All plumbing contractors and master plumbers shall have either in person or by ~n employed representative:~ an active "P!aster Plumber's" Certificate of Competency. Such certi- ficate or competency shall be obtained by .taking and passing the Pa~n Peach County Plaoming g Zoning test for "Master PlumLers". Journeyman Plumbers shall have a valid Journeyman's Card in their possession. Plumbing Contractors shall apply for a license~ as set forth by Ordinances of this City~ and shall obtain same b~efore beginning any plumbing wo~<. Such license shall be renewed ea~ year. Such appoint--~ cents shall be made by the City Comncil at ~e January meeting, in which other City Officials are appoLnted. The Plumbing Board shall consist of five membe~ m~d one alternate, d~osen as foli~zs: one shall be a ~Master Plumloer~, one shall be a "Jourmes~an Plu~ber~ , one shall be the P!um~lg Official, or his duly appOinted represen- tative~ and the two or, hers shall be la~.~.en. This Board shall adopt its o?m r~es of procedure. ~10o2 -~22.1 (a) (c) DUT~S OF 1~ PLI~ZqG BOBRD: It shall be the duty of the Plumbing Board to prepare and administer examinations for ~'~Journeyman Plnwaber'~ , when-~ ever such examinatior~ are not available at the Palm Beach County Building $ Zoning Deosrtment. Further duties shall consist of revising and up-dating the Plumbing Code from time to time and revie~ng ~,mr~ Ln relation to plumbing. Section 114: BOARD OF ADffb~,~ The .Board of Adjustment, ns presently constituted, Ln the City of Boynton Beach, Florida, shall hear all appeals, as set forth .~m the follov~ng sections. Section 115: APPFALS TI~'~ LII~T: I~enever the Building Official shall reject or refuse to approve the mode or manner of construction of proposed plumbing work~ or of materials to be used in pl~rLing work, or when it is claimed that the provisions of this Code do not apply~ or when it is claimed that the true intent and meaning of this Code, or ~ny of the regulations thereunder have been misconstrued or ~.~rongly interpreted, the ~mer of the building or his duly authorized agent may appeal from ~e decision of ~e Building Officie! to the Board of Adjustment. Notice of appeal shall be in ~iting on forms prescribed by the Board of Adjustment. A fee in the amom~t set by %he Board of Adjustment shall accompany such notice of appeal. The ~mitten notice of appeal must be filed ~th the Chairman of the Board of Adjustment ~zith- in thirty (30) days after ~e decision which is being appeal- ed is rendered by the Building Official. Section 116: DECISIONS AND RECOI~tDATIONS OF T~_~ BOA_RD OF BDJUSI/~. Decisions ~ ~peals. The Board of .Adjustment, when so appealed to and after a hearing, m~y modify or reverse the ~_nterpretation of the Building Official and when so doing, the Board shall specify in what n~mner ~he interpretation is modified and/or re~ versed and shall specify sud~ conditions, if any, upon which its decision is made. Every decision of the Board of ;djustment shall be final, subject however, to such remedy as any aggrieved party might l~ave at law or in equity. Every decision shall be filed in the office of the Building Official and shall be open to public inspection~ a copy of earl% decision shall be sent by mail or otherwise to the person m~dng the appeal. Delete in its entirety and substitute therefor the following: T55~ of Pipe - PVC Schedule 40 or Schedule 80 may be used for Pg~ instal!a~ tions ~ the follow~_ng m~nmer: khen PVC Sd]edule 40 to 80 is used, it shall be made from T~vpe I or Type II polyvinyl compounds as defined D-1784~CST and as set forth in CS-272-85. Polyvinyl chloride (PVC) pipe and fittings shall conform to the re- quirements for .materials, dimensions~ and tolerances, deflection load, cr~sh resistance, hycl~aulie burst resis- tance, che~cal resistance, water resistance, flattening resistance, impact resistance, joint tightness, markings and labellings as set forth in CS-272-65. Solvent cement used in joining PVC Pipe shall conform to the requirements as set forth in CS-272-S5. Ail PVC pipe shall be properly ma~ked to sh~ compliance with ~S-272~S5 by the National Sanitation Foundation (NSF) or other approved testing labor- atomy. The installation procedure for PVC Plastic d~ain~ waste, and vent shall be as follows: Visibility of marking. Always position pipe and fittings so that identifying markings are readily visible when installed. Joining Technique~. (a) Cutting of pipe. Cut pipe square without ragged o~ buz~ed edges so that pipe ends seat squarely in the fitting socket. Insert pipe to the full depth of the socket. (b) Preparation of socket jof~ts. Clean all joining sur~ faces by wiping with a cloth d~pened vith ~,_ethyl ethyl ketone, so that they are f~ee of di~t, grease and any forei~ matter. Apply solvent cement with a natu~a! bristle brnsh. Apply a light t~dn coat of solvent cement first to the pipe for a length equal to the socket dep'th. Immediately forum the pipe and fittings together with a slight l~visting motion, if possible, to insure full engagement of pipe into the fitting socket.