I. Call to Order— George Feldman, Board Chair
Chair Feldman called the meeting to order at 6:00 p.m. Self-introductions were made.
Introduce Margaret Newton, New Library Advisory Board Member
Ms. Newton introduced herself explaining that she has lived in Boynton for 40 years and
her children attended school here. She has served on a few Boards and she applied to
the Board because she did work with the Library in a creative way and she wants to
keep it up. The members welcomed and introduced themselves to Ms. Newton.
11. Approval of Minutes —July 27, 2022
Motion
Ms. Levine moved to approve the minutes. Mr. Devlin seconded the motion. The motion
passed unanimously.
Ill. Correspondence and Communications
Mr. Devlin stated he was a volunteer with the Civil Air Patrol. They have a program for
the Board to consider, which will be discussed next month.
IV. Public Audience (individual Speakers Will Be Limited to 3 Minute Presentations)

V. Chair's Report— George Feldman, Board Chair.
Mr. Clark stated the Board voted to merge the November and December meetings due
to Thanksgiving and date was set for December 7th. Mr. Clark commented that he will be

in Tallahassee. He is requested moving the meeting date to December 14th.
Motion
Ms. Levine moved to change the meeting date to December 14th Mx. Ratcliff seconded
the motion. The motion passed unanimously.
V1. New Business (Heard out of order.)
Christina Graves stated she runs the Creative Studio Makers Space in the Library and
oversees crafty public programs the Library holds. Ms. Graves explained that Creative
Bug is a new data base of professionally done art and craft videos taught by experts.
Creative Bug is in the digital library under Online Learning under crafting and creativity
online classes. Users must have a Library card, create a user name and password, and
the programs allows videos to be saved to be viewed at a later time.
Instructional videos can be played in craft classes on smart boards. Most videos are six
to 10 minutes, but some are more detailed and 25 minutes. This has been online for
three months and there are usage statistics in the report. Staff evaluates the videos in a
year to see if the return on investment is worth it. They also have children's classes in
STEAM. Non-Boynton residents can register with the Library and have access.
Anyone in Delray/Boca can get a free Library card in Boynton and Boca residents in
some areas of Boca can pay$30 and get a card. It was explained Boynton has
reciprocal agreements with other libraries, but Boca does not reciprocate so they would
have to pay.
Mx. Ratcliff stated the Creative Edge Studio is incredible and she urged the members to
check it out.
VII. Unfinished Business:
ARPA Grant Update—Craig Clark
Mr. Clark stated he submitted the Library's final report and they are finished with the
$93,084 grant. It was an amazing, one-time grant through which they hired the Public
Technology Trainer full-time to create a curriculum and teach the public. The traininer
has taught more than 90 classes with 265 participants. Mr. Clark was able to talk about
the success of the program and City Commission allowed the position to become full-time
permanent and Brianna Tabil is now full time and doing an excellent job. Mr. Clark added
that he has been receiving excellent feedback from the public.
FY22/23 Budget Update— Craig Clark
Mr. Clark had provided a copy of the final approved budget, which included Ms. Tabil as
a full-time employee, but they gave up two part-time positions to accommodate Ms. Tabil.

