88-HHRESOLUTTON NO. 88- A RESOLUTION OF THE CITY COMMISSION OF THE CiTY OF BOYNTON BEACH, FLORIDA, RELATIVE TO STATE MANDATES. WHEREAS, the City of Boynton Beach plans and works with due dilligence, to responsibly provide services to its citizens that are basic, and valuable to their daily quality of life within the City; and WHEREAS, the City of Boynton Beach Mayor and City Commission and staff are ever cognizant of balancing local taxes and revenues with a responsible level of services; and WHEREAS, much of what Boynton Beach and other cities and counties are required to do is a result of programs mandated by the State legislature, and refined by State agencies; and WHEREAS, the State Legislature tends to abandon its financial responsibilities as it places mandates on municipalities to carry out programs, while at the same time limiting and restricting local government revenue resources; and WHEREAS, the State's budget apparently continues to be very tight, and apparently there does not appear to be any alternatives for new revenues, which leaves the State with the option of shifting responsibilities for new programs to Florida's 67 counties, and 393 cities. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA THAT: Section 1. The City requests that members of the Palm Beach County Delegation to the State Legislature co-sponsor and support a proposed joint resolution for a constitutional amendment that would prohibit the State from taking any action that will mandate new programs and thus require City and County funding unless State funds are provided or there is a three-fourths vote by the Florida House and Senate, excepting growth management and environmental laws. Section 2. That this resolution be sent to members of the Palm Beach County Legislative Delegation, the leadership of the Florida House of Representatives, the Florida Senate and the Floridas Municipal League.