~ Reprove e~.'cess solvent eem~ant from the ex- terior of joint with a clean dry cloth. Reasonable handl- ing of the assembly is per~aissib!e wi~b~n ~.~ minutes after joining. Do not attempt to distumb the pipe-fitting joint after the cement Ires set~ d~mage to the joint and loss of fit may result. Should any delay develop in assembly, apply an additional coat of cement immediately prior to Alignment. In ass~ebling plastic pipe and fittings, exercise care to establish propem gmade of alignment before joining wi~h solvent cement. Installation may not be satisfactory if pipe and fittings are subject to strain by forced position- ing to obtain grade o~ alignment. Do not bend the pipe. Threaded connections. Do not thread the plastic pipe. Use admptor fittings when transition from pipe to threaded eon~ struction is necessary. All fittings having, threads shall be ~readed with Av~rican Standard Taper Pipe Thread (ASA B2,1). The plastic pipe-fitting joint ir, these fittings r~,~ast be of the solvent cement type. T~ansition fittings° (a) Connections to traps. Use only approved type of tmaps and co~nect them by m~ao~ of approved threaded tmap adaptors. Solvent cement ~he t~ap adaptors to the plastic pipe. (b) Connection to closet flanges. Install screw closet flanges in the drainage system, by means of a threaded connec- tion or solvent joint. Support horizontal piping at intervals of not more ~an five (5) feet, at ends of branches, and at all points of change in direction. Support vertical piping in accordance ,~.~ith recon~endations of the manufacturer. Support trap arms in excess of three (8) feet as close as possible to the trap. (b) Approved inangers. Use metal or other approved hangers. Exercise care not to compress and distort the pipe. (c) Building drains under floor slab. }~ake trench bottoms smoo~ and of uniform grade ~,zith ei~er undisturbed soil or a layer of selected and compacted backfill so that no settlement will be encountered. Pipe must hear on this n~terial throughout the entire length of its bsmret, Exposure to element. Normal construction site handling procedures can be fo!l~ed. It is good practice to store pipe and fittings m~der suitable cover prior to installation. Transition to Bell-and-Spigot Pipe. ~ake connections or transitions to hell-grad-spigot cast-iron soil pipe and fittings and to bell~and-spigot pipe and fittings of other materials, wi~ approved nm~hanical compression joints. PVC pipe shall not be utilized where it will be exposed to daylight. PVC pipe shall not be used ~ excess of thirty six (36) feet in height~ fro~ first floor level to extre~ vertical member of the dra~n~ ~ste, and vent system.. Said pipe shall be install- ed in such a mammer as to enable the electrical contractor to obtain a firm ground W_th an approved grounding device. Such pipe may be used as a hos% bib. Substitute therefor: No trough urinals will ~be permitted. Add: La~m sprinkler systems shall be connected beyond the main water "shut-off" valve. 1213.8 Delete: "%,here water pressures are excessive". 1216.2 Add: Ail fixtures shmtl be supplied with shut-off valves where possible. 1305.2 TABLE: Add: No waste drains where watem closets are attached shall be less than 4" (inches). Section 3: Separability: Each of the provisions of t~s Ordinance are separable:' indluding ~;or~, clause, phrase or sentence, ~nd if any portion hereof shall be declared invalid, the remaining portion shall not be affected, but shall remain in full force and effect. Section 4: Repealing Provisions: Ail ordinances or parts of ordinances in conflict herewith are hereby repealed. Section 5: Effective Date: This ordinance shall become effective in %he manner and at the time provided by the Chapter and Ordinances of the City of Boynton Bead's, Florida.