Part of the grant that was received paid for Ms. Tabil to be hired in February and purchase
25 laptops, 16 iPads, a $51K Smart Board, a printer and office furniture. Ms. Tabil
conducted 90 ane-on-on individual sessions and some of the people she assisted with
resumes got the job, which is life changing. The Library's total budget had a 1.91%®
increase from last year. It was noted the City supports the Schoolhouse Children's
Museum, which is part of the Library's budget.
Staffing Update — Craig Clark
Mr. Clark announced that they had three vacancies, with two of them vacant for quite a
while. Staff just hired the Supervisor of Customer Services/Relations who will start mid-
November. Staff also offered a candidate the Research Librarian position and hoped she
will start in December. Staff also made a contingent offer to someone for the Marketing
and Outreach position vacated by Madison Kjosa. Mr. Clark advised the candidate has
a lot of experience in a large library system and he hoped all three will be onboarded in
November and December.
Career Online High School Program Update—Jeannie Taylor
Ms. Taylor stated that they had two more graduates receive their diploma, having a total
of 14 people whose lives were changed by helping them to get a high school diploma.
There are 11 students in the scholarship program and two of them are over 90%
complete. There is one person in the prerequisite program.
Mr. Clark clarified this program was funded by the State Department of Education and is
run by the State Library system. The Governor vetoed the program this past year so they
do not have funding to continue the program into next year, but staff will consider
purchasing some scholarships for Boynton residents and hopefully, the State will fund it
again next year.
AeriCorps Program Update—Jeannie Taylor
M. Taylor commented that detailed reports about the AmeriCorp program were included
in the backup. The program was doing very well. The volunteer handling afterschool
help has a lot of regular students. They already built a bond of trust and the students
come regularly. The volunteer has help from other AmeriCorp volunteers that come
afterschool to the Library for additional hours as it helps to have more students tutored.
She has used teen volunteers to schedule and register students so she can keep things
organized, otherwise kids want to come for tutoring all at once. The City also has an ESL
AmeriCorp beginner class that is about three quarters of the way through the workbook,
so next month they can move to the intermediate class and then they will start a new
beginner class. There is already a lot of interest and word travels by word of mouth. The
volunteer also has individual appointments and one person comes just to work on
pronunciation. She has diverse cultures of students.

Palm Beach County Bar Association Meeting RE: Banned Books—Lindsay
Karten, Board Member
Ms. Karten explained she received an email letter from the Palm Beach County Bar
Association inviting her to attend an educational class regarding banned books. She
signed up to attend and Mr. Clark attended as well. She thought it would be more legally
based, but she learned a lot. She announced that the top three reasons why people are
challenging books in libraries and school are: critical race theories/racism, sexuality, and
gender identity. The Legislature now has reporting requirements, so at the end of the
year, all challenges and their outcomes have to be reported to the State. So far this year
in Palm Beach County, there were zero challenges to the county library. The Palm Beach
County schools had two challenges in elementary schools and the challenges were both
abandoned.
One speaker at the class was an attorney for the school board and the other worked for
the Palm each County Library who was in charge of collection development and
intellectual freedom. It seemed like with school challenges, they would move things by
age appropriateness. The American Library Association has a Bill of Rights, with the
main point being public libraries should have material on all ideologies so patrons can all
become knowledgeable and make their own choices.
Ms. Karten explained libraries are pretty emphatic, they will not allow pornography or
books teaching people how to commit a crime. They did not really discuss school, only
that school materials be age appropriate.
Mr. Clark explained that school districts have committees that evaluate books used in
classrooms. Mr. Clark stated that during his 18 years with the City, he was approached
about concerns, but nothing formal.A library provides information and people disseminate
it as they see fit. He recalled this occurred a long time ago, but the patron never submitted
form
Another incident was about song lyrics. Mr. Clark stated that he purchases the music
unedited. Mr. Clark explained that they use professional reviewing sources and many
pop titles are professionally and peer reviewed and not all books get a good review. Ms.
Taylor purchases fiction and Mr. Clark purchases non-fiction and together they purchase
80% of collection, excluding youth and teens as other librarians make those selections.
That is their main source of reading review, and nearly everything is reviewed. Mr. Clark
responded locally, statewide and nationally,they talk about materials that are challenged.

Mr. Clark commented that Citrus County Florida had a gay pride display and it was
challenged, so it is displays, as well as materials that are being challenged. There is a big
backlash from people who do not agree with some ideologies and are trying to stand in
its way. There are also a lot more challenges on LGBTQ library materials. Mr. Clark
explained that staff tries to purchase materials to accommodate everyone in Boynton
Beach.
Discussion followed about areas having less challenges and that it may be political
ideology versus core beliefs, but there is a correlation. Ms. Karten pointed out that there
was a clarification between banning and challenging books.
Ms. Taylor pointed out staff had previously brought to the Board the updated collection
policy, which the Board approved and the Library Bill of Rights. It was pointed out the
Library staff does not censor. Mr. Clark stated that he would never select books that
would be detrimental to one's person.

