, compliance of
industries with local and state environmental laws and the 40 Code of Federal
Regulations.
Plans and supervises a coordinated compliance assurance program to insure
installations comply with conditions, applicable rules, requirements, and the
City Ordinance.
Determines the capacity of the treatment or pollution abatement equipment,
or the proposed construction to meet discharge limitations and tc prevent/abate
any existing or consequent adverse impacts on the environment or groundwater.
Consults with applicant and applicant's engineer regarding sound technical
design criteria, treatment standards, discharge limitations and the requirement
for comment from other agencies. '
Evaluates compliance schedules for pollution sources and treatment facilities
that cannot meet standards without extensive time-consuming modifications and/or
rehabilitation.
Determines site conditions (legal and physical) that affect the satisfactory
operation of the construction/installation.
Establishes sampling, analysis reporting and staffing requirements for
incorporating into permit conditions.
