Brown, Chief Bureau of Election Records DATE: September 15, 2021 SUBJECT: 2020 Report of Minority and Physically Disabled Appointments Section 760.80, Florida Statutes, requires statutorily created decision making and regulatory boards, commissions, councils, and committees to submit a report to the Secretary of State annually by December 1. A copy of the report must also be submitted to the Governor,the Speaker of the House of Representatives, and the President of the Senate. The Minority Appointment Reporting Form (DS-DE 143) is available online as a fillable and downloadable form on the Division of Election's website at dos.myflorida.com/elections/forms- publications/forms. To submit by email to the Department of State, please send as a .pdf attachment to: MinorityReports@dos.myflorida.com. The Minority Appointment Report discloses the number of appointments made during the preceding year from each minority group and the number of non-minority appointments made, expressed both in numerical terms and as a percentage of the total membership of the board, commission, council, or committee. In addition, information must be included in the report detailing the number of physically disabled persons appointed to the boards, commissions, councils, and committees in the previous calendar year. The Palm Beach County School Board's bid process satisfies the City's competitive bid requirements. 9 Meeting Minutes City Commission Meeting Boynton Beach, Florida June 16, 2020 with removing people from the murals. One of the individuals in our community was a darling of the district who grew up in Boynton Beach. Her family lives here, she has a legacy in the city. The other being the first Black Fire Chief, the city loves both. She indicated she was offended, and our community is upset as what they see as a lost to their community. She understands that this is an emotional situation. The decision was made with merits and the action has been taken. She stands in support of the City Manager. Commissioner Hay said he concurs with Commissioner's Katz and Commissioner Romelus, although Ms. Coles-Dobay is a close friend and ally. Gary Dunmyer, City Engineer, informed the Commission, staff finished the asphalt paths. As some of you may be aware. The asphalt path was spalling, in several places. It was at a slope that exceeded ADA guidelines. Staff were able to get in there and remove all the asphalt in late June, as of last week, the asphalt path is completely repaired. Work is scheduled to be done on Thursday and the park should be completely finished on Friday of this week. The only thing that would be outstanding maybe after Friday was maybe some minor irrigation. Vice Mayor Penserga inquired about the lighting upgrade. Mr. Dunmyer responded staff would provide the engineering design. Then next year, do the capital project, which would include, redoing the parking lot and improving the lighting. There was an opportunity to take part of the engineering design and incorporate it into a project this year. There was $70,000 set aside to do the asphalt repair. Noted next year, the lighting issue will be addressed. Motion Vice Mayor Penserga moved to approve. Commissioner Romelus seconded the motion, which passed unanimously. 13 Meeting Minutes City Commission Meeting Boynton Beach, Florida August 19, 2020 enforcement, alleviate poverty, family self-sufficiency education, job training and Boynton Beach Faith Based CDC which provides special services. The City of Boynton Beach is an entitlement city meaning that the City receives funds directly from the Federal Government, from HUD or some of the other sources. Ms. Brooks provided a summary of ineligible activities for the CBDG funds and explained reporting requirements. Noted the City must file annual reports, as well as extensive three-year Consolidated Annual Performance Evaluations. Michael Rumpf, Development Director, stated there are opportunities to administer the grant and present the internal policies to administer the program. Mayor Grant thanked Ms. Brooks for the presentation. Expressed there has been constituents requesting assistance and Ms. Brooks has always provided assistance. Commissioner Romelus indicated some of the population in Boynton Beach have language barriers. Dose the city have anyone within the department that is Creole or Hispanic speaking? Ms. Brooks responded the city provides both Spanish and Creole speaking staff. Vice Mayor Penserga asked about the sub-recipients reports or accountability. Ms. Brooks stated the funds are reimbursement funds. She explained the funds must be spent first by the sub-recipient. The city conducts site monitoring; additionally, the sub- recipient must demonstrate funds availability. The City requests tax returns and an audit statement annually. Ultimately, the city is in control. When the reimbursement is submitted, measures are in place to monitor the funding process. Ray Carter, Interim Fire Chief, explained the grant is from FEMA. The funds are usually used for gear, but they designated it for COVID-19 Personnel Protective Equipment (PPE.) The Department applied and received an award letter, but the City Commission has to approve the acceptance. Any PPE purchases they made since January 2020 related to COVID-19 protection, such as sanitizing equipment, masks, gowns face shields and others of that nature can be reimbursed. Ms. LaVerriere advised Andrew Mack, Director Public Works, had a brief PowerPoint presentation. Mr. Mack explained Oyer Park operating costs were $104K, which he reviewed. Upcoming Capital Improvements at Oyer Park were anticipated to be $1.746M scheduled in the next two years, which included a Florida Inland Navigation District (FIND) Grant of$500K. He noted last year, the City renovated the Coast Guard building. This year, the City was renovating the ramp and dock. Mr. Mack reviewed the current and proposed daily parking rate which would be capped at $10 on weekdays and $25 on weekends, and the boat trailer parking rate. He noted since the City received prior grants for improvements at Oyer Park, the City cannot differentiate between residents or non- residents of the county or state while processing permit applications. Daily parking rates were compatible with other municipalities. The boat launch trailer parking rate was also reviewed. Mr. Mack explained the prior fees did not cover the costs to maintain the park. Mayor Grant noted there would be repair and replacements of the launch and asked how long the work would take and if boats would be able to use the launch during the replacement. Mr. Mack anticipated the project would be phased with some access throughout the duration. There may be periodic closures, but no long-term closures. Mr. Mack was asked if they could give a Florida and a non-Florida rate. Mr. Mack replied he would have to check with Debbie Majors, but thought so as Lake Worth did so. Mayor 6 Meeting Minutes City Commission Boynton Beach, Florida October 20, 2020 Drew Martin, on behalf of the Sierra Club, was concerned the development of the Nickels property would damage the City's efforts to stop climate change. The property has important species on it and he wanted the City to preserve the property. He thought cities who support climate change should respect trees and there are numerous trees on the property that need protection. Existing mature trees are the type of trees they need to preserve. He did not think the City needed to sell the property. He asked they not go forward with the sale of the property. Elizabeth Rogue, Centennial Management, received confirmation the Nickels property item was tabled to November 4th Robert Nebb, 640 E Ocean Avenue. was against abandonment of SE 1st Avenue. Tractor trailers make deliveries to the shopping center and it is the rear entry to everyone else on the south side of Ocean Avenue which often floods. SE 1St Avenue was the only access to Ocean Avenue when Ocean Avenue floods out. He opposed abandonment and advised they must keep the street open. 5. Administrative A. They have held flea markets, and have been partnering with City officials and act as liaisons for the community. They help with job fairs and try to help with resources. They received a grant with Healthier Boynton Beach and have been holding training for 20 community members on how to perform CPR and Stop the Bleed. They also picked up 500 pounds of garbage.