Chair Feldman called the meeting to order at 6:04 P.M.
Self-introductions were made. A quorum was present.
III. Approval of Minutes — October 26, 2022
Motion
Chair Feldman moved to table the minutes to the next meeting. Mr. Devlin seconded the
motion. The motion unanimously passed.
Ill. Correspondence and Communications
Mr. Devlin stated that at the last meeting, he spoke about Civil Air Patrol youth programs.
He said that it would be a good way to expand youth programs in the Library and to other
groups. He stated that there is an entire set of books for grades 1 through 6, that will be
sent for free to the educators for the students and have STEM kits for appropriate grade
levels. He explained that the educator will then fill out a survey indicating how many
students they originally had, how many participated and finished, and then they can
request the next class. He noted that this program is used for home schooling, and the
Palm Beach County Library signed up two of their employees to be educators. He
reviewed the paper airplane class for the youngest students.
Mr. Clark stated that they are without a Children's Librarian at the moment and that when
they hire a replacement, they can look at it and either order the kits for home schoolers
here or find a volunteer to teach it.

Discussion ensued regarding Mr. Clark and Ms. Taylor signing up as educators and
reviewing the lessons, and then delegate to a volunteer.
Mr. Devlin advised that when students become 11 and 12, they become cadets and they
will teach students the materials.
Mr. Clark said he would pay the 35 fee.
Ms. Levine advised that the City has free movies and concerts. She said that she mans
the information booth and Mr. Clark provided her with a lot of Library materials about the
different departments. Anytime there are new materials pertaining to the City, she will
pick it up and bring it. She also thanked the Library staff. She announced that she put in
an order to get a book that is difficult to get, but she got the book quickly.

Introduce Mary Cassell, Senior Librarian-Customer Relations
Mr. Clark introduced Mary Cassell, Senior Librarian for Customer Relations Ms. Cassell
stated that she lives in Delray, and worked in Broward County, but she is excited to be
part of the City Library, its local efforts and organizations.
Career Online High School Program Update—Jeannie Taylor
Ms. Taylor announced their 15th graduate from the Career Online High School Program
who will celebrate the event at the City Commission meeting in January. She said that
the student finished the program in four months, when it usually takes 18 months. She
stated that they have nine students in the program. She explained the graduates receive
a Certificate of Achievement and that some students are from other countries, but their
education does not translate here. She elaborated that it is very expensive for foreign
students to have their transcripts evaluated, so the diploma really helps. She noted that
the program provides a fully accredited high school diploma and graduates work on one
of eight career certificates in different fields, certifying them in a vocation.

Mr. Clark explained that the cost of the course is over $1,295, but students are awarded
free scholarships and information on the program is on the website. He advised that the
State funding for the scholarships is depleted and funding will not occur until June.
Ms. Taylor explained that hopefully, they will have two scholarships left and when, but
when the Library funds a scholarship, the student must be a City resident; when the State
funds it, the student can be from anywhere.
AmeriCorps Program Update —Jeannie Taylor
Ms. Taylor stated that the Afterschool Homework Help Program is going strong. She
mentioned that she has other volunteers who need more hours, so when they are done
at the school, they come to the Library to help. She explained how volunteering with the
ESL class works.
VII. New Business
Holiday Food Drive —Sponsored by the Friends of the Boynton Beach City
Library and City of Boynton Beach
Mr. Clark stated that the City is having a holiday food drive, as noted above. He included
a flyer in the packet regarding the needed items. He said that the City is accepting
donations until Friday and they will help put the baskets together.
Chair Feldman spoke about volunteer opportunities to give Library tours.
Mr. Clark explained that staff gives the tours and if a volunteer wants to offer a tour, they
should contact staff and they will arrange it.
Ms. Taylor announced that they had a tour for 22 women from Palm Chase who wanted
to know about the Library and there were several presentations made during the tour.
She said that by the end of the tour, they had 21 new card holders. She advised that now
tours are limited to 25 people.
Ms. Levine recalled that last year, they had a women's group tour for 40 or 45 women of
the downtown, including the Library, and all were amazed. She noted that with the Kinetic
Event being held on January 28th and 29th, they can showcase the art and Library.

Mr. Devlin said that on Saturday, at the South Florida National Cemetery, they will be
holding a Wreaths Across America Event, which is comprised of a short ceremony and
then they place wreaths on the graves of all of the Veterans. He invited the members to
attend early to sign up to participate.

Archives Activities
Mission Statement: The Local History Archives continues to collect,preserve, and make accessible historical materials
concerning the communities of Boynton Beach. We continue to build our collections and provide access to them online.
Over the year 2022,the Local History Archives has received over 50 donations. While all donations are
appreciated,there were a few spectacular contributions.
• The Boynton Beach Historical Society newsletter editor's files from Dr.Voncile Smith.These included materials
that members had sent in for inclusion in the newsletter(2022.002), including many photos from several
families, including Betty Zobel's,Swilley and Weeks families, Grace Knuth's,Anne Weems Michael, and Don
Cherry Jr. Many of these are now available for viewing online,and a few were included in earlier issues of the
Boynton Beach Historical Society newsletter, encouraging input on identifications.
• Miss Gillian,who operated Miss Gillian's School of Dance (1956-1986), continued to donate,and some of her
student performances,and many photographs, are now available online.
• The Traylor family papers are rich additions to our historical collections.

• Local, but internationally known, artist Bernard Thomas designed a series of charming Christmas cards with his
family's portraits.
• The Police court docket(18 Jan 1927 to 9 Sept 1935)offers a very interesting and rare glimpse of life in Boynton.
It has been digitized in its entirety and made available online.
• In response to the Boynton Beach Historical Society being awarded the Judge James R. Knott Historical
Contribution Award by the Historical Society of Palm Beach County for their efforts to rescue the 1913 Boynton
Elementary School and 1927 Boynton High School,the Archives has built a collection of images of those efforts
for display and archival documentation.There were a huge number of images in the Facebook group of the 2009
and 2015 protest rallies,and I tried to collect and get permissions from photographers as best I could.
• Our most recent donation,from the Oyer family, is a sign from 1961: "Boynton Beach News Our 16th Year."The
Boynton Beach News was a weekly newspaper published in Boynton Beach between 1946 and 1963.

Creative Edge Studio Usage Report - By Christina Graves
December is always a weird month with the holidays, we saw slight drop in our programs across the
board. Excellent attendance in the Studio and new people are continuing to find us.The Studio is getting so
busy we have switched appointment times from 2 hours to 1 hour and 45 minutes.The Glowforge is seeing
the most use, which means a service will be needed sooner rather then later. I am hoping that reducing

appointment times will give the Glowforge a little break as well. I will also play with my schedule to see if I can
add additional appointment times to a few days.
This time last year, I had 7 appointments in all of December. Only 6 people attended Card Crafting, and
we had not yet added the additional evening program. We have grown so much.

Computer Literacy
Week 1:
I had trouble contacting all the attendees, but they all showed up for the first class. First class went
over all the ports/parts of the laptop. Showed them how to use a mouse, how to turn on the laptop and how
to plug it in to charge. Ended the class with them practicing Mousercising through PBCLS. All five attendees
were excited to be in the class, and all exclaimed that they learned something new in class.
One attendee wanted to know if I would be doing any more computer literacy classes—she wants to
sign up her son for coding classes.
Week 2:
All five attendees showed up and we went over the keyboard. I showed them all the function keys. I
taught them some trouble shooting when typing on a keyboard and getting no response from the computer.
Practiced turning the laptop on and off properly, showed them how to connect to the WIFI.
One attendee told me he specifically changed travel plans so he could attend the third class and no miss a
single one.
Week 3:
One attendee dropped out without telling me. I only found out after I called her to follow-up that I
learned she actually just got a new job and would not be able to attend the rest of the classes. I couldn't hold
that against her, we have been working hard together to get her resume up to date.
Only four attendees left and we went over the File explorer. I created a bunch of practice files so they
could practice opening and closing and saving files. Used USB Drives to show them to how to create new
folders and how to move around the File Explorer. Also went over how to properly eject a USB Drive and what
to do when files are deleted.
Week 4:
Final Class! We spent the class reviewing EVERYTHING we a,
went over. I created an assessment form for them to fill out and CERTIFICATE
make sure they knew how to do everything (attached to the end of OF C°MPIEVON
this report). I created a certificate of completion for each attendee
(they asked for one at the end of the class.) ��"®1l� .%,Gl6>l

4-Week Computer Literacy class. All four knew how to turn on and
off a laptop, and knew how to identify the different parts of a
laptop. All of the attendees asked for more classes and will keep in
touch with me to let me know their progress.
Outreach:
December 12th, 2022, 1 did an outreach program with the Deaf Senior Citizens of South Florida in
Wellington, Florida. I presented my class: Protect Yourself from Scammers, Spammers and Hackers.There was
a total of 37 people in attendance and they provided their own ASL Interpreter for me. The program lasted
about two hours, during that time I gave them all examples of scams and how to protect themselves. I learned
that the deaf community is very vulnerable to scams and get scammed out of money more than most people.
Susan Robbins,the president of the group, invited me to present this class for the DSA 2023 Conference being
held in June at the Seminole Hard Rock Casino & Hotel in Hollywood, Florida. I told her to just let me know and
I'll see if I can make time for it.

AmeriCorps Kids Homework Help Monthly Report
December was a very festive month in the AmeriCorps tutoring room. The kids had so much
excitement and joy for the holidays and a break from school. The last week before break, we joined the library
in karaoke and hot chocolate and other games. The children and youth clearly love having a safe space to go
and have fun. One AmeriCorps member has continued to come daily and the kids have bonded with her very
well. It is also incredibly helpful for me as we are able to help more kids to the fullest extent that they need
instead of not having the time to fully help them. Many children and youth who have been "regulars" are still
enjoying their time here and come back for homework help. There have also been a couple new children
during December as well. I knew that this month would not be as busy as previous months because of the
holidays and typically less homework given before that break, but a great number of children still came in. We
did plenty of homework help with some tutoring also in extra math and reading. The donated books have
been a big hit this month as more parents are becoming aware that they are free books. I have encouraged
them to take advantage of it because of how important it is for kids to read or be read to at home. Also, the
sight words and phonetics flash cards have been helpful for children, especially those who are just learning the
language, or those who particularly struggle with that at school. The math flashcards have also continued to
be helpful as it presents learning in a game format and kids can have fun while learning.
During December, 43 students came to the AmeriCorps tutoring room, most of them multiple times a
week during the whole month. Most students came 2-3 times a week, a couple use the program all four days.
The majority of children and youth who come in are in the grades 1"through 5th, but we continue to have
both younger and older students as well. The majority of students who participate are in third grade.There
was one High Schooler who came in for some homework help, and six kindergarteners who love the
flashcards and help with their packets. There were three new students who came in while the rest were
students who have appreciated the program for a while. Math continues to be the subject that needs the
most help, but many of the 1St through 31 graders have packets of both math and reading that they need
help on. There has been clear growth in reading, reading comprehension, and math throughout the month,
and I am looking forward to seeing the continued growth over the New Year.
Overall, December was a great month for growth and having fun before the holidays. I am looking
forward to seeing them after the break and continuing the work. The children and youth are such wonderful
and positive people and I have loved watching them become more confident and positive about school. I will
continue to make the tutoring room a safe space to learn and ask questions and I hope more students will join
in.

2. The class read stories using the new grammatical structure. Everyone has a chance to read aloud so their
individual pronunciation errors can be corrected.
